ogether with extractable mineral resources Kazakhstan has great opportunities for a large-scale
development of renewable natural resources. A vast territory, availability of virtually all kinds of natural climate conditions make Kazakhstan a unique country for development
of tourism, forestry, hunting and fishing, and, particularly of
agro-industrial complex.
Mentioning the todays state and level of development of
agro-industrial complex of Kazakhstan in general, it could be
characterized as sustainably developing sector of economy,
ensuring food security of the country and fully satisfying the
needs of internal market for main kinds of food products and
raw materials.
At the same time the agricultural sector of Kazakhstan has
great potential opportunities for further increase of volumes
of production. Besides, availability of large sales market
around Kazakhstan, having a tendency of constant expansion serves as a favorable factor for this.
The gross area of lands of agricultural designation in Kazakhstan amounts to 93.4 million hectares, out f this 23.4 million are croplands. It is necessary to note, that in the Republic
there are large reserves of culturable lands, and skillful de-

velopment of them will allow to significantly expand cropland


areas.
Gross area of used irrigated lands as of today amounts to
1.4 million hectares. At the same time, in case of rational use
of available water resources with application of water saving
technologies, it is possible without excessive costs to significantly increase the area of irrigated lands.
Natural climate conditions of Kazakhstan are favorable
for growing grain cultures, and, first of all, the milling wheat.
Here we grow strong and hard sorts of milling wheat with a
high fibrin content, which is of an increased demand at world
markets.
High activity of Kazakhstani agricultural professionals
combined with constant and systematic support of this sector from the side of the state and with favorable natural and
climate conditions allowed in 2011 to reach a record yield
of grain crops 17 centners from a hectare. This is the record indicator of yield of grain crops for 1 hectare, not only
within the history of contemporary Kazakhstan, but also for
the whole history of producing grain crops in the country.
Net weight of grain collected amounts to 27 million tons.
The grown harvest of grains allows to fully satisfy the internal
need of the country and to export approximately 15 million
tons. Only within the last three months of 2011 3.6 million
tons of grain crops, including the flour, are exported, which
is an absolute record.
The wheat grain produced is characterized by stable and
high quality. In the structure of harvest of grain that came to
elevators the share of wheat of 1st- 3rd classes amounted to
87 %.
In general, Kazakhstani grain is supplied to markets of
more than 70 countries of the world. Kazakhstan is sustainably included into 10 leading wheat exporters of the world,
and in regards of flour export, starting from 2007 it also takes
the leading position in the world. At the same time, available
land, labor and material resources of the country may in the
nearest future increase the volumes of production and of export of grain.
With the purpose of increasing grain and flour export
measures are undertaken for developing the infrastructure
of export and of transportation logistics. Grain terminals are
built and operate in ports of Aktau, Baku (Azerbaijan), Amirabad (Iran) and Ventspils (Latvia). Construction of the new
railroad into Iran through the territory of Turkmenistan and in
direction of China via the border crossing of Korgas is completed. This will allow to increase export of grain and flour in
direction of Turkmenistan, Iran, Middle East countries, China
and via its territory to South-East Asia countries.
Also conditions of Kazakhstan are favorable for growing
oil crops, corn, fruit and vegetables. And in the South of the
country together with horticultural and gourd crops cotton
and rice are being traditionally cultivated.

and hotbed facilities. Water saving technologies are being


used widely.
Kazakhstan is also a favorable land for development of
cattle breeding. Especially large potential is hidden in development of grassland farming there, at the expense of skillful use of vast natural grassland areas it is possible, without
excessive costs to produce competitive and environmentally
clean animal products; and there are vast reserves and opportunities available for that. It would be enough to cite the
following figure: at the moment in Kazakhstan, out of more
than 180 million hectares of natural grasslands only 33% are
used.
As of today we have more than 6.4 million of heads of bovine cattle, more than 17.9 million of heads of sheep, more
than 1.6 million of heads of horses and more than 32.7 million
of heads of birds. The country has real opportunities in the
nearest future to increase the livestock population of virtually all kinds of cattle. In regards of sales markets capacity for
cattle production it should be stated, that it is enormous both
within the country and in the neighboring states.

Together with this there are continuous efforts of creating the feeding stations to produce meat, and of large dairy
farms to produce milk at the industrial base with bringing in
the highly productive livestock.
Processing the agricultural produce is also one of prospective directions in the agro-industrial complex of the Republic, and it has potential opportunities for effective development.
At the moment the country processes only 24 % of the
produced meat, 34 % of milk, 5.2 % of fruit and vegetables.
Annually a great volume of agricultural produce of deep processing is imported into the country, which is also an additional potential for Kazakhstan to develop the food processing industry.
An important component of agro-industrial complex of
the country is fishing. Our water reservoirs are rich for such
valuables kinds of fish as sturgeons (great sturgeon, starred
sturgeon, common sturgeon), pike perch, etc. With the purpose of attracting investments into this sphere, and also to
improve the activity of protection and reproduction of fish resources long-term assigning of fishing sites and water reser-

voirs to users of natural resources (for the period of 10 to 49)


years is being implemented. This caused a great interest not
only among local fishers, but also among investors, as long
as this sphere has large outlooks for business.
With the purpose of developing export-oriented industries and diversification of export the main deal of attention is
going to concentrate on implementing investment projects in
the following directions:
development of greenhouse facilities network;
development of vegetable store network;
development of producing the horticultural crops with
use of drip irrigation technologies;
creation of poultry factories network;
development of milk producing farms network;
creation of manufacturing units for assembling the agricultural machinery;
creation of feeding stations network with a developed
infrastructure;
pilot project of creation of slaughter units network;
arranging the meat processing compounds with producing block meat and lump-slicing in vacuum packaging;
development of producing and processing the fine wool;
development of infrastructure for export of Kazakhstani
grain and its in-depth processing;
construction and modernization of grain storage facilities;
creation of breed and reproduction livestock farms.
It is known, that success and well-being of any business
first of all depends on socio-political stability in the country,
on the degree of predictability of actions of the state, on clarity of legislative base and on degree of support for entrepreneurship initiatives. In this regards a lot is being done in Kazakhstan, and the whole state policy of supporting the foreign
investments is directed at this goal namely. And this is actually
visible for foreign investors, that operate today in various sectors of the countrys economy.
The current legislative basis for agricultural sector of
economy fully complies with requirements of market economy, with norms of international practice, and is directed, first
of all, at protection and support of entrepreneurship initiatives
of goods manufacturers.
This all is not only a pledge of stability and of guarantees
for agricultural business, but also a ground for assured work
of agricultural goods manufacturers.
Thus, the agro-industrial complex of Kazakhstan possesses an enormous potential and has a great perspective
of development. The strategic path taken by Kazakhstan and
aimed at creation of open economy, closely integrated with
the global one, demonstrated its absolute correctness and
high viability. Agricultural sector of economy became attractive for business and this is an additional stimulus in creating
the modern and competitive agro-industrial complex of the
country, expansion of its export opportunities and increasing
the quality of life and the well-being of rural population.

a variety of topics from the experience of the three-year tenure as the Ambassador of Germany in Tanzania to the problems of immigration in EU. He is an extremely
interesting conversationalist, elegantly dressed and smart, Mr. Ambassador does highly
fit in my ideas of how a person representing such a powerful country as Germany should
look and act.
Interests of Mr. Herz affect many areas from travel to fanatical love for golf. Though his
main passion today are the German-Kazakh relations and activities aimed at their improvement in all possible directions.

