Background
WEEE/RoHS initiatives launched in Europe

1st July 2006 ‘go live date’

Applicable to all electrical/electronic

products.

Certain ‘end industries’ exempt.

Concept of EPR and polluting elements

Indian Legislation under debate

E- Waste Generation Sources
The average life span of a personal computer has
gone down from 4 – 5 years to 2 years!

IT industry with 1,00,000 professionals. Every

year about 30% of its computers are rendered
obsolete.

BPO, ITES with 60,000 professionals also

contribute significantly as also the banking
sector.

Households contribute significantly to

batteries, fluorescent lamps etc.

Components of E- waste
Circuit boards contain heavy metals like lead
and cadmium
Computer batteries contain cadmium
Cathod ray tubes with lead oxide
Brominated flame retardants used on printed
circuit boards, cables and plastic casing
Copper cables and plastic computer casings
contain PVC
Refrigerators contain CFCs

WHAT HAPPENS TO THE WASTE
GENERATED?

Through an extensive network this

waste winds its way through a series of
agents. Components are retrieved and
reused.

Other parts recycled.

“What remains is finally disposed

indiscriminately in drains, open sites or
the community bins”

Scrap dealers use unhealthy practices to extract
valuable material, and dispose the rest.

without any safety precaution

E- waste disposal hazards
When discarded irresponsibly – the toxins pose a
health hazard.
When burnt openly or in incinerators – the toxins
pollute the air. Toxins cause damage to lungs,
kidneys, central and peripheral nervous systems,
blood circulation, birth defects and increase the risk
to cancer.

Contaminates ground water through landfill

leachate.

Leads to chronic toxic effects in plants and animals.

Children lose mental ability even at lower levels of

exposure.

E-waste management
European and other Western countries have a
two pronged approached to e-waste disposal
- Reduce volume by crushing it
- Incinerate

India fares much better in terms of recycling

and reuse of electrical and electronic items!

Safety and environment management are a priority at E-Parisara. It

also has a strong R&D cell on the lookout for innovative methods for
disposing E-waste. It is the only facility in India – hence E-parisara

Processing plastic waste
• Monitor plastic cabinet is fixed with pre-used CPU fans, used SMPS
to power the
fans and a charcoal bed which functions as a fume extractor.

• Plastics are shredded in a shredding machine and moulded into

panels which can
be used for partitions or false roofing.

• Monitor plastic cabinets are used as flower pots.

India -Challenge factors
Geographical spread

Communication and outreach

Huge variety of WEEE goods

Longer ‘use life’ for goods/appliances

Society need to ‘reuse’ – early scrap is a luxury

Precedence of ‘scrap value’ for EOL goods

Data availability – who? how much? when? where?

Investment scoping – who? how much?

Institutional framework
…need for an India solution!

WeP E- waste management
initiatives
WeP Green business - deals in buying back used printer
toners and printheads and remanufactures them.
Top management decision on not selling any E-waste to
the scrap dealers.
Setting up processes to store segregated E-waste and hand
over to KSPCB authorised recycler: E-Parisara.
E-waste management would be an integrated module in ISO
14001 training and awareness throughout the country.
