A five years, betterment project for a 245-kilometre highway along the western coast of the island of Tola from Maralinga in the north to Ladawan in the south , after two years of operation, and changing 6 project managers from both the private and government sides, only 17 kilometers of the 245-kilometre were under construction

Responsibilities
Hazeltons responsibilities: Under the contracts terms of reference, Hazelton personnel were sent as advisers. Managers Training which is an on job training peer to peer operators and mechanics training 1. The first phase would involve 30 people for basic operator training. 2. The second would take the best people from the first phase and train them further as mechanics. 3. The third phase, the best mechanics would train others. 4. The fourth phase would upgrade skills previously learned.
SHDs responsibilities: Providing counterpart staff. Ensuring that there was housing built for the expatriates. Providing fuel and spare parts for the equipment that would be coming from Canada.

He had been successful in a similar position in Central America. He had also successfully cleaned up a problem situation in Lesotho. He left the project during the second year, due to his problems with the Sorongan project manager and because of his wifes pregnancy

A civil engineer who had worked for Hazelton for 15 years He had a wealth of international experience in countries as diverse as Thailand, Nigeria, Tanzania, and Kenya. He liked the overseas environment. He had been the manager of a similar project in Nigeria where he had done a superlative job. He had a placid, easy-going temperament and a preference for operating by subtle suggestions rather than direct demands. He left the project during the third year.

Negotiations on the project took longer than expected. In September, Hizalton PM arrived in Soronga No Sorongan PM had been specified. The vehicles did not arrive until late December

At the beginning of the year, there was little to be seen for the previous years work A field camp trailer site had been set up in Corong, the halfway point between Maralinga and Ladawan. SHD was beginning to rethink its position on using force account labor
