Some KPK Indicators for Concern
 Exodus of 1/3rd of 25.2 million people in KPK made IDPs due to war
against terror and 2010 floods.
 42. 6% poverty incidence - highest in the country
 Only 37.3% Literacy rate
 Only 10% of youth under 25 years enroll in secondary education
 Only 4% (3.68 million) enroll in vocational training programs
 Our Youth feel marginalized and are at a high risk of gravitating toward
extremists’ agenda due to poverty, illiteracy, and most of all social
disenfranchisement.
 National Education Policy 2009 asserts;
‘Uneven distribution of resources and opportunities and apprehensions
of sliding down the scale of poverty promote social exclusion. Increased
social exclusion expresses itself in different forms like ethnic strife,
sectarianism and extremism, etc
Statistics provided by the Government of Pakistan and PaRRSA, 2009 - 2010.
The Project Aims to -
 Revamp and Refurbish existent GoKPK TEVT centres, as
part of the overall 2009 IDPs Rehabilitation and 2010 Flood
Recovery Plan (FRP) of GoKPK / PASSA
The project will be initiated on a pilot scale for 18 month
duration, focusing on:
 Two GoKPK selected TEVT centres (one male and one female)
preferably in District Nowshera ( worst flood affected district of
KPK) and

 Enhancing the capacity of the present Staff Training Institute


(STI) in Peshawar.

Whole sector Revamping will be undertaken after


reviewing the evaluation of the Pilot Project
Objectives:
 Establish a centre of excellence in the existent STI by
enhancing the quality of ToT programs and R&D activities.

 Balancing Modernization and Rehabilitation (BMR) of


existence TEVT centers to compete with the market
demand and facilitate promotion of local crafts and
utilization of raw materials

 Establish linkages between TEVT departments and


Industry for quality of production and increase
employability.

 Establish Jobs Corp Centres, for counselling, guidance and


facilitation of employment /entrepreneurships

 Studies Planned
 Assessment of existing TEVT programs in KPK to meet market/industry needs..
 Training Needs Assessment to determine the training potential in communities (men,
women and disabled)
 Identify employment opportunities for local workforce (local areas and outside)
 Identify potential of local crafts/raw materials to be promoted (Value Addition)
 Identify training requisites; infrastructure, machinery, equipment materials etc.
 Purpose
 Initially 8 programs will be reviewed and evaluated to work upon in the Pilot Project
stage.
 To know the quantity and quality of skills available in community
 To know the requirement of skills for various employment disciplines (construction,
enterprise, wage employment etc.)
 To know about other partners with similar programs (to complement and avoid
duplication)
 To plan appropriate skills development activities according to market/industry
requirements
 To design Local Economic Development Activities
 To refurbish and equip where necessary TEVT centers by providing accommodation,
modern machinery and teaching/learning aids
Research and Development
The NAVTEC Policy Report (2009-2013) suggests that research data has to be
maintained through tracer studies, sector surveys, job opportunities, skills gap,
emerging market trends, barriers in training, and labor market signals surveys.

A Detailed M & E plan will be developed upon project launch


MTC will conduct spot surveys and updated gap analysis after 8 months of
project launch and at the end of the project
TEVT Information Management System will be created to record and track
key database indicators; enrollment of students, trainer qualification
(transfers, promotion, retired etc), pass out student
employment/entrepreneurship history, local industry demand and linkages etc.
Findings will be shared with Provincial Project Advisory Committee and
NAVTEC for maintaining banks that provide access to STIs and TEVT centers
across province and country that share success stories and lessons learnt.
Institutional Strengthening & ToTs
Process
 STI in Peshawar to be developed as a Center of Excellence, for improved quality of ToT
programs in both content and instructional methodologies.
 STI instructors and Center supervisors to be trained in;
 Management of TEVT centers
 Financial management
 Engaging businesses and
 Local community, public-private partnership, etc.
 Curricular to be revised based on needs assessment (8 programs in the pilot stage.
 Existing Institute Management Committees (IMC) to be revived and strengthened
through programs directed at increasing involvement of all stakeholders in the local
TEVT institutions.
 Study tour of a group of 5 to visit Jobs Corps Center in U.S.
Future course of Action
 BMR of STI Peshawar into Center of Excellence for ToT.
 Foreign master trainers engaged for curricular review and capacity building of STI
instructors and trainers.
 Strengthening of IMCs (Public-private partnership)
 Revival and strengthening of IMCs

Process
 A need assessment and evaluation survey will be undertaken on existing STI and two TEVT
centers.
 Cost estimations and plans to be made to refurbish and re-equip the TEVT institutions with
machinery, materials and learning aids will be made to meet up-to-date market/industry
requirements
 Kestral Resources (Pvt) Pakistan to undertake all procurement and purchase for ‘Equipment
upgrade’
 Raise awareness for these budgetary needs in the Provincial Project Advisory Committee for
future policy.
Future course of Action

 Equip centers with workshops and labs,


 Provide other facilities like library teaching aids, consumable training material, resource packs
etc
 Undertake essential brick and mortar construction.
 Address other issues like enrolment, stipend and supply orientation etc
