Agro Based Industry – Milling units
Rice Milling
 There are about 220 to 250 rice milling units in the district as per the stakeholder discussion.
Kangeyam taluk is an important centre for rice mills and there are about 120 mills in the region

Description of the Project:
Tiruppur is one of the most industrialized districts in the state and the industrial development has occurred in the last two decades. There has
been a significant growth in the Tiruppur’s population in the same period. Within Tiruppur Corporation area, the population has grown from
3.27 lakh in 1991 to 8.8 lakh in 2011. There is a significant migrant population (both intra and inter-state) who have settled in Tiruppur for
employment in Textile industry. The population is also estimated to increase with the booming garment manufacturing industry. Adequate
infrastructure measures are required to accommodate the population growth in the region in coming years. One of such requirements is
housing facility for the people.
Currently, there are inadequate housing or hostel facilities in the region for the workforce. This has led to increase in rent of the existing
houses. As per discussions with stakeholders, a textile worker spends around 25 to 30 per cent of his/her salary on housing. Many of the
workers are migrating to other places from Tiruppur due to non-availability of housing at affordable prices and further new settlements are
also reducing for the same reason.

Therefore a large scale housing facility should be developed to accommodate the workers. This can include building up of townships, hostels
for working men / women, etc. This should be available at an affordable cost for the workforce in the region. There have been recent
announcements on the housing facility development by central and state government. The process should be started quickly at implemented
within the timeframe.
Targeted Impact
The project is important for the benefit of workforce in Tiruppur district. It would assist in economic growth of the district by attracting
people for settlements in the district. This is crucial for the industry as the textile industry is labour intensive and requires adequate
manpower to support the expansion and growth.
Implementation Strategy The project can be implemented through Housing and Urban Department, Tamil Nadu Housing Board.

to promote new product development for diversification

Description of the Project:
Tiruppur is a key apparel manufacturing centre and contributes to around 45 per cent of the country’s total knitwear exports. The cluster focuses on cotton
based textiles and it accounts for 90 per cent of the total garments manufactured. There is a need for the industries to diversify on other apparel market
(synthetic, technical) to expand their market. Also, it would ease the burden of dependence on cotton prices which would fluctuate. The cotton production is
seasonal and the knitters in the city may not be functional throughout the year. Getting into segments such as synthetic would help in getting into newer
markets and ensure production throughout the year.
In order to achieve the above mentioned, there is a strong institutional support required for the industry players. An exclusive knitwear technical research
centre could be set up in the district which would have facilities such as:
 Research and Development – focusing on development of newer products, process, etc
 Design Studio – to assist the industry players in designing, training on design development, etc
 Technology – sharing on latest technology in garment manufacturing, machineries, etc
 Knowledge sharing - Industry could be updated on the latest global trends and developments in apparel, training by experts on technology, design,
process, marketing, etc.
The research centre would act as the centre of excellence for knitwear textile in India.
Targeted Impact
The research centre with its state of arts facility for design, development, testing, etc. would aid the district’s apparel manufacturers to explore on newer
products and markets. The garment manufacturers would use the facilities for developing products and foray into emerging segments of garments including
technical textiles, synthetic textile (products such as swim wear, sportswear), etc. and could expand their market. The design studio would also help the
existing knitwear manufacturers to access modern design to compete with the global industry players.
The project should be funded from the central government / Ministry of Textiles in setting up of the research
Implementation Strategy centre. PPP mode also can be explored by involvement of export units in the location.

Description of the Project:
There are currently above five lakh people employed in textile industry in the Tiruppur textile cluster. The current market is estimated at Rs. 25,000 Crore and there
is a vision to expand it into a Rs. 1 lakh market in the next 6 to 8 years. In order to attain this vision, it is important for the industries to add skilled workforce. The
current workforce in textiles is estimated to be around 5 lakh in the district. In Tiruppur cluster, migrant labour (both inter and intra state) constitute a significant
share of the workforce. Most of the workforce have no prior exposure or undergone any formal training in textiles before getting a job. They are trained on the job
and there is a skill gap observed in the industry. A skill development program needs to be implemented to overcome this difficulty with combined efforts of
multiple stakeholders’ participation (Government, Industry, Educational Institutes, Industry associations, etc.).
Skill development through vocational training program (one to six month certificate courses) can be offered for the trainees on Textile and Garmenting
manufacturing operation, Textile machinery repair and maintenance.
The district has also agro based industries cluster (milling units) in the taluks of Kangeyam, Uttukuli. In Udumalpet, there is a cluster and paper mills. These units
require skilled workforce in various functions such as machine operator (including maintenance), electrician, fitter, etc and shortage of people is observed.

