ARTICLE II. DECLARATION OF PRINCIPLES AND

STATEMENT OF POLICIES
Section 4. The prime duty of Government is to serve and
protect the people. …

Section 5. The maintenance of peace and order, the

protection of life, liberty, and property, and the promotion
of the general welfare are essential for the enjoyment of all
people of the blessings of democracy.

# 2273. The inalienable right to life of every innocent

human individual is a constitutive element of a civil
society and its legislation.

#2270. Human life must be respected and protected

absolutely from the moment of conception. From the first
moment of his existence, a human being must be
recognized as having the rights of a person – among
which is the inviolable right of every innocent being to
life.

#2274. Since it must be treated from conception as a

person, the embryo must be defended in its integrity,
cared for, and healed, as far as possible, like any other
human being.

UNITY OF BODY AND SOUL. SPIRITUAL EVENTS
AT FERTILIZATION?

The Church teaches that every

spiritual soul is created immediately
by God – it is not “produced” by the
parents – and also that it is immortal:
it does not perish when it separates
from the body at death, and it will be
reunited with the body at the final
Resurrection. (#366 CCC)
The unity of soul and body is so
profound that one has to
consider the soul to be the
“form” of the body: i.e., it is

because of its spiritual soul that

the body made of matter

union of body and soul forms a

FERTILIZATION

START OF HUMAN LIFE versus

IMPLANTATION

“… [Within the American College of Obstetrics and

Gynecology] … with no scientific evidence to validate the
change, the definition of conception as the successful
spermatic penetration of an ovum was redefined as the
implantation of a fertilized ovum. It appears to me that
the only reason for this was the dilemma produced by the
possibility that the intrauterine device might function as
an abortifacient.”

IMPLANTATION
“Any method of fertility regulation
that acts before implantation is not an
abortifacient, since no pregnancy exists.”

Major medical organizations, such as the World

biological point.

SURGICAL ABORTION
First trimester abortions
are performed by a Board Certified Physician
between 5 weeks and 11.6 weeks
after the beginning of your last regular period.

The surgical method used is vacuum aspiration,

which is a safe gentle suctioning of the uterus.

You can choose local anesthesia,

under which you will be awake
but receive medication to numb the cervical area,
or you can choose twilight or general anesthesia
which is an intravenous sedation.

After the abortion,

you will spend up to one hour in the recovery room,
where the medical staff will monitor your condition
until you leave the facility.

You will be scheduled to return for your follow-up checkup

in two to three weeks.

WORLDWIDE ABORTION STATISTICS

Official abortion statistics are often low due to

incomplete reporting.

Organizations that provide estimates of abortion

statistics may be motivated to inflate the numbers. An
important source for estimates of both legal and illegal
abortions worldwide is the Alan Guttmacher Institute.

Few pro-life organizations conduct their own statistical

research. These may be inclined to accept higher
figures as worst-case scenarios.

A T
E Alan Guttmacher Institute: What is it?
C AV

An organization engaged in intense political lobbying for

the completely unrestrained practice of abortion.

High abortion rates are in their political (and financial)

interests to justify legalization of abortion.

AGI estimates of high rates of illegal abortions in the

developing world bear scrutiny. Many such estimates are
based on limited surveys usually done in urban areas,
ignoring rural areas.

Other studies use compound assumptions to develop a

figure for illegal abortions from data on hospitalizations
for miscarriages.

MORAL QUANDARY

The Nazi defense attorney, in cross examination,

posed this question to Dr. A.C. Ivy, M.D., the expert
medical advisor at the 1947 Nuremberg Medical Trials :

"If you were ordered by a high political or military

leader to perform an experiment which you knew in
advance would cause the death of three persons
and the results of which would save the life of
twenty thousand, would you perform the
experiment?"

MORAL QUANDARY

Dr. Ivy's reply was startlingly devoid of moral

relativism: "There is no political and military leader
under the sun who could order or otherwise compel
me to perform an experiment contrary to my moral
convictions."

The Nazi attorney asked, "So, then, you would be

shot?" And Dr. Ivy said, "Yes."

MORAL QUANDARY

Now, half a century later, the moral quandary is:

"If we were asked by a woman to commit a legally

sanctioned abortion which we knew in advance would
cause the death of a developing human being, but would
improve the convenience, financial state, and overall
well-being of the woman and society based on her choice,
would we commit the abortion?" …

And in America, circa 2004, our reply would be in the

absence of the threatening milieu implied by the question,
"So, then, you would be shot?"

GRAVE CONSEQUENCES OF

POPE PAUL VI.
HUMANAE VITAE. On the Regulation of Birth. 1968.

A Commission for the Study of Problems of Population,

Family, and Birth composed of married couples and
experts in several pertinent disciplines was formed by
Pope John XXIII in March 1963 and enlarged by Pope
Paul VI.

