BFP NATIONAL

HEADQUARTERS
INTRODUCTION

• The Bureau of Fire Protection is an agency of the Department of


Interior and Local Government (DILG) responsible for
implementing national policies related to Firefighting and fire
prevention as well as implementation of Fire Code of the
Philippines (RA 9514).
• The agency was founded on January 29, 1991, pursuant to the
provisions of Republic Act 6975, which established the
Department of Interior and Local Government.

• Intelligence
It ensures that all intelligence operations and activities are properly manage,
coordinated, and directed. It handles confidential and provide a professional point of
contact. It also studies the identified fire causes in order to prevent its reoccurrence,
institute protection measures and to expand the fire safety program of the BFP.
Strengthen the linkages with other government law enforcement agencies and non
government agencies

Operation
Initiates programs and activities related to fire suppression and matters
related to disaster risk reduction and management programs. Assists in the
formulation in the operational standards such as the fire station, location, design,
uniform, tools and equipment and training. It also undertakes research and
prepares training curriculum for rescue and hazardous materials/CBRN in close
coordination with FNTI.

Investigation
It is concerned with the formulation of policies and guidelines in the conduct of
investigation procedures. It also ensures the value and quality of investigations being
conducted by all BFP fire arson investigation and maintains statistical data of all
investigation conducted, fire incident occurrence, arson cases filed in court including
the data for suspected arsons and shall perform other tasks assigned by the Chief, BFP
and the DCO.

Community Relation
Formulates, monitors and develop year round activities, OPLANS, and
observances of the BFP as a whole. The Directorate for Fire Safety Enforcement
formulated “OPLAN Ligtas na PIlipinas” which consists of Ligtas na Paaralan, Ligtas
na Tanggapan and Ligtas na Pamayanan. These OPLANs are implemented on each
station using a module that serve as the manual in conducting the OPLAN. Maintains
linkages with the government and non government institution for cooperation and
coordination, harmonious relationship in matters of mutual concerns specifically on fire
safety.

The BFP commits itself to provide quality public service by working beyond the
call of duty. In connection, a designated officer of the day that is in charge of
monitoring the personnel in each office required to render duty. The General Support
Service is tasked for securing the BFP National Headquarters Compound especially
during night times while the communications electronic (COMMEL) is also a 24-hour
duty that receives any calls and monitors fire incidents nationwide.

The BFP NHQ coordinates with the local government agencies for the
implementation of fire safety programs and activities. Hon. Herbert “Bistek” Bautista
joins the weekly conference which is attended by the Fire Marshal, Police, Jail and other
local executives discussing their accomplishments and problems encountered.
In this conference, each agency addresses these problems. Different fire brigades
both from public and private organizations are in line with the mission of the Bureau. During
the conduct of the Fire Prevention Month held on March of every year, these different fire
brigades gather to show their skills on fire fighting and emergency medical and rescue
services. The establishments around the area conducts fire safety awareness activities such
as the poster making and essay writing contests

ASSESSMENT ON THE PUBLIC SAFETY
CAPABILITY IN RESPONDING TO PUBLIC
SERVICE:
• The BFP NHQ is responsible in formulating policies, guidelines, plans and programs
to fully enforce its mandate. The fire safety enforcement plays a big role in the preventive
mandate of the bureau however there is a wide gap in the implementation process
especially it will require the participation of all local government units nationwide.
According to the Fire Code Revenue Management Division, one concrete example is the
collection of the fire code fees wherein there are discrepancies between the expected
revenues versus the actual revenues. Expected revenues are based on the number of
establishment built in a specific area, while the actual revenue is based on the collections
made within the year. Although there are discrepancies, the BFP National Headquarters
still monitors each region by requiring them to submit their monthly reports and if failed
to do so, they shall submit their explanation.

INTRODUCTION

• A few years back, the basis of hiring fireman was almost on


personal relation and affiliation, with prominent politicians, thus,
there was no required level of standards, no proper trainings,
consistent promotional policies and most of all, no code of
conduct. Cities and municipalities simply hire firemen and given
responsibility of safeguarding and looking at the welfare of the
community.
• The first batch of firemen of Taguig composed of only seven (7)
men with no fire station and fire truck.

Intelligence
Taguig City Fire Station conducts intelligence operations during and after fire
incidents. In most cases due to lack of personnel the investigation unit is the one taking
in charge of intelligence matter. They gather information by gathering information from
the bystanders, local officials, and the owner of the property as well as taking into
consideration all other unusual things they will notice in the fire scene that is pertinent
to the case.

