Anna Hazare is an ex-army man who fought the Indo

Pak war which was held in 1965. The thing that makes him so special is not just that he as built a village called Ralegaon Siddhi in the Ahmednagar district of Maharashtra Social activist and anti-corruption crusader Anna Hazare began his fast unto death from on April 5th. Demanding the Government to enact a comprehensive JAN LOKPAL (Peoples Ombudsman) Bill to curb corruption.

ANNAS MOVEMENT..
It is a historic movement in the post-independence

history of India. It underlines the basic tenet of democracy. Parliament is not sovereign, nor is government. People are sovereign. Curruption Misusing of power for personal use

LOKPAL THE LUSTRE CONCEPT

Lokpal : It comes on All India basis but Prime Minister

is nor included in the lokpal bill or rule ( As Government Planned to launch) Jan Lokpal : Prime Minister also included in Jam Lokpal bill, it is propagated by Anna Hazare. Lokayukta : It is on State basis, a separate set of judiciary system or a group of lawyers are there to look forward against curruption and to take actions.

JAN LOKPAL {PEOPLES OMBUDSMAN}

All provisions in Annas jan lokpal bill are within the

legislative competence of parliament, including the provisions relating to lokayuktas in the states. Parliament can not be denied the legislative competence to enact the provisions of the Jan Lokpal bill, even a student of law would tell you that the pith and substance of this does not fall under any entry in the state list.

ANNAS AGITATION
For passing his bill Anna Hazare proclaimed a death

and started the fasting on the Ramlia ground at NewDelhi. Visual media drove support strongly. People from all parts of the country gave moral support to his hunger strike.

LOKPAL TO JAN LOKPAL BILL

Lokpal bill were introduced in the parliament already

in 1968,1971,1977,1985,1989,1996,1998,2001, 2005, and 2008. Yet they were never passed. Hazares demand was to pass the lokpal Bill, giving it more teeth to effectively counter corruption in public life.

LOKPAL TO JAN LOKPAL BILL

After 90 hours of fasting Government succumbed to

the campaign against corruption. The Central Government issued a gazette notification constituting a ten member joint committee of ministers and civil society activists including Hazare to draft an effective Lokpal Bill.

THE PITH AND SUBSTANCE OF THE JAN LOKPAL BILL

Public official means any person holding a legislative,

executive, administrative or judicial office, whether appointed or elected. Public officials are public servants, in the Prevention of Corruption Act 1988, enacted by Indias parliament, which covers all ministers including; Prime Minister and all judges of high court and supreme court. Elected Members of the Parliament and state legislatures.

OBJECT OF JAN LOKPAL BILL

The main object of the Jan Lokpal Bill is to set up an

independent authority as required by the U.N. Convention to investigate offences of corruption by all public servants covered by the prevention of Corruption Act, 1988.

RESULT OF AGITATION
The country witnessed is not just peoples outrange

against curruption. It is reasonable to assume that neither the Lokpal Bill nor the Jan lokpal Bill solve systematic issues that breed corruption Anti-corruption move must go down to a cultural change on public morality.

THE AGITATION AND THE ECONOMY

On 25th while Government was busy negotiating with Anna, RBI issued a blunt warning; Economic growth could soon fall below 8%. India had an economic growth rate of 9% before 2008 crisis, which struck at 8.5% previous year and can even come down. less the economic growth rate less people climbing our of poverty, which will easily help in spurring up greater social unrest.

amass wealth. The culprit is the corrupt political system and they are just the victims of political corruption. Survey by KPMG revels that 68% people attributed corruption to private sector businessmen.

same coin of corruption Mr. Rahul Bajaj (the Young Turk) among industrialist is against anti-corruption agitation and he says that; Anna should have waited for the parliament decision before initiating his movement. The Federation of Indian Chambers of Commerce and Industry (FICCI) voiced that the parliament holds the prime right and amend laws.

PREVENTION OF CORRUPTION
The maxim Prevention is better than cure applies to

corruption as to any disease. This system, which offers minimal scope for corruption is superior to one which relies heavily on detection and punishment of corruption. The way forward is clear enough. We need action both

on detection and on prevention of corruption. It creates a super agency which will be the prosecutor the judge and the hangman all rolled into one. Millions of Indians want an end to corruption. But the rigidity of civil society activists and arrogance of the political class turned Anna Hazares Lokpal Movement into a showdown.
