WHAT IS THE PROBLEM YOU ARE RESPONDING TO and HOW DID YOU GO ABOUT IDENTIFYING IT?
There were some real stories that have been published in the Times of Zambia, the Daily Mail and the Post Newspaper in Zambia. I thought GBV was not so rampant until i read about one happening just here in Chililabombwe which is a small town with an estimated population of 94 000 people.
WHAT IS THE PROBLEM YOU ARE RESPONDING TO AND HOW DID YOU GO ABOUT IDENTIFYING IT?CONTD In December 2011, a young lady came to visit at the servants quarter with her 6 days old baby i found out later she was running away from her abusive husband Looking at the inadequacy of the space at the quarter and considering the small baby, i asked her to come and spend a night at my house so that at least she could sleep comfortably. She spent a night and latter on decided that she wanted to go back to her matrimonial home.

She couldnt report her husband to the VSU, if she did how could she support her children and who would take care of her as currently her husband was the one providing for the family.
need for concerted efforts to manage to tackle it. The reason why it is important is that it is robbing our society of peace & harmony especially in the homes. Children grow up being violent themselves as this is the only way of life that they have been exposed to, hence no other way of dealing with issues.
PREVENTION OF GBV AT LOCAL LEVEL THROUGH EMPOWERMENT
During the 16 days of Activism from 10th to 25th December 2011 volunteers among them were MWSC, a ward Councillor, Corridors of Hope, Victim Support Unit, Community Development contributed resources such as a PA system, vehicles, fuel, posters, drama group & other manpower to make the commemoration a success.
There is need to empower women in order to reduce their dependency levels on the men and part of this empowerment has been done through the CDF funds and through Community development and other stakeholders. One club that has benefited through GID is the Nakatindi Womens group with 105 members who gave them a hammermill
WHO IS THE KEY TARGET? WHO IS INVOLVED? ARE WOMEN AND MEN EQUALLY INVOLVED?
The key targets are the women because they are the most vulnerable when it comes to GBV. The people involved are the department of Community Development and Social welfare, the Council, Corridors of Hope, other NGOs such as Village Water, CINDI, Caritas, KCM, KONNOCO etc.

The mining sector (KCM and KONNOCO), Mulonga Water and Sewerage Company, the womens clubs registered with the registrar of societies and the council, Zanis and church leaders. Both men and women are involved although in most cases the men have a tendancy to shun issues regarding GBV. However, all concerns taken into consideration as men are involved as they equally sometimes feel victimised by women
RESOURCEFULNESS: WHAT FINANCIAL, HUMAN AND OTHER RESOURCES WERE MOBILISED? HOW ARE THEY BEING USED?
Financial resources namely from Constituency Development Funds (on which the Area Member of Parliament sits and greatly contributes to the well being of the women in the district and hence helping to prevent GBV) which has to be retired to the government before any more funding is released for other programmes.

Officers from the Planning department, Corridors of Hope, Victim support unit and community development and Mulonga Water and Sewerage Company who provided a vehicle, fuel and a PA system. Zanis went round during the period (16 days of Activism) to inform the general public of the ills of GBV. The Victim Support Unit of the Zambia Police equally gave us some posters which were condemning GBV in society and Council produced flyers

to stick at the market places to discourage GBV, one of the Councillors equally provided his vehicle, fuel and a Public Address system to help go round announcing the dangers of GBV during the 16 days of Activism in December 2011 from the 10th to the 25th of December 2011. However, as Council we have realised that it is not enough to do this only during this period but to keep on preventing GBV through and through, there is need to engage the women groups themselves especially those who are beneficiaries of the CDF and other support in the district to mobilise themselves and discourage GBV in our district. A meeting has been scheduled with the womens groups so that during the commemoration of the International Womens day on the 8th of March 2012 , they can perform some sketches even against GBV as a lot of people from different walks of life attend such functions.
CREATIVITY HOW ARE ARTS, CULTURE, MEDIA & SOCIAL MEDIA BEING USED TO MOBILISE & POPULARISE THE ISSUE?
Arts in the issue is very important although at the local level, the Council has not yet engaged musicians to compose songs to condemn acts of GBV. However, drama groups such as the one with Corridors of Hope do perform at the market, for instance in December 2011, the group performed at Lubengele hall for a good number of people who came to participate in the 16 days of Activism against GBV and this was very effective.
MONITORING AND EVALUATION HOW DO YOU TRACK PROGRESS OF THE PROJECT? HOW DO YOU TAKE CORRECTIVE ACTION WHERE NECESSARY? Tracking progress is done through monitoring exercises being carried out by the planning department and the planning sub-committee of the district. The women are asked if there have been any significant changes in their income levels and if this has a bearing at home as well. Corrective action can only be taken if the victim is willing to open up on the abuses that he/she may be going through

failure to which it would be very difficult to take any corrective action as information would have been withheld. Women are encouraged to know that there is support for them in case of abuses at home, that is how far the Council can go.
The results achieved so far are as follows: about 22 Gender In Development groups have been empowered in the district, a few by the Council , others by Community Development and other stakeholders. The names of the groups that have been empowered in trying to prevent GBV are Tuyunfwile Womens Club, with 15 females and 5 males, Twasalifya Womens Club with 20 females specialised in knitting,

The project is helping to achieve artical 17 of the SADC Protocol, which is the economic empowerment without discrimination and recognising and appreciationg the contributions of women in agriculture and domestic production which has an impact on the entire economy as a whole. A number of women and men who had nothing to do but were just staying at home are now involved in some income generating ventures which adds value to their lives and families as well. IS THIS ACTION SUSTAINABLE? CAN IT BE REPLICATED BY OTHER INDIVIDUALS, GROUPS AND ORGANISATIONS IN YOUR AREA AND BEYOND?
The practice of empowering womens groups is quite sustainable as within their clubs, they give each other chances of empowerment in terms of investment, e.g, they would give each other turns by agreeing on a figure which they can be contributing on a monthly basis and if they are twenty, they would do it in such a way that in a month maybe two members will be given maybe K500 000 each by every member of the club until all of them have taken turns and the practice goes on. In this way, they are able to recapitalise in their small businesses and pay school fees for their school going children, hence not being so vulnerable at the end of the day. The programme can be replicated as it is helping women and men find a place and group they can identify with and this gives a sense of belonging. Although the impacts both positive and negative are yet to be monitored and evaluated by the planning department.

The constraints in carrying out effective monitoring and evaluation programmes for such projects are the inadequate funds to do so and inappropriate transport. Currently, the planning department has one vehicle, a Corolla for monitoring activities, this has proved to be a challenge especially going to the periurban areas of the district.