Time.kz: Mr. Ambassador, this year the German Embassy


has widely celebrated the 20th anniversary of diplomatic mission
in Kazakhstan. What do you think is a special achievement of
diplomatic mission within this period. And how could you assess
the todays level of Kazakhstan-German relations? What are the
main strategic interests of Germany in Kazakhstan?
The special achievement is kind and trustful relations
that formed between us from the very beginning. KazakhstanGermany relations became a sustainable figure in the sphere
of international relations. Because of positive development
of Kazakhstan from the moment of gaining independence,
the relations between our countries transformed to the new

quality. Instead of a rather poor and not sufficiently developed


state, that received support from Germany within the first
years, a country with its own self-awareness, staying at the new
verge of industrial development has emerged. And it became a
key state of the whole Central Asia for us. This relates not only
to economical progress, but also to the growing importance of
the role, that Kazakhstan and President Nazarbayev play at the
international political arena.
Time.kz: Germany for Kazakhstan is one of the few
European states, relations with which are especially valuable
with a lot of personal connections: around 200 thousand
ethnic Germans live in our country, more than a million for
your new compatriots are also from Kazakhstan. What it means

for you to work in Kazakhstan, provided, that your interests to the


countries of former USSR arouse inside of your long before you
arrived to our country?
Many kazakhstanis of a German origin play a significant role
in relations of two states. Because of them economical and political
connections additionally gain a human factor, significance of
which we yet are not even able to assess objectively. Knowledge
about Kazakhstan settled in minds of German people, as long as
practically each German had a chance to socialize with those, who
came to FRG from the RK. Kazakhstani Germans, both here and
in Germany are a kind of an alive bridge, uniting our countries.

Time.kz: What can you say about cooperation in the sphere of


business between two countries what are the trends? May be, from
your side, you would like to recommend certain measures, in order to
intensify the development in this direction?
Economical relations are developing very intensively. Export
from RK to Germany is first of all, the petroleum. Kazakhstan
would like to stop playing a role of oil and raw materials supplier,
and, therefore, now many efforts are put to diversify the economy
and to develop its new sectors. For these purposes Germany
with its economy is the best possible partner. The framework
for this is created by an agreement signed in February of this
year, guaranteeing delivery of raw materials to Germany, and in
response, FRG shall actively work for modernizing and diversifying
the Kazakhstani economy.
Time.kz: What charity projects are tutored by your Embassy?
Can you say a few words on a so-called water initiative in Central
Asia, that part of which also touches upon interests of Kazakhstan?
Embassy supports a number of small charity projects.
According to Water Initiative of CA, the issues of water supply in
the region sooner or later may result into severe inter-state conflicts,
and therefore we have to in advance take care on the issue, so that
the Central Asian states would work cooperatively on this problem,
with consideration of interests of all countries of the region.
Time.kz: Dr. Herz, your first education is medical, and due to
the fact, that you are a successor of dynasty of doctors, and that you
are a candidate of medical sciences, you could surely make a brilliant
career in this sphere. What was the moment when you got interested
with diplomatic service? Does your first educational background help
you in your present activity?
Solid knowledge in the sphere of medicine may always be
necessary. Even, if, for instance, we take a situation, in which, you
can, with a confidence, based on such knowledge, state that there is
nothing serious and there is no need to ask a doctor for help. When
studying medicine in Germany, first, one needs to study all spheres
of medicine, and to pass examination in each course. Therefore,
study prepares you to be able to filter out elements of a truly
critical importance in a huge number of details. And this ability is
also vitally important in diplomacy and in politics. Natural scientific
and technical layers of knowledge that one automatically acquires
during medical studies often do good to me. The fact, that back in
time I left medical activity for the sake of diplomatic service, became
possible due to a combination of occasions, thirst for adventures and
intellectual curiosity. I do not regret this decision of mine.
Time.kz: Diplomats are special people, always attracting a
special attention of the society; their profession is covered with some
kind of aura, as a rule, their life is rich with meetings and memories.
Due to your service duties, you visited many countries. May be, there
were some meetings, people, occasions, or some kinds of decisive
moments, that specifically influenced you or that became special
memories?
I experienced so many interesting moments, that I can not
answer this question in two sentences. If we leave out the fact, that I
had a chance to meet with people of historical importance or even
with those, who now create history, I had a chance to be in various
parts of the world and to work in various conditions. My most bright
impressions are related to the countries of former Soviet Union.
Without any doubts, I list Kazakhstan as a positive example.

how do you spend your free time? For, instance, we know you are
especially kin to golf, cars, cinema .
Out of protocol, I spend a lot of time with my family. As you
may know, I have a son, who soon will be 4 years old, and for him life
in Astana is perfect. I did not yet reach playing golf in Kazakhstan,
although there are some remarkable golf courses both in Astana and
in Almaty.
Time.kz: he topic of our issue is To new peaks! What peaks
do you wish to achieve?
New peaks. A year ago, at my previous post in Tanzania
I reached the highest point of African continent the mount
of Kilimanjaro (6000 meters), so, probably, I will have to climb
1000 meters more a Khan-Tengri peak, which is higher... Well,
seriously, I hope, that during my service in Kazakhstan high
peaks will be reached by Germany-Kazakhstan relations. It is a
challenging task, as long as even now those relations are excellent.
But this is like with Kilimanjaro and Khan-Tengri: one can always
try to take a new height. However, the higher you are already, the
more complicated the next step is.
Time.kz: Your wishes to Kazakhstanis, in the context of the topic
of our issue.
I know that there is a practical problem for Kazakhstanis
a Schengen visa. I would like to assure you, I really wish, that as
many people as possible could visit Germany. Therefore, from the
moment of my arrival here, I am constantly involved into resolving
the issues of simplifying and making easier the processes of getting
a visa. Even if right now not everything is perfect we are on the
right path.

and annual BASELWORLD exhibition, where the masters, motivate by

BASELWORLD exhibition has long since became a specific arena,
where the most outstanding samples of watch making art are presented
as well as the latest achievements of watch-making industry and the
luxurious opuses of jewelry companies.
History of the largest and the most important feast of watchmaking and jewelry companies started since 1917. Since then, the vast

