EMPLOYER RESPONSIBILITY:
Permits, Licenses and Approvals:
(i) Preliminary Industrial License from Ministry of Energy, Industry and
Mineral Resources (“MEIM");
(ii) Customs Duty Exemption from MEIM;
(iii) Municipality License from the Jeddah Municipality for the Site and
Plant (if required);
(iv) Preliminary Environmental Permit from the General Authority of
Meteorology and Environmental Protection;
(v) General Authority of Civil Aviation permit for the Project;

(i) Construction And Erection "All Risks" Insurance
(ii) Third Party Liability Insurance
(iii) Marine Transit Insurance
Accommodation, Transportation and Catering for SWPC & Employer personnel and their
consultant.
Mobilization and expenses of O&M staff for Testing and Commissioning.
Furniture in Admin Building and other buildings.

EXCLUSIONS FROM EPC CONTRACT:
ESIA study and SEC fees
Paging (Public Address) System & Radio System
Workshop Equipment, furniture, forklift and mobile equipment
Preparation of fire risk assignment and FEED for fire protection system
HCIS Studies implementation, related works and Assigning of HCIS approved consultant & contractor.
EPC Contractor scope is limited inside the treatment plant boundary only, except the inlet waste water pipe
connection, treated water and Electrical cabling between substation and the plant and telecom line. EPC
Contractor shall not be responsible for the following:
• Site Access Road Outside the Site Boundary
• Construction of any Infrastructure outside the Boundary
