INFRASTRUCTURE
Infrastructure is the foundation upon which the structure of the economy is built
TYPES OF INFRASTRUCTURE
Infrastructure can be put into several different types including:

Soft infrastructure: These types of infrastructure make up institutions that help maintain the
economy. These usually require human capital and help deliver certain services to the population.
Examples include the healthcare system, financial institutions, governmental systems, law
enforcement, and education systems.

Hard Infrastructure: These make up the physical systems that make it necessary to run a
modern, industrialized nation. Examples include roads, highways, bridges, as well as the
capital/assets needed to make them operational (transit buses, vehicles, oil rigs/refineries).

Critical Infrastructure: These are assets defined by a government as being essential to the
functioning of a society and economy, such as facilities for shelter and heating, telecommunication,
public health, agriculture, etc. In the United States, there are agencies responsible for these critical
infrastructures, such as Homeland Security (for the government and emergency services), the
Department of Energy, and the Department of Transportation.

Pada tahun 2014 Pemerintah telah membentuk Komite Percepatan Penyediaan Infrastruktur
Prioritas (KPPIP) untuk memimpin koordinasi percepatan infrastruktur prioritas dan mendorong
peningkatan kualitas penyiapan proyek melalui Panduan OBC. Langkah perbaikan ditunjang dengan
berkembangnya kapasitas Kementerian PPN / Bappenas dalam memberikan fasilitas penyiapan
proyek, serta dilanjutkan oleh PPP Unit di Kementerian Keuangan dengan memberikan Project
Development Fund (PDF) dan Transaction Advisory untuk proyek KPBU, sehingga diharapkan agar
investor tertarik untuk mendanai proyek.
Di luar hal di atas, untuk menangani kendala pengadaan tanah, telah diterbitkan Undang-Undang No.
2 tahun 2012 untuk percepatan proses pengadaan tanah untuk kepentingan umum. Peraturan
tersebut dilengkapi dengan peraturan turunan yang telah direvisi sesuai kebutuhan.
Mengingat dukungan Pemerintah sangat penting untuk menarik investasi Badan Usaha, Pemerintah
telah menerbitkan peraturan terkait pemberian VGF dan pembayaran ketersediaan layanan
/availability payment. Untuk melengkapi dukungan Pemerintah tersebut, pemberian penjaminan
Pemerintah telah diperluas sehingga dapat diberikan kepada BUMN yang mendapatkan penugasan
pembangunan infrastruktur.
Penyediaan infrastruktur di Indonesia berjalan lambat karena adanya kendala di berbagai tahapan
proyek, mulai dari penyiapan sampai implementasi. Secara keseluruhan, lemahnya koordinasi antar
pemangku kepentingan seringkali mengakibatkan mundurnya pengambilan keputusan. Pada tahap
penyiapan, terdapat masalah akibat lemahnya kualitas penyiapan proyek dan keterbatasan alokasi
pendanaan. Selanjutnya, proyek sering terkendala masalah pengadaan lahan yang berakibat pada
tertundanya pencapaian financial close untuk proyek KPBU. Selain itu, dari sisi pendanaan sering
muncul masalah terkait tidak tersedianya dukungan fiskal dari Pemerintah akibat ketidaksesuaian atau
ketidaksepakatan atas pembagian risiko antara Pemerintah dan Badan Usaha. Selain dukungan fiskal,
keterbatasan jaminan Pemerintah yang dapat diberikan pada proyek infrastruktur juga menurunkan
minat investasi di Indonesia.
Komite Percepatan Penyediaan Infrastruktur Prioritas (KPPIP) dibentuk dengan tujuan utama sebagai
unit koordinasi dalam pengambilan keputusan untuk mendorong penyelesaian masalah yang muncul
akibat kurang efektifnya koordinasi beragam pemangku kepentingan tersebut. KPPIP merupakan point
of contact dalam implementasi koordinasi untuk debottlenecking Proyek Strategis Nasional dan Proyek
Prioritas.

Kriteria Kuantitatif
-Memiliki fokus supraregional & diimplementasikan dlm setidaknya 2 negara
-Setidaknya dua mitra swasta memainkan peran kunci dlm pelaksanaan proyek.
-Nilai proyek minimal 750.000 Euros.
