 The transportation of freight or goods through high
speed railway lines dedicated for quick supply
goods across country and ports for export.

 Mission
 As the dedicated agency to make the vision into
reality, DFCCIL's mission is:
 To build a corridor with appropriate technology that
enables Indian railways to regain its market share of
DEDICATED freight transport by creating additional capacity and
guaranteeing efficient, reliable, safe and cheaper
FREIGHT CORRIDOR options for mobility to its customers.

The Indian Railways' quadrilateral linking the four
metropolitan cities of Delhi, Mumbai, Chennai and
Howrah, commonly known as the Golden Quadrilateral;
and its two diagonals (Delhi-Chennai and Mumbai-Howrah),
adding up to a total route length of 10,122 km comprising
of 16% of the route carried more than 52% of the
passenger traffic and 58% of revenue earning freight traffic
of IR. The existing trunk routes of Howrah-Delhi on the
Eastern Corridor and Mumbai-Delhi on the Western
Corridor were highly saturated not only this, the National
NEED FOR highways along these corridors comprising 0.5% of the
road network carried almost 40% of the road freight.
DCG The surging power needs requiring heavy coal movement,
booming infrastructure construction and growing
international trade led to the conception of the Dedicated
Freight Corridors along the Eastern and Western Routes, to
begin with.

Green Initiative: DFCCIL will decongest already


saturated road network & promote shifting of freight
transport to more efficient rail transport. This shift is
expected to offer significant reduction of Green House Gas
The Eastern Dedicated Freight Corridor with a route
length of 1856 km consists of two distinct segments: an
electrified double-track segment of 1409 km between
Dankuni in West Bengal & Khurja in Uttar Pradesh & an
electrified single-track segment of 447 km between
Ludhiana (Dhandarikalan) - Khurja - Dadri in the state of
Punjab, Haryana and Uttar Pradesh. Due to non -
availability of space along the existing corridor
particularly near important city centers and industrial
INTRODUCTI townships, the alignment of the corridor takes a detour to
bypass densely populated towns such as Mughalsarai,

ON TO EDFC Allahabad, Kanpur, Etawah, Ferozabad, Tundla, Barhan,


Hathras, Aligarh, Hapur, Meerut, Saharanpur, Ambala,
Rajpura, Sirhind, Doraha and Sanehwal. Since the origin
and destinations of traffic do not necessarily fall on the
DFC, a number of junction arrangements have been
planned to transfer traffic from the existing Indian Railway
Corridor to the DFC and vice versa. These include
Dankuni, Andal, Gomoh, Sonnagar, Ganjkhwaja,
Mughalsarai, Jeonathpur, Naini/Cheoki, Prempur, Bhaupur,
Tundla, Daudkhan, Khurja, Kalanaur, Rajpura, Sirhind and
Dhandarikalan. The Eastern Corridor will traverse through
Eastern Corridor is projected to cater to a number
of traffic streams-coal for the power plants in the
northern region of U.P., Delhi, Haryana, Punjab and
parts of Rajasthan from the Eastern coal fields,
finished steel, food grains, cement, fertilizers, lime
stone from Rajasthan to steel plants in the east
and general goods. The total traffic in UP direction
is projected to go up to 116 million tonnes in

CONTINUED. 2021-22. Similarly, in the Down direction, the


traffic level has been projected to increase to 28

. million tons in 2021-22. As a result, the


incremental traffic since 2005-2006, works out to
a whopping 92 million tons. A significant part of
this increase would get diverted to the Dedicated
Freight Corridor. The following table depicts the
distance traversed through each state
The Western Dedicated Freight Corridor covers a distance of
1504 km of double line electric (2 X 25 KV) track from JNPT to
Dadri via Vadodara-Ahmedabad-Palanpur-Phulera-Rewari.
Alignment has been generally kept parallel to existing lines
except provision of detour at Diva, Surat, Ankleshwar,
Bharuch, Vadodara, Anand, Ahmedabad, Palanpur, Phulera
and Rewari. The Western Corridor passes through 5 states as
follows:-
However, it is entirely on a
new alignment from Rewari
to Dadri. The Western DFC

Makarpura (Vadodara),

Contract Strategy for Eastern Corridor World
Bank funded portion is on following lines:

