Mission
As the dedicated agency to make the vision into
reality, DFCCIL's mission is:
To build a corridor with appropriate technology that
enables Indian railways to regain its market share of
DEDICATED freight transport by creating additional capacity and
guaranteeing efficient, reliable, safe and cheaper
FREIGHT CORRIDOR options for mobility to its customers.

To support the government's initiatives toward
ecological sustainability by encouraging users to
adopt railways as the most environment friendly
mode for their transport requirements.
The Indian Railways' quadrilateral linking the four
metropolitan cities of Delhi, Mumbai, Chennai and
Howrah, commonly known as the Golden Quadrilateral;
and its two diagonals (Delhi-Chennai and Mumbai-Howrah),
adding up to a total route length of 10,122 km comprising
of 16% of the route carried more than 52% of the
passenger traffic and 58% of revenue earning freight traffic
of IR. The existing trunk routes of Howrah-Delhi on the
Eastern Corridor and Mumbai-Delhi on the Western
Corridor were highly saturated not only this, the National
NEED FOR highways along these corridors comprising 0.5% of the
road network carried almost 40% of the road freight.
DCG The surging power needs requiring heavy coal movement,
booming infrastructure construction and growing
international trade led to the conception of the Dedicated
Freight Corridors along the Eastern and Western Routes, to
begin with.
Procurement Guidelines:
For consultancy work guidelines for selection and
employment of consultant under IBRD loans and IDA
Credits and Grant by World Bank borrowers issued in
January 2011 is applicable. For procurement of goods
and works procurement guidelines under IBRD Loans
CONTRACT and IDA Credits and Grant by World Bank borrowers
issued in January 2011 is applicable.
STRATEGIES Procurement of Works:
FOR EDFC Procurement of works is through two stages bidding
after prequalification. Prequalification of bidders is
done on the basis of standard prequalification
document of World Bank. Bid document is as per
standard bidding document for procurement of plant
design, supply and installation issued by World Bank
with general conditions based on FIDIC Yellow Book.
Pre-Qualification of Bidders:
Applications for Pre-Qualification is invited from prospective
bidders for each Contract Package. Based on the eligibility and
qualification criteria given in the Pre-Qualification Document, a
shortlist of prospective Bidders is finalized. The Bid Document
is issued to shortlisted bidders.

Project Funding for Corridors
The cost estimate of Rs, 81,459 Crs. for Eastern & Western
DFC including land cost has been approved by the Cabinet
Committee on Economic Affairs in June, 2015. This
comprises of construction cost of Rs. 73,392 Crs. (including
Soft Cost of Rs. 19,390 Crs) and land cost of Rs. 8067 Crs.
The cost for the project will be funded by a combination of
debt from bilateral/multilateral agencies, equity from
Ministry of Railways and Public Private Partnership. The
PROJECT capital structure of DFCCIL will entail a debt equity ratio of
3:1