Chronometers of Ulysse Nardin were installed
at ships taking part in Russian-Japanese war
and in other famous world battles. Those
chronometers, namely, became the ground for
creation of a Marine collection, which serves as
a brand identity of the manufacturing for many
years already. Each year new models are being
added to the Marine Collection. One of such
additions is the new model, created jointly with
the Olympic champion Yevgeniy Pluschenko Champions Diver.
The new collection is developed on the basis
of caliber UN 26, which is used in producing the
marine collection, traditional for Ulysse Nardin.

a vulcanized caoutchouc, watch
indicators and hands possess a noble
blue color. Golden marks at bezel

The blue color was not accidentally

history, of legendary marine chronometers.
The blue color each time reminds Yevgeniy

Time.kz: Mr. Aral, in the next issue of our magazine the


topic is Kazakhstan: towards new altitudes. In this latest
article, which of the latest and most important professional
achievements of the company can you tell us about, and what
new altitudes do you plan to conquer?
During the last couple of years our company has focused
on strengthening our market position. Becoming ever more
client-oriented, we have gone through a lot of internal changes
within our organisation. As an outcome we received a positive
result from our clients, and increased our subscriber base to
about 11 million as of end of March 2012. Another milestone
of Kcell is our active growth of data transmission in 2011.
We launched a number of offers that made mobile internet
accessible to everyday people, with tariffs starting from 1
Tenge per 1 MB. At the same time we have been working
on data transmission speed, by actively developing our 3G
network, and increasing data transmission speeds within
2G (EDGE) networks. The next step was to make consumer
devices affordable, and therefore in 2011 we started selling
speed modems, and launched the program to increase the
availability of smartphones. All the above mentioned strategy
has resulted in an increase in the number of mobile data
transmission users, that in April 2012 exceeded 4.6 million
active subscribers.
Time.kz: Kcell is one of the major mobile communication
operators in Kazakhstan with annual turnover of about 1 billion
US Dollars. Undoubtedly effective and efficient management
plays a significant role. What is your management philosophy
and how have you applied it?
Talking of business management I would like to emphasize
that to me an integral part of my philosophy is my personal
values. Honesty and fairness are most important for me as a
person as well as to be renowned as a humanist. In business
management I am governed by the following principles: first
of all we do not have the luxury to make the same mistake
more than once. We must always focus on success. Second of
all, if an employee believes in what they are doing is right, then
they should follow their instincts, if they consistently make the
correct call they will have a long and bright future. Among
other things that allow me to manage the best team within
the sector I would like to specifically draw attention to the two
things. First, I create the working environment for a person
working with me, so that the latter connects to the company
at an emotional level, and is unwilling to leave the company
without good reason. Second, I always follow an open policy of
positive discrimination, i.e. encouraging employee initiative.
Time.kz: Last year was tough period for many operators
due to appearance of Tele-2 in the market. What was your
companys response to the modern market challenges?
Last year the GSM market of Kazakhstan was noted for
heavy competition. Kcell was ready to meet new challenges
and we therefore managed to finalize the year, achieving all
planned goals. Stability of mobile communication operators
business growth directly depends on investments. Investors in
their turn and in exchange for their investments are always
income-oriented. Operation of an enterprise must therefore
be organized as well as to please both market, and investors.

Time.kz: Kcell is the member of the Foreign Investors
Council under the President of the Republic of Kazakhstan.
You have firsthand knowledge about problems and difficulties
that foreign companies operating in Kazakhstan face. In your
opinion what direction must be taken in order to improve
Kazakhstan business climate for foreign companies?
I would like to clarify one thing: it is our parent company,
TeliaSonera Swedish Telecommunication Holding that is
the member of the Foreign Investors Council chaired by the
President of the Republic of Kazakhstan.
It is overall worth mentioning the hard work that has
been accomplished, by the Government of the country and
personally by the President Nazarbayev, towards the creation
of a favorable investment climate in Kazakhstan, including
the development in the mobile communication sector. I am
certain that efforts of the Government to make Kazakhstan the
key ICT center in Central Asia will materialize. TeliaSonera
and Kcell intend to continue supporting Kazakhstan in this
endeavor.
Time.kz: What are the plans of Kcell, one of the major
investors of non-resource economy sector of Kazakhstan, for the
near future?
For many years Kcell has been a large contributor to
Kazakhstans economy development. Where there is mobile
communication, there increases in information exchange
speeds and modern effective business development tools.
In 12 years the company has invested about $2 billion USD
into the development of Kazakhstans telecommunication
infrastructure with almost 2 billion USD of taxes and
other payments to the economy of the country. Kcell is
committed to a long-term sustainability of Kazakhstan as the
telecommunication industry reflects its marketability level.
And Kcell continues to further develop its network aimed at
qualitative communication and data transmission services
available to the people of Kazakhstan.
Time.kz: In 2008 GSM Kazakhstan launched the Kcell
Academy project aimed at support to sustainable art
development in Kazakhstan. What are current achievements
within this initiative?
Every year Kcell initiates the launch of programs in
various areas of social life. During all these years our company
invested 13 million US Dollars into the implementation of
corporate social responsibility programs. However educational
programs are the priority line for our company, and we
therefore are happy that Kcell Academy project engages
the most prestigious universities of Kazakhstan, including
International IT University, KBTU, KIMEP, KazNU named
after Al-Farabi, Kazakh National Technical University named

I believe that in the near future

in the world economy not only
as a natural resource provider,
but as an important transport hub,
and a large food supply center
after Satpayev, Karaganda State University, Zhetysu State
University, Kostanai State University, Suleyman Demirel
University. Kcell Academy project was launched in 2008.
Since then Kcell employees have conducted dozens of training
sessions, and many projects aimed at students education
quality improvement were supported. Kcell Academys goal
is to inspire and stimulate creative thinking, develop talent
and professional skills of future young specialists.
Time.kz: As far as we are aware you plan to participate
in the V Astana Economic Forum, taking place end of May this
year. What issues would you like to discuss there, and what is
your overall attitude to appearance of similar international
dialogue platforms in Kazakhstan?
Kcell intends to provide financial support to the
international IT-exhibition and Connect Kazakhstan
Conference that will be conducted within the framework of
the V Astana Economic Forum. Spokesmen of the event will be
represented by major IT companies and telecommunication
company managers, including international guests. A
number of important issues, related to further Kazakhstan
telecommunication market development trends, is planned to
be discussed within this Forum.
Time.kz: Mr. Aral, you spent a lot of your time in Kazakhstan,
and you certainly have your personal opinion about the country.
How do you see Kazakhstans future, lets say by 2030?
Kazakhstan is an amazing country, a rising star of
Central Asia, leader among the former CIS countries on
many development indicators. Moreover it mostly relates to
its strategic vision as to join the 50 most competitive world
economies.
In 2007 I visited Astana for the first time together with
my predecessor, and was pleasantly surprised that one can
speak English, without the need for interpreters, with the
Government authority representatives. In Georgia for instance
no one speaks English. I was astonished that the Government
of Kazakhstan invests into the future, sending young specialists
to the best universities all over the world to get their education
and later apply their knowledge, experience and skills for the
benefit of the country.
As a large-scale business manager I would like to mention
the long-term development strategies of the country. Strategic
vision is the basis of future success, and what features the true
leader.
I believe that in the near future Kazakhstan will take
significant place in the world economy not only as a natural
resource provider, but as an important transport hub, and a
large food supply center.

