OBJECTIVE OF SURVEY

To explore the feasibility and other paraphernalia


and to assess CISF strength and other infrastructure
for handing over fire fighting operations, currently
looked after by Prot Fire Service to CISF in line
with model adopted by some ports, it was requested
that a formal survey to be conducted and a detailed
and comprehensive report of the same to be
furnished
EXISTING STATE OF FIRE FIGHTING
The KoPT has their own fire services to tackle any fire or
emergency situations in NSD , KPD-1, KPD- 2, Port office
buildings and residential area. Present status of KoPT fire service
is as under :

FIRE STATION BUILDING
There is only one functional fire station of KoPT located at
Dumayne Road which is outside of the Netaji Subhas Dock (NSD)
and Kidderpore Dock (KPD). The fire station is 1.5 km and 2.5 km
away from NSD and KPD respectively. Another Fire Station located
inside the NSD is not functional due to scarcity of man power and
Fire station building of NSD is laying vacant.

i) Internet Phone : 03 ( one at PFS control room, one at NSD fire
station, one in Fire Officer room )
ii) BSNL Phone : 01 ( At Fire Officer room and parallel with
PFS control room)
iii) One mobile phone : for on duty Fire Supervisor .
iv) DK Line : 01 at PFS control room.

FIRE FIGHTING ARRANGEMENTS

No fire fighting system exist in NSD and KPD, except a


small pump house and hydrant line covering small portion of NSD
which is presently out of order. Only Fire extinguishers were
found in various buildings/offices in the KoPT area.
The essential major fire fighting arrangement requirements are :
a) Water supply arrangements for fire fighting.
b) Provision of correct type and adequate number of major fire
appliances and their accessories
c) Proper repair and maintenance facilities for fire fighting
appliances
d) Proper fire station buildings, and
e) Regular well trained fire staff.
RECOMMENDATION REGARDING FIRE
PREVENTION SYSTEM , AUTOMATIC
DETECTION AND EXTINGUISHING SYSTEM

The total requirements of fire fighting appliances and


other vehicles for the CISF fire wing of this undertaking
are as under

c) Mini Water Mist Fire Tender ( AFT Jeep )

REPAIR & MAINTENANCE FACILITIES

It is very important that all fire appliances held at the fire


stations are always kept in perfectly fit condition for prolonged
fire fighting operations all the time. To ensure this, apart from a
very rigid maintenance schedule to be followed at the fire
station, adequate minor and major repair facilities are to be
provided. Most of the recognized fire services have their own
elaborate workshop and technical staff to deal with this work. It
is, therefore, recommended that the maintenance and first line
repairs must be carried out at the fire stations while for major
repairs the fire brigade may depend on the undertaking
workshops.
FIRE STAFF REQUIREMENT

Keeping in view of vast area and quick response to fire incident


in NSD,KPD-1, KPD-2 and various infrastructure
/establishment of KoPT, 03 fire station is required. However we
have assessed the man power for existing two fire stations viz.
PFS and NSD fire station as prescribed by the Standing fire
advisory Council of the Government of India and latest Fire
survey-resurvey norms of CISF approved by MHA
(Government of India).Manpower of first turn out will be
shifted to NSD or KPD when it will reconstructed/Constructed
and functioning.
