◈ “The amendment of RA 11032 truly gave the
employees much pressure and attention to perform faster and act on public request and transaction immediately.” Ms. Blesilda Arceo 24 ◈ “The new methods of ARTA have a downside on the immediate release of public transactions. The checking process has become stricter and the approval process increased from one level to multiple levels of approval—this multiple level of approvals put the employees, especially those in charge of processing, in a time pressure that must comply with the mandatory days imposed by the law for the completion of public transactions.” Mr. Carlo Estanislao 25 ◈ “The law made huge improvements for the transacting public since transactions must be expedited and released for a shorter period of time. However, in reality, the law provided multiple checking that causes the delay in releasing the documents.” Conclusions and Recommendation Conclusion 27 ◈ RA 11032 promises to provide faster and more convenient mode of government transaction without sacrificing its objective to prevent graft and corrupt acts. ◈ The Act also provides for a stiffer penalty against erring public officials and employees. Recommendation 29 ◈ The Act is still young as compared to the other existing laws as it was only promulgated in 2018, but the effects are already showing. ◈ A recommendation for the effectivity of the Act is still premature as of the present since we ae still in the trial stage