or the fifth time Astana Economic Forum gathers leading representatives of business and science global community in
the capital of Kazakhstan in order to discuss the most important and
topical problems of global economy and to develop the approaches
to resolving them.
This year we once again address the theme of constructing the
new international financial architecture, as long as without changing
the economical model, dominating in the world today it is impossible
to eliminate fundamental reasons of the crisis. Despite of separate
signs of recovery of global economy, we also see the existing risks.
The problems of debt load of number of countries of Euro zone and of
the budget deficit of the USA remain, the situation stays complicated
in the Middle East. The Chinas economical growth is slowing down,
which in general decreases high expectations from BRIC countries.
Nursultan Nazarbayev, the President of Kazakhstan, in his address to the global community in the end of the last year noted, that
unfortunately, formats of G-20 and G-8 demonstrate insufficient efficiency in resolving topical problems. Therefore, the head of our state
proposed to radically expand the number of people and countries, involved searching for effective solutions for reforming the economical
system and taking the path of sustainable growth. For this Nursultan
Nazarbayev proposed to organize on the basis of Astana Economic
Forum a new communication platform, titled as G-Global.
The V Astana Economic Forum is remarkable with presentation
of this project, created upon the initiative of Nursultan Nazarbayev,
the President of Kazakhstan, and opening the new way in resolving
the most acute topical problems of the modern world. I would like to
express a hope, that not only participants of the forum leading economists, politicians, representatives of business and of public organizations, but also the widest circle of educated and talented people
will be able to take part in the G-Global project at the permanently
functioning virtual platform of AEF www.g-global.aef.kz.
Together with constructing the new global financial architecture,
more significance is gained by the regional economical integration.
You know, that at the Eurasian space, since 2010 the Customs Union
of three countries is functioning: Kazakhstan, Russia and Belarus.
The first results of creating this union already proved its efficiency.
Volumes of mutual trade between those countries have grown by
more than 40%. Technical, technological and business cooperation
of enterprises of the region is taking place, which increases the efficiency of their work and expands their development horizons. Since
the beginning of 2012 the Single Economic Space of Customs Union
countries started to form. Thanks to that, nowadays, at the territory of
three states a common market is created not only for goods, but also
for capital and labor force. Countries lead a conformed macro-economical policy and follow unified principles of currency control. What
are ways of further development of Eurasian integration project, what
are advantages and risks of regional integration, what models of intercountry economical alliances are the most effective ones? Those and
other questions take a significant place in the Agenda of the V AEF.
As always, at the forum we do not limit ourselves to discussing only
problems of a global scale. An important role will be played by discussions on perspectives of development of transport infrastructure
in Kazakhstan, on practical application of instruments of state-private
partnership, on the future of domestic medicine and pharmaceutical
industry, as well as many others.
I am confident, that the V Astana Economic Forum and the
G-Global project will help us to find answers to the most important
questions of contemporary economical development, and will prepare grounds for further fruitful work on ensuring the sustainable
growth of regional and global economy.

hat do we know about Pakistan? In terms


of archeology and historical facts, there is
one of the earliest human settlements on the territory
of this country, the cradle of ancient civilization, contesting the leadership with Egypt and Mesopotamia.
Archaeological remains of Mehargarh, Moenjodaro
and Harappan civilization and of the Persian period
are of particular importance. Relics of three world religions can be found on the territory of Pakistan: Islam, Hinduism and Buddhism.
As a state Pakistan was founded in 1947 as a result
of division of the territories of Britain India. Islamic
Republic of Pakistan was proclaimed in 1956, and today it is the sixth largest country in the world with the
second largest Muslim population, about 180 million
people.
Diplomatic relations between Pakistan and Kazakhstan were established immediately after obtaining
independence by our country and at present bilateral relations is in its qualitative development. In his
interview Ambassador of the Islamic Republic of Pakistan to Kazakhstan, Mr. Mohammad Akhtar Tufail
especially underlined common language and cultural
roots between two nations. We hope that the interview with the official representative of Pakistan will
bring you closer to the country and mutual interests
of both republics.

Time.kz.: You have been in Kazakhstan for around two years.


What can you say about our people, about our country?
The Kazakhs are our cousins. Pakistani food and
dress are influenced by Kazakhstan. Our languages have
many common words and names. Our traditions and family
structure are the same. Kazakhs are hospitable, kind and
friendly. Therefore, I feel at home.
Time.kz.: What do you think on development of cooperation

between our countries? What fields can Kazakhstan attract Pakistan


by and vice versa?
Pakistan and Kazakhstan enjoys good bilateral relations.
Recently, Pakistan has been elected as non-permanent
member of United Nations Security Council for two years for
which we received full support from Kazakhstan. Similarly,
cooperation in other international organizations such as SCO,
CICA and ECO is also constructive. In terms of bilateral trade,
the figures will not present a very optimistic picture however
the potential is immense. As discussed in last years PakKazakh Joint Ministerial Commission, the two sides have great
potential in industrial cooperation/joint ventures, banking,
transport and communication, science and education, water
and power, information technology and media development
as well as in the sectors of petroleum and natural resources,
health and agriculture, environmental protection and tourism
and sports, emergency situations. Kazakhstan can benefit
greatly from our Arabian Sea port Gwadar which, by the
way, is the nearest port for landlocked Kazakhstan. Through
it, Kazakhstan can access markets of the South Asia, Fareast,
Middle East and Africa.

Time.kz.: What do you think on development of business in


Kazakhstan? Are there any factors which prevent the development of
foreign business in our country?
Kazakhstan ranked 47th in World Banks Doing
Business 2012 report which is 12 point jump from previous
years ranking. Now that is big jump in one year given the
economy of Kazakhstan is still in transition. Government is
focusing hard on attracting investment in sectors other than oil
and gas which still plays the pivotal role in national economy.
Every country has its pluses and minuses so I dont think there
is any particular factor that is hindering the development of
business in Kazakhstan. The only thing that matters the most
is the will of the government to attract investment and that I
can see is in abundance.
Time.kz.: Kazakhstan often acts as the initiator of different
dialogue platforms for solving world issues, and one of this is the
Astana Economic Forum. How do you appreciate such initiatives
and will Pakistan delegation participate at the Forum this year?
I am proud of the fact that Kazakhstan regularly takes
initiatives to address global issues. Kazakhstan is now a major
player on the international stage. Pakistan will be represented
at the 5th Astana Economic Forum.

