Franchisee Management System

Franchisee Management System
FMS is an online portal for Customer Acquisition, Provisioning, Fault Monitoring,
Accounting, and Billing.
LCOs will be provided with access to FMS portal http://fms.bsnl.co.in .
The following facilities are available in FMS.

• Order management: Provision exists for CAF entry and order creation and
completion.
• Franchisee team management: The franchisees can manage their team and
allot work to them.
• Fault management: For routing of faults and closing them.
• Commission reports: It provides month wise commission reports on sales and
revenue share reports.
• Other Reports: Various reports like orders created, orders completed and
orders pending can be generated. Fault reports are made available etc.
• Invoice Generation: Provision for Month wise invoice generation.
6. BSNL e-Pay
Customers
FTTH Wallet- Why & Benefits
• FTTH wallet is a tool facilitating BSNL FTTH Partners to collect cash payments
from their own customers, and get instant revenue share in their wallet on OTF
(On The Fly) basis.
• Purpose of Wallet: To make FTTH bill payment more convenient and also to
increase personal interaction with FTTH customers for FTTH Channel Partners.
• Benefits: Real Time Revenue Sharing
• Three Simple Steps:
• FTTH Partner will purchase stock in their FTTH Wallet from BSNL.
• FTTH Partner can collect FTTH payments from customers.
• FTTH Partner will get the revenue share as per their agreements on OTF (On
The Fly) basis, for each bill paid through wallet.

FTTH Partners has to download the FTTH
Wallet App from Google play store

6. BSNL e-Pay
Customers
Features of FTTH Wallet
1. APP/USSD based FTTH Bill payment through FTTH wallet.
2. Franchisee will buy Wallet Recharge from SSA
3. Stock allocation through ERP.
4. Collect Bills from the customer directly, update using Pyro FTTH System.
5. Three tier working with Franchisee (MSO) /Sub Franchisee /Retailer (Collection Agent).
6. Payment of Revenue share (Commission) on OTF basis.
7. Bill Payment Reports ,Stock allocation Reports and Franchisee Commission Reports.
8. Invoice will be submitted by Franchisee for the payment made as OTF for
accounting/GST purpose.
9. GST for the commission paid by OTF will be paid after invoice submission in Kind as
FTTH Wallet top up.
10. Validation of Commission paid as OTF using FMS Commission Reports.

FTTH Partner (TIP etc.) and Collection
Agents
1. M/s. Pyro is the System Integrator (SI) for FTTH Wallet service.
2. FTTH Partner (TIP etc. including MSO/LCO and their collections
agents) can collect FTTH payments from customers.
3. FTTH Partner (TIP etc.) can accept payments for Bills from only the
customers, which are attached to that FTTH Partner (TIP etc.).
4. FTTH Partner (TIP etc.) will purchase stock in their FTTH Wallet from
SSAs like C-Top up stock (including payment through RTGS).
5. FTTH Partner (TIP etc.) will get the revenue share as per their
agreements on OTF (On The Fly) basis, for each bill paid through
wallet.

Transaction Flow
• FTTH Partner (TIP etc.)/CA(collection agent) would approach the customer
and collects the FTTH bill amount.
• The invoice details would be fetched by CA by using USSD short code
*666*123456# (123456 is default
• MPIN which can be changed after getting into USSD menu) / Mobile App /
Online.
• After fetching the billing details, payment is accepted by FTTH Partner (TIP
etc.)/CA and the FTTH Partner (TIP etc.) stock balance is reduced to that
extent.
• Customer can choose to pay an amount equal to Bill amount or higher.
Customer will have to provide mobile number on which the Receipt
containing the link of pdf file will be sent by SMS from BSNL payment
portal.

Transaction Flow
• Based on revenue share of FTTH Partner (TIP etc.) as per agreement,
OTF (On The Fly) revenue share net of 5% uniform TDS (except where
FTTH partner submits a Income Tax Authority letter for lower
TDS) will be calculated and credited to FTTH wallet of the FTTH
Partner (TIP etc.).
• Post transaction acknowledgement received by FTTH server from
Portal, the transaction is treated as completed at FTTH wallet. On
successful transaction, the customer will get the receipt as SMS to his
mobile number and a link also will be sent along with the receipt to
save the receipt as a PDF.

Stock Allocation and Bill Payment
1. Stock will be added to the Franchisee from ERP, Same process as
being followed for C-TOPUP.
2. Franchisee can move Stock down (Franchisee (MSO) /Sub
Franchisee /Retailer (Collection Agent)
3. The FTTH Numbers of a particular Franchisee are mapped under
him.
4. Bill Payment is restricted to the FTTH numbers mapped under him.
5. Present mapping is limited to Franchisee, Further limiting to each
CA will be considered in next version.

Commission Payment
1. User Interface for Configuration of Commission.
2. Specific rates to each Franchisee can be Configured.
3. Provision for two rates for each franchisee Base Rate and
incentive /incremental rate.
4. If Franchisee has more than one agreement same will be managed
as separate entity to avoid complexity.
5. Franchisee Revenue share (Commission) on OTF basis.
6. Only MTCE revenue share will be paid.

1. BSNL has paid 50% of due payment up to May/ June in franchisees’
wallet.
2. Part of rest 50% of due payment May/ June is also deposited to
franchisees’ bank account. Rest payment will be processed in
future.
3. Franchisee will get their payment received at BSNL or by other
channels will be deposited to their wallet after bill process from July
onwards.
4. Benefits: Timely payment from BSNL.
5. Franchisee who has not opted for wallet will be paid as per existing
process, but delay in payment may happen.

What is BSNL e-PAY
•BSNL E-pay is an advanced Telecom Bill Payment platform for BSNL

FTTH payments. Solution comes up with Mobile application for end
customers to check for the due balance (Bill Enquiry) and pay the
due bills online using nearly more than 100 banks.
•BSNL e-Pay is integrated with BSNL FTTH Wallet system.

• Franchisee can do self registration at www.bsnlepay.com
