Alternative Work Arrangement

(AWA) for DepEd

“ DepEd maintains status quo on work


arrangements fir officials, teaching and non-
teaching personnel in all offices, units and
schools” (par. 1) and sustains the framework
stipulated in DepEd memo No. 043, s. 2020
and OM-SEC-2020-001 (par. 2).
DepEd AWA Framework
1. Strict observance of pertinent public health measures,
particularly the minimum public health standards;
2. Continuity of delivery of DepEd essentials services and
priority programs, while observing the minimum public
health standards in work-related functions and
responsibilities;
3. Consistency of the actions of each official, teaching and
nonteaching personnel in the context of work and private
activities.
Alternative Work Arrangement (AWA) shall be
guided by the following parameters:
1. Eight hours a day from Monday to Friday of each week shall be
maintained for continued delivery of quality service. Thus, there must b
sufficient personnel in the office to render the said service (par. 4.b.i,
DM 043, s. 2020);
2. Equitable distribution of personnel shall be observed;
3. Personnel who are high – risk to infection, pregnant women, age 60
years and above, age 21 years and below, and with immunodeficiency,
comorbidities, or other health risk (CSC MC No. 10, s. 2020);
4. Personnel residing outside NCR, considering limited modes of public
transpiration and curfew (par. 4.2, DM 043, s. 2020).
Operational Guidelines
(OM-OSEC-2020-001)

1. Determine essential and priority programs and critical tasks;


2. Determine AWA that enable the delivery of identified essential
priority programs and critical tasks;
3. Adopt a monitoring and reporting mechanisms to validate
performance of assigned tasks;
4. Determine tasks that can absolutely be performed only in the office
or in the field and the officers / personnel to be deployed and their
schedule;
Heads of offices (RD, SDS, SH) shall give priority to the delivery of
and support to the following essential services:

1. Health and emergency frontline services;


2. Basic Education Learning Continuity Plan (BE-LCP);
3. Preparations for school operations upon official opening of classes;
4. Support Services such as but not limited to:
a. Administrative and Security Services;
b. Financial Services;
c. Human Resource Management Services;
d. Information, Communication, and Technology Services;
e. Planning Services;
f. Public Assistance Services;
g. Procurement Services.

”Notwithstanding the current emergency situation, DepEd


offices and schools shall still continue to perform their
mandates and functions through determining other strategies
and platforms in order to accomplish the work needed.”

Alternative Work Arrangement
(CSC MC No. 10, s. 2020)
Any or combination of the following:
1. Work from Home – output-oriented work arrangement produced outside of the
office.
2. Skeleton (skeletal) Workforce - minimum number of employees is required to
man the office to render service
3. Four – day (compressed) Workweek - workweek is compressed to four (4) days
each week.
4. Staggered Working Hours - work shifting or flexible working time. It refers to
the existing 24/7 shifting schedule and the flexible working time schedule.
5. Other Alternative Work Arrangements - combination of the above enumerated
work arrangements or other work arrangements appropriate/applicable to the
agency subject to the prevailing community quarantine.
Work From Home (WFH)
To facilitate this arrangement, Heads of Offices shall ensure the following:
1. Personnel are given tasks to be performed to the full extent possible in terms of man-days per workweek;
2. Personnel under WFH shall be available and accessible during working hours, and must be able to
respond to directives, requests, and queries through agreed modes of communication with their
immediate supervisor;
3. Personnel have access to or are provided with adequate and appropriate communication equipment or
facilities to facilitate coordination, consultation, and administrative processes; and
4. Work schedule shall be guided by the following:
a. The eight (8)-hour workday shall be observed;
b. Flexible working hours shall still apply starting from 7:00 a.m. to 9:30 a.m. until 4:00 p.m. to 6:30
p.m.;
c. The time and attendance or the actual time log (in and out) shall be monitored as reflected in the
Office and Individual Workweek Plan and Individual Accomplishment Report as approved by
the Head of Office; and
d. No record of accomplishment means no work has been performed for the day, thus, subjecting the
staff to absence.
Sample of WFH Tasks for Principal, & Non –
Teaching Personnel
1. policy contextualization / review/ amendment; 9. Updating of management information systems
(printed and electronic copies)
2. drafting of proposals/ project studies/
10. database maintenance;
3. development of training modules;
11. preparation of information materials;
4. data encoding/ processing;
12. sending/ receiving e-mail;
5. budget planning and forecasting;
13. computation of leave credits,
6. recording, examination and interpretation of
financial records and reports; 14. preparation of payroll etc; and
7. Revision of SIP, APP / PPMP 15. encoding, printing or submission of written outputs
for the review, evaluation or final presentation/
8. Requesting for MAF
assessment of the immediate supervisor, the head of
office or the management.

