Beliefs
1. America has too many problems at home to focus on those abroad. 2. It is important for the US to be a leader in protecting human rights because we are the leaders of democracy. 3. Trying to make changes in other countries is impossible and maybe even dangerous. 4. Countries do not have a right to intervene in the internal affairs of other nations. 5. Using our military power, even for good reasons, creates more enemies than friends. 6. Genocide threatens US security and safety by causing large areas to be unstable. 7. Using violence to stop violence doesn't make sense. 8. A human life in Rwanda is just as important as a human life in Maine (or New Mexico).

Situation
An poor country in Southeast Asia is home to 5 million people split equally into two ethnic groups. One group mostly farms, while the other mostly fishes. In the past few weeks, Australian and Indian news networks have reported that hundres of bodies of one ethnic group have washed up along the coastline, but reporters cannot locate anybody who has seen the attacks happen. The bodies were clearly mutilated, not drowned, and families are reporting that their loved ones have gone missing on the way home from the fields. One reporter found a fishing vessel stocked with knives and other weapons. This country is not close with the United States. The Australian Parliament warns that these deaths are the first in what could become a massive genocide.

Situation
In a Eastern European country that makes a lot of oil, there is a lot of US investment there by US companies and a close relationship between those companies and the country's government. 80% of the country is Muslim, and most of those are Sunni Muslims. Only about 5% of the country are Muslims, but they control much of the oil industry and represent 25% of the government. The government has been successful in the past at preventing violence between groups. However, ten days ago, a group of Sunnis attacked a Shiite office building, firing automatic weapons, killing 16, and taking 4 hostage. The US ambassador received a message which called on her to cancel new energy deals or the hostages would be killed and Shiites throughout the country would be killed.
