Xilinx ISE[1] is a software tool produced by Xilinx for synthesis and analysis of HDL designs, which enables the developer to synthesize ("compile") their designs, perform timing analysis, examine RTL diagrams, simulate a design's reaction to different stimuli, and configure the target device with the programmer.

Traffic light controller (TLC) has been implemented using FPGA. FPGA has many advantages over microcontroller, some of these advantages are; the speed, number of input/output ports and performance which are all very important in TLC design, at the same time design using microcontroller is more expensive than FPGA.

Why FPGA instead of Micro controller?

Very large circuitry used in micro controller based traffic light controller system such as controller, timers, rheostats, and some other passive elements also.
Compared to micro controller based system circuit, FPGA based system is so simple that it contains a designed kit of fpga and some connecting device.
