Export promotion is an international effort by the Govt.& related organization so as to promote trade by means of improvement in export quantity, export procedure, assistance & so on. Basically its a deliberate objective attempt to enhance export through its focus change with market competitiveness.

More GDP growth. Increase foreign reserves Decrease unemployment Increase per capita income More trade More income to growth High rate of capital formation More brand value to country Higher incentives to exporters More self dependency Tech advancement Better product Better usage of natural resources

IMPORT FACILITIES FOR EXPORTERS: a) Advance license: An advance lisence is issued to allow duty free importsof inputs which are physically incorporated in the export product. In additionfuel, oil, energy,catalysts, etc., which are consumed in the course of their use to obtain the export product, may also be allowed

b) Duty free replenishment certificate: It is issued to a merchant exporter or manufacturer exporter for the imports of inputs used in manufacture of goods without payment of basic custom duty. It is issued on minimum value of addition of 25% except for items in gems and jewellery .

c)Export promotion capital goods scheme: It was introduced by the EXIM policy of 1992-97 in order to enable manufacturer exporter to import machinery and other capital goods for export production at concessional or no custom duties at all. This facility is subject to export obligation, i.e., the expoter is requiredto guarantee exports of certain minimum value, which is in multiple of the value of capital goods imported.

Office of the Development Commissioner for Handlooms was set up as an attached non-participating office on 20th November, 1975 under the Ministry of Commerce . At present it is functioning under the Ministry of Textiles. The Office of the Development Commissioner for Handlooms is headed by an Officer of Joint Secretary level having its Headquarters at Udyog Bhawan, New Delhi. 25 Weavers Service Centres in 20 States are functioning under the administrative control of Office of the Development Commissioner for Handlooms as Field Units to look after the needs of the handloom weavers like their skill up gradation, design development etc.

Five Indian Institutes of Handloom Technology situated in five States are functioning to conduct Diploma in Handloom Technology and Post Diploma in Textile Chemistry to cater to the needs of Textile Sector. Further, Office of Development Commissioner for Handlooms has one Chief Enforcement Office under it, with its regional offices at Chennai and Ahmedabad to protect handloom sector from the clutches of the powerloom sector through the implementation of Handlooms ( Reservation of articles for production) Act, 1985. The Office of the National Handloom Development Corporation, Lucknow is functioning under the Chairmanship of DC(HL) basically to provide input support through procurement and distribution of yarn, Dyes, Chemicals and marketing of handloom fabrics.
