2003. April 10. Fuel cleaning incident occurred during a scheduled maintenance shutdown for Unit 2: at 21:53 krypton radiation activity was detected at the same time the emergency level was reached by the noble gas activity monitors within the reactor hall the plant shift supervisor ordered an evacuation of the area initially Framatom and Paks NPP personnel suspected that a fuel assembly (only one) was leaking however, it was observed by video cameras several days later, that most of the fuel had suffered heavy damage INES classification is 3 - incident

PAKS

1. Communication after the accident which time period was from immediate actions till stabilizing the event(few months).

2. Communication in time of preparation for the recovery and licensing (2003-2006 September).
3. Communication at recovery action (3 months).

Early press release after the accident - the most important information (technical situation, radioactive releases, iodine prophylaxis, etc.)
Informed mayors around the NPP by SMS system. Regularly informed media about mitigation and stabilisation actions. Specific information material about accident, response actions and a further summary report after the official (national and IAEA) investigation report. Press briefings in the reactor hall.

PAKS

First plan was a short period for recovery actions (1 year), really it was 3 years. Weekly press conference about the implemented and planned tasks (information overflow). Experts in group, who held presentations about accident and recovery (uniform accepted presentation) around NPP settlements and educational institutions. Media interest declined. Wide range of communication tools (press release, website, publications, etc.).

PAKS

Removal of damaged fuel elements was a relatively short period. Within this period NPP managed intensive information release, organized with regularly press conferences. The NPP took a closing press conference with detailed information after the successful removal of damaged fuel elements. Experts made a lots of popular science publication about new technological developments, what used in recovery.

PAKS

Very important the fast and authentic information release in case of emergency. Very important that the publication should be clear but detailed. Very important the change information between different communication level, thus ensuring coherent information everywhere. Need to give advice to public about necessary protective actions. Need to use all type of communication lines. We must have a good and usable emergency communication plan. The plan is not enough, need to practice how we can use it.