The project can be integrated with the ‘Large scale skill development programme’ and ‘Employment linked vocational training programme to school children in the
age group of 14 to 17’ projects envisaged in Tamil Nadu 2023.
Targeted Impact

industry) and other manufacturing sector

The project shall be operated on a PPP mode with private training provider service. The funding can be met from
various skill development schemes promoted by both central and state government. NIFT TEA Knitwear institute can

Description of the Project:
The population of the Tiruppur has increased in the last two decades. It lacks adequate infrastructure for the population and the industrial
activity in the district. Roadway is the key means of transportation for movement inside and outside the city. Tiruppur city is bisected into two
(north and south) by the railway track and the Noyyal river. It is important to have multiple connection points for ease of traffic movement
across the city (especially for business purpose). There are pending flyover and under bridge projects which needs action and completed.
There are other infrastructure requirements that need to be addressed as well.
Some of the major infrastructure facilities to be developed in the district include the following:
 Pending flyover (Near Uttukuli road) and underway passage (Near railway station) to be completed
 Construction of bridges across the river in the west side of the city at Rayapuram and Anaipalayam area
 Establishment of parks and sports ground facilities in the city
 Building up of hygienic public toilets in commercial areas
 Construction of bypass road in Kangeyam outskirts to connect Karur – Tiruppur highway

Targeted Impact

The projects would benefit the population of the district and would aid in development of the Social and Economic progress.

The implement of the infrastructure development projects will be taken by the respective departments
such as transport, highways, etc. Tiruppur Corporation will be implementing the projects in the
Corporation area. Partial financing in development and management of community / public toilets
Implementation Strategy through private sector participation (BOT models), NGOs, CSR initiatives will also be explored.

Description of the Project:
There are a cluster of agro based units in the district with the presence of rice and oil mills. There are about 220 to 250 rice
milling units and Kangeyam taluk is an important centre for rice mills with 120 mills in the region. The other major centre
includes Dharapuram, Avinashi and Palladam. Oil mills are also prominent in Kangeyam (with around 120 mills) and are
present in Uttukuli (around 60 mills) and Vellakovil region.
One of the key concerns of these industries is that there is inadequate public common storage facility for the goods. There
are only private warehouses in the region which are inadequate and unaffordable for the industries present in the cluster
(especially for Kangeyam cluster).
A common storage facility could be established in Kangeyam region which could serve for both oil and rice milling units
in the cluster and the district. They could utilize the warehouse for storing the raw material and finished goods. As both
these industries are dependent raw materials which are seasonal in nature, warehouse is important for the industry to meet
the demand and adequate price realization.
Targeted Impact

The rice milling and oil milling units in the district would get benefit from the project.
The project can be implemented by Tamil Nadu Agricultural Marketing department from
Implementation Strategy state government funding.

Power:
 Rice milling units should be exempted from power cut as they produce a basic commodity
 The current maximum connected load for LT industries (112 KW) should be increased to 250 KW
Agro Based industry Common facility centre could be created in Kangeyam cluster with the following infrastructure:
(Rice milling units)  Automated machinery, technology and other infrastructure (To produce in large volume at less cost – as
followed in China)
 Skill upgradation training to operate the machines
 Effective implementation of Underground Drainage system, sewage , Solid Waste Management plan
(across all areas of corporation)
Infrastructure  Power: Measure for uninterrupted power supply to aid the economic growth in the district. Usage of
renewable and alternate energy sources (solar, gas) for electricity. Government to subsidise the set up cost
involved and can promote usage of alternative energy.
 Establishment of Government arts and science colleges in the district
Education  Skill development at school level and target the school drop outs for skill development and make them
employable
 Promote the existing tourist spots such as Amaravathi dam, Thirumoorthy dam, falls, etc to attract crowds
 Conduct a trade fair for T shirts and other apparel produced in Tiruppur cluster. This could be promoted as
Tourism an annual shopping fair and could draw interest among travelers and people from other region.
 Development of Nanjarayan lake / tank as a tourist spot. There are many birds visit this lake from other
countries and has a potential to be developed as a tourist attraction
 The proposed multi speciality ESI hospital in Tiruppur should be implemented as per the timeline for the