Time.kz.: Mr. Mohammad Akhtar Tufail, you were only 22


when you published the book of short stories. What inspired you to
write them, what are they about? We would like to read them
The book of short stories was inspired by the daily life in
Pakistan. Different sections of society are reflected in the book.
Time.kz.: Are you still writing anything like that?
Although a small part of mind is perhaps literary but I
stopped writing stories after that book and started composing
poems in Urdu and English. My book was not of a high
standard. Therefore, it is unknown (smiling).
Time.kz.: What problems of modern mankind are you concerned
in especially? Have you ever thought on the ways of solving them? Do
you mention them in your writings?
There is so much discrimination in the world. There
is more disease than health, more poverty than wealth, more
ugliness than beauty, more dishonesty than honesty . it is
an endless list. I think, all of us, in our own way try to solve
problems that confront us.
Time.kz.: One of the first events which were held after having
assumed your duties was opening of Pakistan corner in the National
Academic Library in Astana. At that moment you presented more than
60 books on culture, traditions and history of your country. What
would you like to tell about your country, what are you proud with
and what causes trembling patriotic feelings in you?
Now this is a question on which I can write another
book (smiling). If I may re-phrase what the French Emperor
Napoleon I said, My principle is: Pakistan before everything.
It is the vast resources and potential of my country that I am
proud of. We have everything in our country, the resources,
human capital and scientific expertise.
Time.kz.: How did it happen that a Master of Arts in English,
full of promises in Literature and Linguistics, chooses the path of
Diplomacy as his vocation?
Diplomacy fascinated me. After finishing my studies,
I started teaching English Literature in a college. I enjoyed
teaching but when the chance came I chose diplomacy. I have
never regretted my choice.
Time.kz.: Taking into consideration your rich life experience
what would you wish our readers?
Simple advice. Take life as it comes.

tudying abroad gave me the opportunity for development,


both personally and professionally. Besides obtaining the advanced knowledge and expanding the outlook, Western education is directed towards development of competencies, applicable in all spheres
of life. Accent is made not only on transfer of knowledge, but also on
development of such skills, as leadership, the art of communication and
persuasion. Another advantage of Western education is the opportunity
to stay in the international environment, to get to know culture and development experience of other countries.
Each individual is a personality, with own approaches to implementation of goals set. You can never give a universal step-by-step
plan or recipe for achieving goals. But there is one indisputable thing,
that I understood through my own experience: one should not stop, even
if something is wrong, and continue to act. This is a law of physics any
movement will bring further result. As Honore de Balzac said, to reach
the goal, first of all, one should move, and I fully agree with him.
For me patriotism is love to my motherland, feeling proud for culture and achievements of my country. Prolonged stay abroad sharpens
the patriotic feelings, a strong desire to apply the gained experience for
the cause of your own country appears. You start to value our culture,
history and traditions even more and understand the whole importance
of preserving cultural features, such as respect to elders, strong family ties, hospitality. In a wider sense, culture of Kazakhstan represents
a unique synthesis of European and Eastern culture, with a multiethnic
population, which is not divided into ethnic groups, but is rather united
with common patriotic views. And not every state can do this, this is truly
our common achievement.
Within 20 years of its independence Kazakhstan made a way
from a poorly known state formed at the post-Soviet space, to the high
authority subject of international relations. Research made by Ernst and
Young demonstrated, that Kazakhstan is just the third one (After Qatar
and China) among the rapidly developing economies within the past decade. Even during the period of global crisis our economy continued to
grow and was able to reinstate the growth rates from 1.2 % in 2009 to
7.5 % in 2011.
Kazakhstani experience of recovery and strengthening of economy is studied by other countries, and this year, at the sites of Astana
Economic Forum we expect an active discussion of issues of anti-crisis
policy and of further development of global economical and currencyfinancial system.
Achievements of Kazakhstan in the sphere of foreign policy and the
international weight of the Republic to a great degree depend and will
depend further on the sate of economy. In this regards strategic goals of
development of Kazakhstan, set by the Head of the State in a long-term
Strategy of Development of Kazakhstan till the year 2030 and Strategy of entering the club of fifty most competitive countries of the world
have defined the vector of developing the Kazakhstani reforms.
Competitiveness of the state is a principal issue for development
of any country. Resolving such a task is not in formal taking of a certain
rank by Kazakhstan in ratings, but also in achieving the global level of
living standards for Kazakhstani society. In this connection, main directions of economical policy will be ensuring the macro-economical stability, expediting the economical diversification through industrialization
and innovations, and increasing the competitiveness of human capital.
Nursultan Nazarbayev, the President of the Republic of Kazakhstan

presidential scholarship program allowed to qualitatively renew the cadre composition of our country not only in the state
service sphere, but also in such spheres, as healthcare, arts,
business, financial sector, etc.
Our educational system is developing rapidly. A network
of 20 Innovative intellectual schools is being created in the
country. Those are starting sites for development, implementation and approbation of academic educational programs,
combing the best traditions of Kazakhstani education with
advanced experience of world teaching practice. The wise
decision of the Head of the State was creating Nazarbayev
University in Astana, which will lay a basis for transfer of Kazakhstan to economy of knowledge, based on science, innovations and technologies. So, on the base of Nazarbayev
University scientific centers and laboratories are being created to form the scientific-innovative cluster, and it s experience will be further transferred throughout the whole Kazakhstan.
Also the economical strategy of Kazakhstan is directed
at diversification of the economy through developing nonextracting sectors of economy, creation of new jobs and increasing the productivity of labor. A complex of programs of
enforced industrial-innovative development, employment,
development of SMB, etc is adopted. In the frames of industrial program attractive conditions are being created as well
as more than 100 instruments of support for investors, ready
to work in the priority sectors of the economy.
Thus, within two decades our country was able to form a
stable economy, a string state, and it was accumulating reserves for the further development. Forthcoming decades
will become a historical breakthrough in all spheres, where
each of us will be able to take part.
The world is changing, and Kazakhstan will be
changing accordingly. But one thing is absolutely clear:
future of our country is in our children. This will be a completely new generation, being born and raised in an independent
and democratic state, with higher requirements to the quality
of life. And now, namely, in Kazakhstan a firm foundation for
new generations is being formed. The Government stresses
a great accent on social modernization, development of education and public health systems, increasing the level of living
and the revenues of population. Thus all conditions are being
created for development of human capital with an appropriate infrastructure in the country. Besides, I believe, that the
future of Kazakhstan is in hands of its people, and, by raising
our children and investing the best into them nowadays, we
may trust that tomorrow Kazakhstan will be prosperous and
successful.

