What is a position paper


A general statement of your countrys policy on the topic Specific suggestion for a solution A short summary of international actionevidence Reference to the key documents related to your topic

Opening Speech
You may refer to your position paper 1-2 mins long Your countrys basic purpose What does your country wish to receive/ achieve in this conference

Example:
Mr. Secretary General, Mr. President, honorable delegates, distinguish chairs; we are very proud to be here, representing Haiti. Haiti has been struggling with some political troubles in these previous years. But we are sure with the help of UN well eradicate these issues. Poverty, hunger, diseases, and instability are other issues that Haiti and the most of the developing world is anxious about. Our children are dying because of scarcity; they are dying because of starvation. We are trying our best to eliminate these crises. We are trying to develop our economy as a cure to our illnesses. But Haiti is still concerned about her and the worlds future. The problems that we have are not new to you, weve been dealing with these concerns in the past and well continue to deal with them in the future. But we anticipate that by the actions that well take, by the decisions that well give in this conference by cooperating and solidarity, well all be the light for everyones future. Haiti is ready to participate for a better world with all its heart. Thank you,

Motions

Types of debate

Moderated Caucuses
Opens upon a raised motion Suspends the speakers list Aims to facilitate debate on a particular aspect of the topic Anyone can speak as long as they show their placards There is specific amount of time delegated

Unmoderated Caucuses
Formal lobbying time Takes place inside the committee session

Moderated Caucus
Requires a simple majority vote by the body Formal environment, rules of procedure continues in a same-way. If vote passes, Chair says "all those wishing to speak, please raise your placard and delegates who wish to speak raise their placard and make their speechs.

Unmoderated Caucus

Informal environment that overrules any rules of procedures


Allows you to work together to discuss further details and to make lobby for your decisions Requires a simple majority vote by the body

What is a Resolution?
The UNs method of outlining the steps needed to solve a problem Result of debates and negotiations, done through the sessions. A comprehensive document of the committees ideas on the topic

Draft Resolution/briefs

Working Paper
Draws a roadmap for upcoming discussions and aids to the preparation of draft resolution No need for signatories No certain type or format -you may not write it in a resolution format.

Let the rest of the committee know what your ideas are for future collaboration .

Draft Resolution
Once the draft resolution is prepared, in order to introduce it, you need to get appropriate number of signatories. If it gets the enough number, it will be sent to the Chair

After Chair gives a permission, each delegate will obtain one copy of the draft resolution then youll discuss it.
Just because you have signed the reso. (to be discussed) does not mean you have to vote for it.

Operative Clauses
Operatives propose action Each clause should contain one proposal only. By using sub-clauses you can clarify and specify ideas.

These countries may (not) agree with substance, but want to see it debated.
Note: Recall that the draft resolution must have signature of appropriate number of submitters and signatories to be approved by the Chair

Amendments
Use if you just want to fix a few points of Draft Resolutions. Just applied to the Operative Clauses. Amendment can not be amended .

Requires a simple majority vote by the body


If amendments pass, then the amendment is added to the draft resolution and the draft resolution . Is voted on with the added amendments. (no return to the previous situation.)

Crucial Points
Stay on topic! Make sure about the limits of your legitimacy When you forget the procedural rules, instantly ask your chair what you have to do. Be respectful to the chairs decisions at all time. Never arguee on a topic with a chair Do not challenge the chairs final verdict.

Sample Resolution- Preambulatory Clauses


Recalling, in this context, its previous resolutions, in particular resolutions 45/55 B of 4 December 1990, 47/51 of 9 December 1992 and 48/74 A of 16 December 1993, in which, inter alia, it reaffirmed the importance of confidence-building measures as a means conducive to ensuring the attainment of the objective of the prevention of an arms race in outer space, Recognizing the common interest of all mankind in the exploration and use of outer space for peaceful purposes Reaffirming the will of all States that the exploration and use of outer space, including the Moon and other celestial bodies, shall be for peaceful purposes and shall be carried out for the benefit and in the interest of all countries, irrespective of their degree of economic or scientific development

6. Invites the Conference on Disarmament to complete the examination and updating of the mandate contained in its decision of 13 February 19924 and to establish an ad hoc committee as early as possible during its 2009 session; 7. Recognizes, in this respect, the growing convergence of views on the elaboration of measures designed to strengthen transparency, confidence and security in the peaceful uses of outer space; 8. Urges States conducting activities in outer space, as well as States interested in conducting such activities, to keep the Conference on Disarmament informed of the progress of bilateral and multilateral negotiations on the matter, if any, so as to facilitate its work;