Operation
• During fire fighting operations and all other emergency responses, the
communication electronics (COMMEL) duty receives calls from the public and
disseminates the report to the concerned station depending on their respective area of
responsibility (AOR) and also to the officers who will be in charge of the incident. They
also utilize the Barangay-Ugnayan Program to maximize the knowledge on prevention and
possible suppression by creating barangay fire brigades in the local community.
• In terms of prevention, they have a Pre-Fire Planning activities. This include
activities like identifying the hazards and threats, prioritizing salient problems and
recommendation. Some of this activities are fire truck visibility, giving of flyers, fire drills
lectures. Conducting inspection to establishment to ensure they comply with the minimum
standards of the Fire Code

• Investigation
They are conducting investigation after the declaration of fire out and turn over
of authority by the Ground Commander to Fire Arson Investigator. The fire arson
investigator will secure the area and establish a fire line to protect the fire scene. They
will begin gathering data to establish a prima facie evidence of arson. It is very crucial
to maintain the credibility of the investigation by following the standard operating
procedures in evidence collection. According SFO1 Joy Parungao they treat every fire
incident as an arson case, thus they gather all information pertinent in making the
investigative reports.

Community Relation
In community relations they are conducting different awareness programs
regarding the danger of fire in our life and property such as training and seminar in fire
rescue and fire fighting. With the help of advance technology, they are active also in
social medias such as facebook that help them reach the community. The BFP TAGUIG
CITY FIRE STATION is posting updates regarding their activities, accomplishments
thus it enhances coordination with the local government and recognizes their quality
service to its stakeholders.

The duty NC-OIC will create the duty detail for floor watch and designate the
crew for their tour of duty. They will serve as the desk officer, attending emergency call
or any reported fire incident. The floor watch must log every activity or untoward
incident during their tour of duty.

The BFP needs to be connected with the Local Government and the Non
Government Organization (NGO) of Taguig City in order to fully implement its plans
and programs. They organize the fire brigade in every barangay, providing additional
fire fighting equipment with the help of the LGU. Business One Stop Shop (BOSS) is also
a joint program of the BFP Taguig City and the LGU that caters thousands of applicants.
They also utilize some of the private establishment used as fire stations.

1. Annual Fire Fighter Summit provides life-safety knowledge and


information to civilian participants with the best speakers and experts in
fire prevention seminar.

2. Conducted at least once a week road run for the


wellness and maintaining of physical fitness of
every personnel in the station.

3. Task KALINISAN to maintain and continue the


sanitation of the station that linked personal hygiene
to avoid sickness in order to perform duties of all personnel.

• The BFP Taguig City was divided into four stations. Each station has its own area
of responsibility covering six to eight barangays. According to their logistical
reports, they really lack personnel tools and equipment. They also have to deal with
the narrow streets, heavy traffic, and double parking along the streets that restrict
them in responding to calls. Thus they utilize the community encouraging all
Barangays in Taguig City to have their own fire brigade that will serve as first
responder to any emergencies. The BFP Taguig City are the one in charge in
conducting trainings and seminars to fully equip the fire brigades in the area that will
serve as their strength multiplier.

CALAMBA CITY FIRE
STATION
INTRODUCTION

• The Calamba City Fire Station started with Captain Panganiban Under
the Local Government (LGU). In the year 1989, Inspector Encarnation, the
City Fire Marshal was situated at the back of the old Municipal Hall of
Calamba City, near the post office and Bulwagan ng Katarungan at
Barangay 7. Calamba City Fire Station was then transferred at the
basement of Old Municipal Hall of Calamba during the time OF FCI
NAHUM B TARROZA. It was then transferred at the Municipal Compound
of the City Hall at Barangay Bacnotan Real Calamba City. The City Hall
currently located at the left side of Calamba Police Station headed by the
City Fire Marshal FCI JEFFREY M ATIENZA.

They conduct their intelligence operation and data gathering during
firefighting operations. intelligence officers gather important data regarding on what
the bystanders have observe before the fire incident like who they saw? When they
notice it? What happens before they saw the smoke or fire? And some follow up
questions such as how and why.