hat did studying abroad give me in terms of


personal development?
Besides obvious significant expansion of professional and
general outlook, the opportunity of studying at competitive
programs taught me to set priorities, to formulate tasks and to
reach the implementation. The modern methods of teaching
finance and business in addition to discipline also develops
team-working skill, ability to find consensus in order to reach the
common goal.
Among traits of character, helping to achieve goals
set, I believe the important ones are self-discipline, high level of
requirements towards yourself before requiring something from
other, ability to formulate plans and to monitor their implementation,
ability to accept failures and to do work over your mistakes, finding
compromises and respectfully taking others opinions.
In terms of reaching the new peaks, I would like, in
professional sphere, to ensure provision of the best banking
solutions to our customers, facilitate implementation of new bright
projects in our country by means of organizing the project funding,
to ensure transfer of experience and skills to young specialists.
In part of my work in Kus Zholy charity foundation to facilitate
mobilizing resources of business and of the society for resolving
important social problems decreasing child mortality, helping
the disabled people, advancing the concept of efficient charity.
I had a chance to take part in the program during the
years of its formation, when the funds for our education were
allocated in much more complicated time, than it is now. I clearly
realize that and I understand the degree of responsibility this
brings. I strive to work professionally and efficiently, in social
life I believe it is important to facilitate the development of the
concept of social responsibility of business and of efficient charity,
to actively participate in the work of Association of Bolashak
program graduates.
In comparison with 1998, when I came back to Kazakhstan
after completing my education, the country managed to make
an enormous breakthrough. Perhaps, there is no limit, but it is
well known, that walk and you shall reach. I believe, that if each
person at his or her place will work with maximum input, we will see
the continuation of this movement.
I see the future of Kazakhstan only as he successful one.
We will work for that.

t is well known, that personal growth takes place when a


person leaves his or her zone of comfort. And for me studying in
Moscow was this leaving the comfort zone. Each new day was bringing
something new into my life knowledge, experience, people. It is one
thing when you are in your native town, in your native country, and it is
completely different when you leave the limits of realities your got used to.
I am thankful to Almighty for those two years of studying at the faculty of
journalism in Moscow State University named after M.V. Lomonosov.
Within this time I accumulated an invaluable set of knowledge and experience, which facilitated my growth as a person and as a professional.
It is known, that the best investments are investments into education. I
believe that Bolashak scholarship program is a successful educational
brand of our country.
Love to the world around, responsibility, being goal-oriented, industrious and constant search for knowledge I believe, that those qualities,
namely, help to achieve any goals. There are no unachievable goals, there
are just barriers within ones mind.
Perhaps, simple human truths, that my parents taught me, actually
helped me a lot. I am very grateful to them. And the main thing is one has
always to be positive: the boldest thoughts will bring you to your successful
future.
I would like to take part in the process of development and
education of kazakhstani youth of new formation. I would like the cause
of educating an advanced nation to become one of peaks, achieved by
our country, so that each young kazakhstani would become not only highly
educated and highly valued professional, but also a personality, a human
being feeling an honor of his roots, traditions and culture.
After completion of my studies in Moscow I wanted to teach at faculty
of journalism of Eurasian National University named after L.N. Gumilev. I
am eternally grateful to Alla Yuriyevna Gorcheva, my tutor, for invaluable
lessons. It is known, that the best teacher is the one that inspires. Today
the task of a teacher is to inspire a student, to take each failure as a rebirth,
and the most important to teach to believe in yourself.
Patriotism is a feeling of pride and joy, when far away from home you
meet your country-mates, when in a foreign land you see symbols and
signs, reminding native land to you, when stranger people know about your
country and say nice things about it. Patriotism for me is love to native land
not only beyond its territory this is a constant desire to create, for the betterment of your country.
For me one of such examples is the work of Bolashak guys in the
frames of Association of Graduates of Bolashak program. Here we have
hundreds of guys busily involve into work, where they share their experience and knowledge, implementing interesting projects directed at improving the life of kazkahstani society.
There is a knowledge, that first of all the future should be modeled
and imagined. And then one needs to look from it to his or her past and to
attempt to recreate those things that are necessary to be taken from the
past: deeds, manifestations of certain qualities, knowledge everything
that would help you to build such a future.
For me a successful and bright future of Kazakhstan is connected with what kind of a community will a population of our country be.
Whether it will be educated, goal-oriented and responsible? For me this is
a rule of three Ls. First: love yourself, and this means contribute into
your education, physical and spiritual development. Second: love those
around you kinfolks, friends, colleagues, neighbors. And also love the
things around you: - your home, place of work, your street and your city.
And third: love what you do.
If every member of our community will love his or her country, the successful future of Kazakhstan is simply inevitable.

During my studies I passed an interview in one German investment bank. I was the first student in a cohort, getting an opportunity of taking an internship during my studies. As long as I already
worked at international capital markets before my studies, upon the
results of my studies I could acquire knowledge in addition to work
experience that I already had, and also was able to strengthen the
knowledge that I got during studies in practice. Earlier, I had to work
with foreign banks as a borrower, when a bank, in which I worked,
brought in the borrowed funds from abroad. During my internship I
found myself at the side of creditors, and I had to interact with kazakhstani banks in a completely different role. This was very interesting and useful to experience the side of both borrower and creditor
and to compare the internal procedures and working processes of
kazakhstani and foreign banks.
Reaching goals is based on perseverance, diligence, responsibility and prioritizing the tasks that need to be resolved on the
way to the goal set. Of course, while trying to reach a goal nobody
thinks whether he or she has certain personality traits or skills to
reach this goal. Well, a person resolves problems, makes mistakes
at some points, loses opportunities at some points, learns at some
points, which, finally, after some time allows him or her to achieve
certain results.

If we talk about general peaks in the frames of development of the country, we should start from micro-projects. Right now
I at the micro-level take part in achieving the future new peaks by
means of a systems work with young specialists, the future professionals. When sharing my experience, spending time and efforts for
practical courses, master-classes and systematic work with them,
which often remains invisible for the community, I see their growth
and potential. In total, at the micro-level, each of them will bring use
to the community. Indeed, after all, ascension to the peak starts
from the bottom.
What is meaning is the notion of patriotism brought to
you? It is at the same time complicated and simple question. There
were a lot of disputes and discussions on this topic. This word intertwines many ideas, both personal and social. For me patriotism, in the
frames of formed conditions is a love to the country. I will not hide, that
I try to find opportunities to pass by our big flag in the city of Astana,
and I may stop for a long time to enjoy the view of its waving. At those
moments I get charged with a powerful motivation of bringing the use
to my country. For me, patriotism is being proud of the country, my
belonging to the country, to my citizenship, to my language, traditions,
culture and history.
What is the future of Kazakhstan that I imagine? We, as
citizens of our country have to treat each other with respect, to support and to help each other. Our power is in unity. I believe, that everything will go well in Kazakhstan, as long as now the society is targeted to self-improvement, to acquisition of knowledge. We see that
the young generation is goal-oriented. Of course, there are serious
and hard challenges in front of us, that have to be resolved nobody
promised that everything will be easy and smooth. So, the future of
the country depends on each of us.