The Commission could not agree among themselves on

the moral norms to be proposed, and certain criteria of
solutions departed from the moral teaching on marriage.

Pope Paul VI issued an encyclical that replied to the

grave questions posed by these problems.
PROPHETIC WISDOM OF THE CHURCH

THE NATURAL ALTERNATIVE TO ARTIFICIAL CONTRACEPTIVES

The Billings Ovulation Method

is the most modern natural way
to achieve or avoid becoming pregnant.

Dr. John (died 4/1/2007)

RESPONSIBLE PARENTHOOD

The BILLINGS OVULATION METHOD is a

bidirectional approach that can be used for
both fertility control and promotion.

It is simple to learn
cost free
non-invasive
has no side effects

It is the most effective way of fertility

regulation in all conditions,

as breastfeeding
irregular cycle
pre-menopause
coming off contraceptive medication
during emotional and physical stress.
RESPONSIBLE PARENTHOOD

The Billings Ovulation Method

teaches women :

to recognise their own

individual pattern of fertility
and infertility

to understand that they are

infertile more often than fertile
throughout their reproductive
years.

BOM: THE CHINA EXPERIENCE

The Billings Ovulation Method (BOM) was

officially introduced into China by the Chinese
Ministry of Health in 1995, and since then:

fourteen BOM Centres have been established in

China at the most strategic areas for fertility
regulation and

36,845 BOM teachers have been trained.

RESPONSIBLE PARENTHOOD

BOM: THE CHINA EXPERIENCE

Success Rate from 1995 to 2006:

In 2,686,400 fertile couples avoiding pregnancy = 99%

In 45,280 infertile couples trying to get pregnant = 32.1%

The method is highly efficient only when a series of

precautions and regulations are strictly followed.
Inappropriate use would result in higher failure rates, as
in preliminary trials in China (1989) and some other
places.
RESPONSIBLE PARENTHOOD

“The teachers of the Billings Ovulation Method are

enriched by their activities because they see how much
the BOM exercises a therapy upon conjugal love.

The marriage of the couple has made a covenant in

which they give themselves completely to one another
and within this gift is their precious fertility.

The natural method preserves this unique gift and every

act of intercourse remains open to the transmission of
life.

The need to wait without intercourse at times is a part

of every marriage, because of the birth of a new child,
sickness of the husband or the wife, demands of
employment and so on. ”

John Billings
RESPONSIBLE PARENTHOOD

“When the couple accepts this gentle discipline they make

a magnificent demonstration of their love, the husband for
the wife, the wife for the husband, and both together for
the children already born and to be born in the future.

Each observes the goodness of their decision so that it has

the effect of ennobling them both as they perceive what
they have done for each other.

They are happy to be cooperating with what the Creator

has designed in Nature, are at peace with their
conscience, and the family is growing in an atmosphere of
love, happiness, security and peace which is so
appropriate to the rearing of children, each of whom has
experienced the beatitude of having from birth a father and
mother who love them and love each other.”

A LARGE POPULATION IS A COUNTRY’S ULTIMATE
VALUABLE RESOURCE.

In the early 90s, Hong Kong and Tokyo were the

most populous cities in the world, yet they were
also the wealthiest.

Taiwan, with a population density 5 times as great

as mainland China’s, produces 5 times as much
per capita.

South Korea, with a population density 3.6 times as

great as China’s, has a per capita output almost 16
times as great.
“If population means more mouths to feed,
then it also means more hands to work.

If it means more demands on economy,

then it also means growing market.

If it means straining the ability of the earth

to produce natural resources,
then it also opens up opportunities for
resource-saving and productivity-increasing innovations.”

Nick Eberstadt (demographer),

Center for Population Studies, Harvard
POPULATION GROWTH VIS-À-VIS ECONOMIC GROWTH

Malaysia abandoned population control in 1984, ushering

in remarkable economic growth and free market
reforms.

Ecuador, Uruguay, Bulgaria and other countries

complained at the International Conference on
Population and Development in Cairo that they had
reduced their population growth, yet they still had
deteriorating economies.

Singapore has reversed its one-child-per-family policy and

is now encouraging couples to have more children by
giving generous incentives.
Currently, it has 2 million foreign workers as opposed to
its own population of 4.3 million.
DOES A LARGE POPULATION CAUSE
FOOD SCARCITY?

People are hungry not because the population is

growing so fast that food is becoming scarce,
but because people cannot afford it.

During the last 40 years (1962-1991),

food supplies have more than doubled.

At present, farmers use less than half of the world’s

arable land.
“Those who are materially poor can be very wonderful
people. …

But a person who is shut out, who feels unwanted,

unloved, terrified, the person who has been thrown out
of society - that spiritual poverty is much harder to
overcome.

And abortion, which often follows from contraception,

brings a people to be spiritually poor, and that is the
worst poverty and the most difficult to overcome. …