• They have two types of Operations the Fire Suppression and Fire Prevention, in fire
suppression they make sure that they properly observing the SOP of Firefighting, for instance, their
running in fire incident involving grass fire they are only releasing the first run while in other cases
involving residential and industrial fire they release all their firefighting personnel for fast
suppression of fire and saving the lives of the victims trap inside the establishment for lives of their
stakeholders is their first priority.
• In fire prevention they are having different activities such as fire drills in different establishment and
Buildings to increase their awareness on dangers that fire brings and to effectively and safely
evacuate on the building and other type establishment they occupy. On the other hand while they
are conducting fire drills they also taught the occupant on how to properly use fire extinguishers for
they will be the first responder if ever there is an emergency in their area.

• In investigation they make sure that their investigation reports are credible in
sense that it can stand in every court, they also ensure that they follow every standard
procedure in conducting investigation, during their operation. In every fire incident
the first thing they sought was prima facie evidence that will determine whether the
case is arson or not.

Community Relation
• Informing the public is the heart of the fire safety enforcement. They actively
involve the community by regular fire safety inspection of establishment/building,
conducting trainings and seminars, fire evacuation drill, plant visit.
• In fire safety inspection they give a bit of explanation in every violation on what may
happen during fire incident in their respective building or establishment. In conducting
fire drills they first give lectures regarding on what they might encounter during the
actual scenario and also thought the occupants how to use the fire extinguishers because
more or less they will become the first responder whenever the case may be.

• In Calamba City during night time they are having a short meeting on what
they accomplished during that day, when they have emergency response they talk
about their deficient and how to improve it for the next operations to ensure their
effectivity and efficiency on their duty. When all the personnel in the station is at rest
the commel will take charge of every emergency calls and activity that may happen
in the station.

• The Local Chief Executive in Calamba City was very cooperative in terms of
fire related matters they even donated two (2) firetrucks to the BFP Calamba for much
effective fire fighting operations. During operations brgy. Officials give assistance to
BFP personnel like crowd control of the area, their fire volunteers follow every
command of ground commander which results to fast and effective rescue and
firefighting operation. The LGU sometimes seeks help to the BFP for their programs
which adds a good impression to the bureau as well as the visibility of our BFP
personnel in their community.
NOTABLE ACCOMPLISHMENT:
1. Medalya ng Papuri for City Fire For their contribution in the achievement of
Marshal and Personnel of Calamba their unit for being adjudged as 2nd top fire
City Fire Station Laguna code fees collector by City in the amount of
eight million four hundred thousand three
hundred and fifty-seven pesos and 56/100
for CY 2011
2. Golden Kaban Award 2012 Calamba City Fire Station was able to collect
the amount of Eight Million Two Hundred
Seventy Thousand One Hundred Nineteen
Pesos and Twenty Centavos Fire Code Fees
which was the highest collection nationwide for
2012.
3. Silver Kaban Award 2013 Calamba City Fire Station collected the amount
of Eight Million One Hundred Twenty-Eight
Thousand Seven Hundred Sixty-Five Pesos and
Twenty-Two Centavos Fire Code Fees which
was second highest collection for the year
2013.
BEST PRACTICES:

1. Fire prevention activities and drills in schools, companies and


any other establishments.

2. Weekly physical enhancement activity to improve


physical strength and health and reduce the risk of
health problems.

3. Maintaining the sanitation of the station to avoid


sickness in order to perform duties of all personnel.
ASSESSMENT ON THE PUBLIC SAFETY

SERVICE:

1. Calamba City Fire Station is well coordinated with other fire stations for immediate fire
incident and emergency respond. The Business One Stop Shop (B.O.S.S) for easy access
on requiring establishment and business fire safety inspection certificate.
2. Personnel deficiency or lack of fire fighter personnel of Calamba City Fire Station gives
loop holes when responding on a fire incident or emergency call.
PROBLEMS AND RECOMMENDATION/S:

1. System of record keeping To have their own building for record keeping
and storage
2. Logistical requirements The number of BFP apparatus for the total population shall be based
on the size of the area of responsibility, the hazard and threats to fire
safety, emergency medical rescue and other related activities.

3. Lack of personnel They should have ideal number of personnel to serve the public
better. Proper delegation of personnel should also be addressed.
The number of fire safety inspectors should be proportional to the
number of establishments in the area.

As part of the Fire Safety Awareness Program of the Calamba City Fire Station, the BFP
personnel conducted fire drill seminar at Aljustrel Learning Center participated by
parents, teachers and the pre-school students.
