Objectives of DSM
To influence the level or timing of customer’s
energy demand in order to optimize the efficient use
of electrical energy and generation plants

To postpone or avoid the construction of additional

power generation plant

The society will benefit from energy conservation by

saving money in terms of enormous capital costs
from utility and environmental improvement

Nature of the EELS

The Voluntary Energy Efficiency Labelling
Scheme (EELS) is an energy conservation initiative
adopted by the Government.
Under the scheme, various household appliances
and office equipment will carry an energy
efficiency label that informs customers of the
product's energy consumption and efficiency.
Buyers can thus take these factors into account
when making their selection.

Objective of the Schemes

EELS is an international initiative which has been in existence for
many years among developed countries in many shapes and
forms. The scheme aims to:

achieve greater public awareness of energy conservation and

environmental improvement needs;
provide readily available, pre-purchase information on energy
consumption and efficiency to allow customers to choose
more energy efficient products;
stimulate the phasing out of less energy efficient models; and
save energy and improve the environment.

“Recognition Type” Energy Label

The “Recognition Type” energy label is used to recognise the

labelled products that have met the minimum energy
efficiency and performance requirements stipulated in the
scheme.

“Grading Type” Energy Label

The “Grading Type” energy

label is divided into 5
grades.
Grade 1 is the most energy
efficient, which means the
model is the most energy
saving one.

Time-of-Use (TOU) Tariff

CLP Power now offers an advantageous night-
time rate to Bulk Tariff customers who shift day-
time electricity consumption to off-peak period at
night.

CLP Power initially offered the TOU Tariff to its

300 largest Bulk Tariff customers in a pilot
scheme launched in July 1995. Response was so
positive that in 1996 the rate was progressively
extended to all Bulk Tariff customers. By May
1997, every CLP Power's Bulk Tariff customers
had migrated to the TOU Tariff.

Ice-Storage Air-Conditioning Tariff

In the high heat of summer, electricity usage normally
peaks at around mid-day due to the heavy demand for air-
conditioning. An ice-storage air-conditioning system
produces ice during off-peak night-time hours and melts
the ice during the day to create cool air and thereby shifting
the day-time electricity consumption to night-time.

CLP Power already runs two such systems at Shamshuipo

and Shatin, and has used the experience to introduce the
preferential Ice-storage Air-conditioning Tariff aimed at
encouraging businesses to install similar systems.

With ice-storage air-conditioning systems, companies can

enjoy over 30% electricity cost saving at night time by
taking advantage of the Ice-storage Air-conditioning Tariff.