Procurement Guidelines:
For consultancy work guidelines for selection and
employment of consultant under IBRD loans and IDA
Credits and Grant by World Bank borrowers issued in
January 2011 is applicable. For procurement of goods
and works procurement guidelines under IBRD Loans
CONTRACT and IDA Credits and Grant by World Bank borrowers
issued in January 2011 is applicable.
STRATEGIES Procurement of Works:
FOR EDFC Procurement of works is through two stages bidding
after prequalification. Prequalification of bidders is
done on the basis of standard prequalification
document of World Bank. Bid document is as per
standard bidding document for procurement of plant
design, supply and installation issued by World Bank
with general conditions based on FIDIC Yellow Book.
Pre-Qualification of Bidders:
Applications for Pre-Qualification is invited from prospective
bidders for each Contract Package. Based on the eligibility and
qualification criteria given in the Pre-Qualification Document, a
shortlist of prospective Bidders is finalized. The Bid Document
is issued to shortlisted bidders.
Procurement of Works:

TENDERIN Applications for Pre-Qualification is invited from prospective


bidders for each Contract Package. Based on the eligibility and
qualification criteria given in the Pre-Qualification Document, a
G shortlist of prospective Bidders is finalized. The Bid Document
is issued to shortlisted bidders.
STRATEGIE Eligibility for Bidders:
The Nationality of the bidders under Special Terms for
S FOR Economic Partnership (STEP) Loan of JICA shall be governed by
following stipulation:

WDFC 1. Japan in case of the prime contractor;


2.All countries and areas in case of the sub-contractors.
3.With regard to stipulation
(1) above, in case where the prime contractor is a joint
venture, such joint venture will be eligible provided with the
nationality of the lead partner, that the nationality of other
partners is Japan/or India and that the total share of work of
Japanese partners in the joint venture is more than fifty

 Contribution to economic development by freight
transportation

Project Funding for Corridors

The cost estimate of Rs, 81,459 Crs. for Eastern & Western
DFC including land cost has been approved by the Cabinet
Committee on Economic Affairs in June, 2015. This
comprises of construction cost of Rs. 73,392 Crs. (including
Soft Cost of Rs. 19,390 Crs) and land cost of Rs. 8067 Crs.
The cost for the project will be funded by a combination of
debt from bilateral/multilateral agencies, equity from
Ministry of Railways and Public Private Partnership. The
PROJECT capital structure of DFCCIL will entail a debt equity ratio of
3:1

FUNDING Eastern Corridor executed in a phased manner with funding


from the following sources:
1. Funding from the World Bank for Ludhiana-Mughalsarai
section (1192 Kms) in the following tranches:
a) EDFC -1 for Khurja- Kanpur and Khurja-Dadri section:
Loan Agreement for USD 975 million signed in October,
2011.
b) EDFC-2 for Kanpur-Mughalsarai section: Loan Agreement
for USD 1100 Million signed in December, 2014.
c) EDFC-3 for Khurja-Ludhiana section: Loan for USD 650
Million sanctioned in June, 2015.
2. Equity funding of Rs. 3679 Crores from Ministry of
Western Corridor

The entire Western Corridor is being funded through loan


from JICA in two phases.
a) Phase-I Rewari-Vadodara (947 Kms): Loan of 349
Billion JP¥
b) Phase-II Vadodara-JNPT (430 Kms)-Loan of 296 Billion
JP¥.
This corridor is funded with JICA funding estimated at JP¥
645 billion (Phase- I- JP¥ 349 billion, Phase II-JP¥ 296
PROJECT billion). This also includes the cost of 200 locomotives
(9000 hp) to be procured by Ministry of Railways. Status
FUNDING of loan is as follows:
a) Phase-I: (Rewari-Vadodara)
1) First tranche of 90.262 billion JPY (Rs. 4718 cr approx)
of the Main Loan (349.618 billion JPY) signed on
31.03.2010.
2) Loan for consultancy contract for 2.606 Billion JPY (Rs
136.23 croros) signed on 27.10.2009
b) Phase- II: (Vadodara-JNPT & Rewari-Dadri)
1) First tranche of 136.12 Billion JPY (approx. Rs. 7115
Cr.) of the main loan (295.555 billion JPY) signed on
28.03.2013.
