The strong republic platform of the national leadership may be measured in how secure and productive its citizenry is. The sense of security of the people is achieved only when they are confident that they live in a peaceful and orderly environment. In the hands of the 120,000 members of the police force rests the peace and order condition of the Country. A strong and disciplined police force leads to a strong and disciplined republic.

On this note, the proposal for NAPOLCOM to reassume the giving of promotional examinations and thereby grant police executive service eligibility (PESE) is deemed justified due to the following: 1. the nature of police operation is unique and hence is very different from the Orientation of civilian employees in the Philippine bureaucracy; the effectiveness of the holders (and prospective qualifiers) of 3rd level positions in the PNP rests with how they deal with field operations, battle areas, criminals and insurgents, something which is different from the challenges to the regular bureaucracy.

On this note, the proposal for NAPOLCOM to reassume the giving of promotional examinations and thereby grant police executive service eligibility (PESE) is deemed justified due to the following: 2. Historical precedence (CSC Memorandum Circular No. 21 s. 1994 dated May 31, 1994) which specifically excludes the members of the PNP from the coverage of the Career Executive Service;

On this note, the proposal for NAPOLCOM to reassume the giving of promotional examinations and thereby grant police executive service eligibility (PESE) is deemed justified due to the following: 3. the passing performance of PNP examinees since police personnel started taking the 3rd level examination in 1996 is generally higher than the national passing average. This speaks of the quality and competence of the members of the PNP.

THE POLICE EXECUTIVE SERVICE ELIGIBILITY (PESE) THE 3-STAGE HURDLE The PESE shall be comprised of three stages: 1.Passing the one-day written Executive Knowledge and Aptitude test (EKAT) 2.Validation interview by the Validation Interview Panel of the EKAT passing examinees. 3.Completion of a 5-day integrative program of the Validation Interview.
The three-stage hurdle will be like passing a funnel where only those who meet the set standards are able to pass through the narrow filter at the end.

THE POLICE EXECUTIVE SERVICE ELIGIBILITY (PESE) Among some of the guidelines which the Test Development Team shall follow to ensure the relevance, security an integrity of the EKAT are: 1.As much as possible and when appropriate, the examination questions will be situated in the context of the police administration. 2.The Test Development Team shall decide the allocation of percentage points and the number of test items for each of the above subjects.

The set which will be given shall be selected by the steering Committee Chair only two days before the examination day. 7.The second run of the EKAT shall be administered by the National Police Commission in coordination with consultants from ACRE. 14

The question covers significant laws that are to be enforced , programs of the PNP that are to be implemented, and problemsolving issues that call for the responsible response of police executives in the Philippines.

Phase 1: DIMENSIONS OF THE WRITTEN EXAM Communication Skills (CS) Objective type questions are to be analyzed by the examinees to measure: communication competency (written), reading comprehension, and paragraph organization. The themes of the questions are on: peace and human rights, sustainable development and environment protection, basic information on the Philippine Constitution, and current events.
Note: The examinees analysis of each case will be validated through face-to-face interviews (also to measure oral communication competency).

Phase 1: DIMENSIONS OF THE WRITTEN EXAM Executive Emotional Quotient (EEQ) This is a 21-scaled measurement tool (Optimal, Proficient, Vulnerable, Cautionary) with for corner stones such as: emotional literacy, emotional fitness, emotional depth, and emotional maturity. The corner stones when extrapolated will give indicators of a persons competency to harness and maximize the realization of personal capabilities to the fullest, especially under pressure, motivate and lead people to achieve common goals by building trusting relationships, and realize a 18 preferred future.

The Validation Interview (VI) Within two months of passing the EKAT, the successful examinees shall go through a 2nd phase of the eligibility procedure which is the validation interview of the examinees by a Validation Interview Panel (VIP) which shall be created for the purpose. The Interview will cover skills, knowledge, attitudes, and other attributes which the EKAT was not able to capture.

THE 5-DAY INTEGRATIVE TRAINING PROGRAM (ITP) Successful candidates who passed Stage 1 (EKAT) and Stage 2 Validation Interview (VI) will be required to attend the 5-day IntegrativeTraining Program (ITP) to round up eligibility process. Only those who completed satisfactorily the ITP shall be conferred the PESE.

THE 5-DAY INTEGRATIVE TRAINING PROGRAM (ITP) The ITP is intended to provide an integrative training on management, leadership, social responsibility, and the PNPs role in national development. It shall be comprised of a healthy mix of lectures, workshops, field trips, and personal action plans. At the end of the ITP, the eligibility will be required to have three outputs: a.SWOT Analysis of his/her work unit b.1 year Work Plan of the Unit c.Personal Journey/Plan

Mechanics of the Exam Appendix 4 reflects the list of activities in the conduct of the EKAT. Appendix 5 is a draft announcement of the EKAT to concerned PNP Personnel. The EKAT shall be given during the 2nd quarter of every year. There will be three testing centers for the EKAT; Manila, Cebu and Davao. Enrolling or creating a review class shall be upon the individual discretion, initiative, and expense of the examinees.
