 Concerned with the suitability of DBMS for
the task
 Issues to consider here are,
 Type of DBMS
 The srorage structures &access path
 User &the programmer interfaces
 Type of high level query languages
 Availability of development tools etc.

factor
 Include the financial status& support
organization
