 Persistent involvement of PNP Personnel in Illegal Activities
 Deteriorating image of the PNP as an organization

and sustainable Internal Cleansing Program

 To prevent PNP personnel from involvement in illegal and criminal activities
 To identify, arrest/apprehend, prosecute and punish PNP personnel who are
involved in illegal and criminal activities
 To reorient, reform, convert and reintegrate PNP personnel involved in illegal
and criminal activities who are still redeemable to become responsible police
personnel once again
 To remove PNP personnel who are incorrigible, irredeemable and hopeless

PREVENTIVE
 To maintain order and discipline in ranks at all levels
 To implement more effective reward and punishment system
 To enhance accountability and professionalism among PNP personnel particularly
the Squad Leaders, ESPOs, PCP Commanders, COPs, DDs, PDs, RDs and other
unit commanders of NSUs and PNP NHQ
 To uplift the morality and spirituality of all PNP personnel
 To enhance the physical and mental well being of all PNP personnel
 To monitor the activities of PNP personnel whether on duty or off duty
 To warn, advice, counsel and mentor PNP personnel to shun from illegal activities

RESTORATIVE
 To conceptualize and implement an effective moral and spiritual recovery program
 To enhance the values system of involved PNP personnel and embrace the true
ideals of the PNP (Makadiyos, Makatao, Makakalikasan at Makabansa)
 To create integrity circles to serve as accountability, mentoring and support group
to prevent the transformed PNP personnel from returning to their former immoral
and criminal activities
 To provide psychological and psychiatric interventions.
 To institutionalize continuous post assessment program.

 To monitor illegal activities committed by PNP personnel
 To identify PNP personnel who are involved in illegal and criminal activities
 To conduct case build up against involved PNP personnel
 To file administrative and criminal cases
 To arrest and neutralized involved PNP personnel

 To monitor cases filed against PNP personnel
 To monitor activities of dismissed PNP personnel

2. Should be led by a Senior Non Commissioned Officer.

3. Every squad shall have values /life coach.

4. Supervisors must have their own squad.

education
 Topics shall revolve around (God-centered, family-based and
service-oriented)
 Chaplain service will continue to capacitate the life coaches
 The life coaches will primarily mentor the squad leaders
 The squad leaders will mentor the members of the squad closely
supported by the life coach

 FORMULATE GUIDELINES AND POLICIES WITH REGARDS TO
THE REPORTING SYSTEM OF EACH SQUAD
 ENSURE STRICT MONITORING OF ATTENDANCE OF SQUAD
LEADERS AND MEMBERS PARTICULARLY IN OBSERVANCE OF
MANDATORY COMMAND ACTIVITIES AND OTHER
OCCASIONS/ AND IN LINE WITH INTERNAL CLEANSING

 THE RESPO SHALL CALL AND CONDUCT WEEKLY MEETING WITH


PESPOs TO DISCUSS MATTERS PERTAINING TO MORALE AND
WELFARE, INTERNAL DISCIPLINE AND INTERNAL CLEANSING
 THE PESPOs SHALL CALL AND CONDUCT WEEKLY MEETING WITH CITY
/MUNICIPAL POLICE STATION ESPOs
 ENSURE DISSEMINATION AND IMPLEMENTATION OF “PERSONNEL
DECORUM” TO ALL SQUAD LEADERS
 RESPONSIBLE IN THE CONSOLIDATION OF EVALUATION REPORT TO BE
SUBMITTED TO THEIR RESPECTIVE SUPERIOR OFFICER (STATION
ESPO WEEKLY, PROVINCIAL ESPO MONTHLY AND REGIONAL ESPO
QUARTERLY)