am a biotechnologist by my specialization,
I work in the National Center of Biotechnology.
Biotechnologies serve as a basis for many future spheres of
economy, medicine, for instance. It is expected, that by the
year 2030 the research in the sphere of biotechnology and
biomedicine will create a qualitatively new medicine, based on
knowledge of molecular processes of formation of diseases,
on treatment with consideration of individual genetic and
phenotypic peculiarities of each person, i.e. the medicine will
become personalized. Disclosing the genetic inclination of a
person to diseases will allow to forecast the disease and to take
preventive measures to it. Such projects are being worked on
at the moment in the National center of Biotechnology. I also
work on one of such projects, titled Developing the molecular
approaches to rationalizing the intake of medications This
project won the first prize in the Republican Competition
|Innovative Kazakhstan 2011 which was held this year by
Samruk-Kazyna JSC .
In the process of study
development of a
personality takes place, a Bolashak| participant,
first of all, has to comply with a certain level, set by the best
educational institutions of the world, to study well, to perform
the curriculum. This requires hard work, being industrious and
diligent. Without such personal qualities it is impossible to go
through the academic program. Second, one has to arrange
his or her household. This requires a certain deal of being
energetic and initiative. In the foreign country, among unknown
people, in the unfamiliar culture one has to arrange ways to live
and study comfortably.
Besides, any trips, any introduction to culture of other
people enrich a human being, expand the outlook, and gained
impressions facilitate creativity an formation of a new view of
life.
Being industrious, diligent and friendly those three
pillars help to achieve the goals set.
What is motherland, what the native land means,
one starts to especially acutely realize, being far away from it
for a lengthy time. May it sound as a paradox, but there namely,
being abroad, one becomes a patriot of his or her motherland.
Patriotism as a moral category forms depending on
circumstances and time, in which one lives. During the war the
patriotism of our grandfathers was to defend the motherland,
without begrudging your life. For me the notion of patriotism
means to work and once again to work for the well-being of my
motherland.
Kazakhstan transits to Western models of
organizing and funding the science. And here there are many
issues unresolved. The most vulnerable spot of organizing
science is implementation of projects. I would like to have
an opportunity to take part in resolving problems, related to
implementation of scientific projects, especially those that girls
and young women work on
I see the future of Kazakhstan to be prosperous and
affluent.

very informative and crazily interesting.
Not only I obtained the first-class education, but also
situations. Besides, a made many friends. Also, studying abroad
is a good chance to set the professional contacts, I have friends,
that work in similar research institutes of Russia, we share our
experience in the professional sphere.
My personal experience shows, that you have to believe in
yourself, and communicate with people that motivate you. Never
despond in case of failures. Never be afraid to take a risk. You
have to do good to people.

Patriotism to me is not only a love to the country,
where you were born; to me it is when you demonstrate your love
to your motherland not only by words, but by deeds as well.
In our academy there were traditional Tymyrazevka
peoples days, when students from various countries arranged
cultural events and introductory presentations on their countries
and cultures. They told about their traditions and customs. And,
of course, we, the students from Kazakhstan, did not stay aside
of it.
Abroad, each student in a multinational environment is
viewed as an ambassador of his or her country. And I believe,
that often the students namely create a positive image of their
country abroad.
Kazakhstan will develop as the country growing
strong, unified and sustainable. Our economy develops
quite rapidly. By the opinion of experts, economical reforms,
implemented in Kazakhstan are ones of the most successful
among CIS countries. In the future I imagine Kazakhstan as the
regional transportation-logistics and tourism hub, we have the
necessary conditions for this. Also Kazakhstan will enhance and
strengthen its positions at the global arena.

Studying abroad opens up broad opportunities for obtaining


the modern knowledge and for acquiring the practical experience.
As a graduate of a foreign educational institution I can note, that for
me personally studying gave an opportunity to implement modern
management tools in organizations and companies I worked and
continue to work in.
I am grateful to the President for paternal attitude to the destinies of
future generations, for the opportunity given to young talents to manifest
themselves in striving to the betterment, to develop the ability of broad
thinking, to make a contribution to development of a civilized society.
For achieving the goals, I believe, first of all such a quality is
necessary, as string will, ability to move forward despite of all barriers.
Second, one has to have large-scale thinking and to understand his or

her goal well. At the same time, while imagining your goal clearly, it is
necessary to understand, whether the whole work is worth of this goal.
And if everything comes together, one has to work unremittingly. Only
after this, I believe, achieving certain results is possible.
About myself I can say, that sticking to those three principles, I am
able to achieve results quite fast.

directions in industrialization of the country. At that moment our country


lacked an organization, that would unite service company, that would
bring the problems of this sector to the attention of state bodies and
of public, and that would facilitate increasing of Kazakhstani content
through various event. In 2011, initiating the creation of a Association
of legal entities titled Union of Service Companies of Kazakhstan I set
a goal of creation of one of leading platforms in the country, facilitating
formation of joint ventures, transfer of technologies and localization of
manufacturing.
On the other hand, one of the main problems, that if face as a head
of the company is lack of competent cadre with international education,

that could take part in the process of nationalization of cadre, gradually


replacing the foreign experts by the local ones. I intend to actively work
in this direction and to put the maximum of my efforts as the head of the
Union and as a businessman.
While working as a state servant, I was lucky to take part
in bringing the new methods of management into Kazakhstan, such as
state-private partnership in 2005, implementation of zero technology
method in 2006, and also bringing in the foreign investments in the
frames of work in the Investment Committee.
Now, with great pleasure I am involved into industrialization of
Kazakhstan economy, in part of creation of joint ventures. I managed to
make one of the leading Australian companies in the sphere of industrial
service interested in creating a joint venture to work in the West of
Kazakhstan.
Accordingly, for me patriotism is a transfer of advanced
technologies, teaching the local cadre, industrialization of the country.
I see Kazakhstan as a regional leader, one of growth hubs of
Eurasian continent, besides, I see Kazakhstan as the exporter of highly
technological services. The example for me is Norway, which, 40 years
ago doing just the export of fish, nowadays is one of the global leaders in
terms of export of highly technological services.
The main thing for me is that Kazakhstan should not only borrow
those technologies, but also in the future become one of sources, one
of centers of invention of such technologies.

opportunity to obtain education abroad, in
one of the best universities of the world. The study process itself gave me invaluable knowledge and experience. Now, in my work, I try to use everything I learned,
to bring in new practices and principles, to implement innovations and to share my knowledge with those around
me.
Being goal-oriented and having a desire to improve myself helped me, urged me to become a true
professional in what I do. It was not easy to get the Bolshak scholarship, it was even harder to study abroad.
But now I feel, that all efforts did not go in vain. Knowledge and experience, that I gained during studying allow
to put in practice plans and dreams.
While studying abroad, I was dreaming, that
Kazkahstan will be recognized and respected all over
the world. And I see, that while time passes, the situation
improves, and we are being recognized better. But I believe, that Kazakhstan can achieve more at the international arena, in economics and politics. For this there is a
demand for knowledgeable, highly educated specialists,
being able to worthy represent the interests of our country abroad. I believe, that Bolashak program creates an
excellent foundation for reaching those achievements in
the future.
In general, in Kazakhstan, each sphere faces
a deficit of well-prepared cadre, able to properly
work and create values. But to my mind education and
science deserve to get a first rank. Education and science are key spheres of our future development. Developing namely education and science may give us the
necessary competitive advantage.
When you live and study in a foreign country,
the word patriotism acquires a completely new meaning. I learned to value what we have: culture, traditions,
history. I realized, that it is culture namely, that makes us
different from other countries and ethnicities. For the society to be strong and successful, we need a true patriotism, which is expressed in specific actions and deeds of
each citizen.
Many of my classmates were surprised, that
after completion of my studies I so badly wanted to come
back to Kazakhstan. But it was not just me, almost all our
guys were eager to come back home. I think this is because we believe in the future of our country, it needs us,
needs our energy, knowledge and experience. We may
realize ourselves, use our talents and knowledge. Now,
witnessing how rapidly our country develops, what kind
of an educated youth we have, I see a great future for our
country. But for this we all need to work well.

