CONCEPT OF OSH
MANAGEMENT SYSTEM
A set of interrelated or interacting elements to establish and implement OSH
policy and objectives, and to achieve those objectives. OSHMS is part of the
organisation's overall management system used to manage OSH risks.

NOTE: A management system includes organisational structure, planning


activities (including for example, risk assessment and the setting of
objectives), responsibilities, practices, procedures, processes and
resources.

SECTION 30 OSH 1994 Establishment Of Safety And Health Committee At Place Of Work.

(1) Every Employer Shall Establish A Safety And Health Committee (SHC) At The Place Of Work
In Accordance With This Section If:
(a) 40 Or More Persons Employed At The Place Of Work Or
(b) The Director General Directs The Establishment Of Such A Committee At The Place
Of Work
(2) The composition of a safety and health committee established under subsection (1), the
election or appointment of persons to the committee, the powers of the members of the
committee and any other matter relating to the establishment or procedure of the committee
shall be as prescribed.

SECTION 30 OSH 1994

(3) Every employer shall consult the safety and health committee with a view to the making and
maintenance of arrangements which will enable him and his employees to co-operate effectively
in promoting and developing measures to ensure the safety and health at the place of work of the
employees, and in checking the effectiveness of such measures.

(4) A person who contravenes the provisions of this section shall be guilty of an offence and shall, on
conviction, be liable to a fine not exceeding five thousand ringgit or to imprisonment for a term not
exceeding six months or to both.

2.3 THE ROLES OF MANAGEMENT

WORKPLACE AND ENSURE COMPLIANCE WITH LEGAL
REQUIREMENTS
Section 16, OSHA 1994

16. Duty to formulate safety and health policy. Except in such cases as may be prescribed, it be
the duty of every employer and every self-employed person to prepare and as often as may be
appropriate revise a written statement of his general policy with respect to the safety and health at
work of his employees and the organisation and arrangements for the time being in force for
carrying out that policy, and to bring the statement and any revision of it to the notice of all of his
employees.

STANDARD AND SAFETY
GUIDELINE DEVELOPMENT
POLICY This is a statement of the principles governing
decision making. They can only be changed by the
management and are mandatory
PROCEDURE Describes the functional steps used to implement
policies .Examples are those used by safety & health to
promote adherence to management policy and are
mandatory
GUIDELINES Describe specific aspects of working to the
requirements of procedures where extended
explanation is required and provided by safety and
health. They contain recommended methods and
statements with the objectives of achieving certain
standards or outcomes
Four Main Categories in developing the procedure

1. Setting the main objective of each item (policy, standards


and safety guidelines)
2. Ensuring the policy, standars and safety guidelines in
workplace must be suitable fo al levels of employees.
3. Keeping each format to reach all levels of employees.
4. Preparing readable, clear and easy to understand
procedure, standards or safety guidelines.

ROLES AND WORKPLACE PROCEDURES

• PLANNING FOR SAFETY AND HEALTH IS AN IMPORTANT FOR EVERY BUSINESS DECISION. SAFETY AND
HEALTH PLANNING ARE EFFECTIVE WHEN A WORKPLACE HAS:

• RULE WRITTEN TO APPLY TO EVERYONE AND ADDRESSING APPROPRIATE CLOTHING, EXPECTED


BEHAVIOR AND EMERGENCY PROCEDURES.

• RULES AND PROCEDURES SHOULD BE WRITTEN FOR NEW EXPOSURES WHEN THEY ARE INTRODUCE INTO
THE WORKPLACE
• SAFE AND HEALTHFUL WORK PRACTICES DEVELOPED FOR EACH SPECIFIC
JOB.
• REWARD OR POSITIVE REINFORCEMENT PROCEDURES SUCH AS BONUS,
INCENTIVE OR EMPLOYEE RECOGNITION PROGRAMS SHOULD PROVIDE
POSITIVE MOTIVATION FOR COMPLIANCE WITH SAFETY RULES AND
PROCEDURES.
• A WRITTEN PLAN FOR EMERGENCY SITUATIONS.LIST OF EMERGENCIES THAT COULD
RISE AND A SET OF PROCEDURES TO EACH SITUATION

• DESIGNATED EMERGENCY RESPONSE TEAMS TO BE SPECIFICALLY TRAINED AND


EQUIPPED TO HANDLE POSSIBLE IMMINENT HAZARDS.
