Background Information

Zanzibar has roughly 1,234 km of main, urban and rural roads. Zanzibar’s Ministry of
Infrastructure and Communications (MOIC) is responsible for construction and maintenance
of road network in Zanzibar.

About 70 percent of the Zanzibar’s roads are located on Unguja Island, which contains the
main urban centre and main port and plays host to a large tourism industry. Although this gives
Unguja one of the most dense road networks in Africa, most of the roads were constructed
after the revolution in 1964 and have not been sufficiently maintained.
Problem Definition

The condition of the existing road network on Unguja Island reflects a number
of challenges in road maintenance.

• Climate and natural resource conditions

• Insufficient funding for construction and maintenance of roads through


existing mechanisms.

• Planning. MOIC is responsible for engineering small roads, reviewing


consultant design work for larger roads, and providing oversight on road
construction projects. However, its Departments of Roads and Planning is
small and has an extremely limited capacity for sustained planning and
execution of routine works.

Project Objective
The Zanzibar Roads Project aims at increasing the agricultural productivity of rural regions in Zanzibar
(including Unguja and Pemba islands) and improving the capacity of the Zanzibar Department of Planning
and Roads to maintain its existing road network and plan for strategic expansion by:
• Improving the capacity of MOIC’s Department of Roads and Planning to prioritize,
• plan, and manage road maintenance activities;
• Repairing the highest priority bottlenecks on rural roads in Unguja Island

CONCLUSION

• If implemented, the proposed project will enhance maintenance planning,


prioritization, and improve the condition of rural roads in Unguja and
Pemba. This will contribute to the goals of economic growth and poverty
alleviation including reducing road maintenance costs, reducing travel time
and enhancing tourism which contributes to 44% of the economy, and
accompanying positive environmental benefits.