* Include the items in the “TO DO LIST” for principals given in April, if not yet finished
until NOW.
Sample of WFH Tasks for Teachers

1. research;
2. development of learning modules;
3. LIS, data encoding/ processing;
4. preparation of worksheets;
5. preparation of materials for classroom structuring;
6. participate in online training / seminar.
What shall be the role of the Head of Office
under the WFH?
Office head shall ensure that employees:
 are given tasks to be performed to the full extent possible in terms of man-days per work week;
 shall make themselves available during the work hours that they are at home;
 have access to or is provided with any communication equipment or facilities, such as
computer/laptop, internet or e-mail, facsimile, telephone or mobile phone;
 Subscribe to Pledge of Confidentiality of Information, Data encryptions, etc. to ensure
protection of data used and processed by the employees pursuant to Republic Act No. 10173 or
the Data Privacy Act of 2012.

Skeleton Workforce (SWF)
1. The no. of personnel physically reporting to the office shall be kept at a min.
in accordance with the min. public health standards;
2. Health and safety conditions and travel limitations shall be taken into
consideration in identifying the personnel who shall form part of the
skeleton workforce. Offices shall endeavor to provide transportation (e.g.
office shuttles, transportation allowance) and accommodation (e.g.
dormitories) support subject to existing guidelines; and
3. Issuance of a travel/office order approved by the Head of Office, in addition
to the DepEd ID for proper identification.
4. Personnel assigned as skeleton workforce in areas under ECQ or MECQ
shall observe a six (6)-hour workday on days physically reporting at the
office to allow sufficient time to travel and adhere to the ECQ and MECQ
curfew hours.

This arrangement ensure minimal person-to-person exposure and


observance of 14 – day quarantine due to probable exposure and
easier contact tracing.
Parameters of Two (2)-week Shifting or
Rotation of Work
1. A system of batching shall be established such that an individual
personnel shall be in contact and exposed only to a specific person or
group of persons;
2. Switching of batches shall only be allowed under exceptional
circumstances, such as but not limited to health and safety conditions;
3. After reporting to work as a skeleton workforce, personnel shall be
required to self-quarantine for a period of 14 days or two (2) workweeks,
while reporting on a WFH basis; and
4. Personnel shall be allowed to resume reporting to office or school as
skeleton workforce only when there is no manifestation of any COVID-
related or COVID-like symptoms.
Four-day (Compressed) Workweek
1. The 4-day workweek may be observed as follows:
(a) Monday to Thursday,
(b) Tuesday to Friday,
(c) Monday to Tuesday and Thursday to Friday, or
(d) a combination of the 4-day workdays, to ensure that there are employees reporting
the whole workweek.
2. In case a regular holiday falls within the scheduled workweek of the employee, the
required 40-hour workweek shall be considered as complied except employees of
agencies who are required to provide skeleton force in health emergency frontline
services, xxx required to operate on a 24/7 work schedule.
3. Heads of DepEd Offices shall limit the number of employees at any given time to 50% of
the total workforce.
Staggered Working Hours
 work arrangement applicable to offices that observe work
shifting or flexible working time. For this purpose, staggered
working hours refers to the existing 24/7 shifting schedule
and the flexible working time schedule.

 The Head of Office shall strategize the adoption of the


staggered working hours (e.g. 7:00 am to 1:00 pm, and 1:00
pm to 7:00 pm) to limit the number of employees at any
given time to 50% of the total workforce
Other Alternative Work Arrangements
 work arrangements consisting of a combination enumerated
arrangements or other work arrangements appropriate / applicable to
the agency subject to the prevailing community quarantine in the
area where the office is located and the nature of the work / job
performed by the employees.

At all times,

The Black Swan Theory
