The strategic plan worked out in 1980 for China economic development involves three steps:
The first step is to double the Gross
Domestic Product (GDP) of 1980s’ and solve the problem of food and clothing for Chinese people in ten years. Development Strategy The second step is to double GDP again from the early of 1990 to the end of the 20th century thus enabling people to lead a fair comfortable life .
The goals for the first two steps were
largely fulfilled two years ahead of schedule in 1998. Development Strategy The third step is , by the middle of the 21st century to reach the per capita GDP level of moderate developed countries, to realize state modernization and enable Chinese people to enjoy a relatively affluent life. Development Strategy But the third step of the Development Strategy made in 1980 may be too sketchy and too rough to practice. New Three- Stage Development Strategy(1997) Development Strategy In 1997 the third step was made more specific, and a “New Three- Stages Development Strategy” for the first half of the 21st century was put forward. First Stage (2000-2010), in the first decade of 21st century, to double GDP compared to the 2000 level, raise levels of prosperity, and form a relatively complete socialist market economic system; Development Strategy Second Stage, from 2010 to 2020 to double GDP of 2010 again to complete the building of a moderately prosperous society (XiaoKang) in China by the centenary of the CPC. Third Stage ( 2020 to 2050), First from 2020 to 2035, building on XiaoKang ,through 15 years’ efforts China will realize the socialist modernization. Development Strategy Then, from 2035 to 2050 to bring China’s per capita GDP on par with that the major developed countries and to make China be, prosperous, strong economy, more political democracy , culturally advanced, and harmonious society and become a modern, strong socialist country by the centenary of the People’s Republic of China. finally to realize Development Strategy the Chinese Dream: revitalizing Chinese nation in all aspects The last two stages are also popularly known as “ Two Centenary Goals of China’s Development Strategy ” Development Strategy Chinas’ thirty years of reform and opening to outside world has greatly enhanced Chinese national overall strength and the gap between China and the worlds’ major developed nations on economic strength, scientific and technologic development is gradually decreasing. Development Strategy China has strengthened its ties with the world economy and has greatly elevated its status. It has transformed a total centralized economy into an increasing market- oriented system and has been emerging as a global force as it integrates with the international community more closely. Politics 3. Political system Upon the founding of New China a total new political system and political democracy was established. Three key points of Chinese political system are as followings: Politics • Multi-party cooperation and political consultation under the leadership of CPC • Peoples’ Congress System • Regional Ethnic Autonomy It is different from both the two-party or multi-party competition system of western countries and the one-party system practiced in some other countries.