ithin the period of study in Rochester Technology


Institute (New York, USA) I not only obtained a modern education, but also made new friends from different
countries of the world, got acquainted with their history an culture. My
special attention was drawn to how people treat the one around them
and what attention is paid to the disabled people. In my university there
were students having problems with eyesight and hearing. But all students were equal, there was no discrimination in abilities, in age in
anything! For instance one of my classmates was a women of 65. In
Rochester Technology Institute the all conditions are created, so that
students could obtain a quality education. My stay in USA gave me an
understanding, that one has to study continuously, in spite of everything, because the most important is desire to do so. It is necessary to
improve oneself, to develop unyieldingly!
Desire, skills and luck those three elements form success. Unfortunately, we can not manage luck, but skills and desires
are under our control. I believe, it is necessary to build up the quantity
and quality of your desires. One has to be insatiable in his or her striving, but not to wealth and luxuries, not to false objectives, but namely
to knowledge and to continuous development. It is namely my desire
to learn new things and my acute curiosity, that help me to reach the
goals I set. I am confident, that my most important achievements are
yet ahead!
I am the member of the Board of Association of Bolashak program graduates. Throughout many years our association
is involved into various social projects. The most significant project
was translating the Cars 2 animated film of Disney company into
Kazakh. I took part in it myself. This was a very interesting experience.
This month one more blockbuster is going to see the world in Kazakh
language - Men in Black 3, the actors of which also started speaking
Kazakh with the support from our Association. In the frames of Association I would also to take part not only in translating the text but also
in sound dubbing of a character.
The notion of patriotism was brought inside of me from
the time I was born. To love, to value and to respect my people, my
land, their history and culture is the cornerstone of my worldview.
I sensed my patriotism very acutely when I went to study abroad to
USA. America is a multiethnic country, and there often we were taken
for Japanese, Chinese, or Russians because of knowledge of Russian language. Few of Americans knew, that Kazakhstan takes the 9th
place in the world in terms of territory size, and that our subsoil wealth
contains the whole Periodic Table. I believed that it is my duty to make
the people around me familiar with the culture of Kazakh people, for
this I brought national traditional costumes and various souvenirs to
USA. Also I treated my classmates with tasty home-made kazy and
with black caviar from Caspian sea. Within the years spent in USA my
love to my native land grew even stronger. We formed the Kazakhstani
Students Association, which won several football cups, and took prizes in an annual cultural festival among students; we organized celebrations of Nauryz and of Independence Day of the RK. Knowledge of
language and patriotism go hand in hand, and, therefore, we felt sorry
about our compatriots, that didnt know Kazakh it is the language,
namely, that serves for self-identification of the nation without it they
were simply lost in the crowd.
A beautiful future is waiting for Kazakhstan. Kazakhstan will become a country with equal opportunities for all citizens of
our state. We will be leaders not only among CIS countries, but also
throughout the whole continent of Eurasia. The main thing is to believe
and to strive to reaching the goal set.

Has Sanat

Yassenka Tukan-Vaillant
est une peintre et une sculptrice prime de renomme
mondiale. C'est un personnage public, elle est exceptionnellement belle, en particulier dans sa cration. Sa
premire exposition person
nelle a eu lieu en 1974 la

galerie "lapidaire" Zagreb.

Depuis il y en a eu plus d'une
centaine dans presque toutes
les rgions du monde. En mai
de cette anne elle exposera
ses oeuvres Paris. De l'avis des critiques les plus exigeants
les travaux de Yassenka respirent la pure posie et offrent la
beaut et l'harmonie laquelle nous aspirons tous.
Il est difficile d'imaginer comment une seule personne
peut faire seule toutes ces oeuvres: de belles tapisseries, des

peintures, des filigranes composs selon


des mthodes anciennes sur du papier japonais. Chaque oeuvre semble vivre avec
un caractre unique.
Les ateliers de Yassenka se trouvent
Paris, Varsovie et Beyrouth et aussi Astana o travaille son mari (celui-ci est diplomate - note de l'Auteur). Durant toute
une journe elle ne cesse pas de travailler- elle ne quitte pas son mtier tisser ou
bien elle fabrique la main , dans la loggia
de son appartement , le papier compos
d'corces d'arbres de Kozo et en y ajoutant
des feuilles et des ptales de fleurs et un
mlange de fragments de fils de soie. La
production de tapisseries, de sculptures
et de papiers faits main, tout cela exige
beaucoup de travail physique et une tention motionnelle incroyable.
En plus de la cration, Madame Toukan-Vaillant s'intresse aux parties du
monde o le destin de la vie la conduit:
les coles d'art pour les enfants qui ont
perdu leurs parents pendant la guerre et
sont rests orphelins; les enfants rfugis
issus de familles dfavorisees. Ce faisant
elle reoit le soutien d'organisations nongouvenementales et internationales sans
compter le Haut commisssariat pour les
rfugis .Ainsi l'anne dernire Astana
elle a ouvert une cole d'art analogue.
Pour son fructueux travail dans ce
domaine l'UNICEF a dcern Yassenka
Tukan-Vaillant le titre d'ambassadrice de

bonne volont. Aujoud'hui la vie de l'artiste circule entre Paris,


Varsovie, Beyrouth, Zagreb et Astana.
Yassenka, avez vous le temps de dormir?..
Et bien sr- elle sourit timidement- mais peu (4 5 sur
une chelle de 6)..
Et vous ne voulez pas vous reposer un peu, vous allongez sur une plage, vous offrir mme des soins de massages, des
spas?..
Yassenka me regarde avec un vident tonnement comme
si je disais quelque chose d'inappropri.
Que dites-vous ? Je n'ai pas le temps pour de telles choses!
Mon travail est mon seul repos, il remplace tout!
Dites, s'il vous plat, qu'est-ce que l'art pour vous? Qu'estce qui vous inspire pour crer de nouvelles toiles?
C'est sans doute une des questions des plus discutes de
toute l'histoire de la pense .
Pour moi, l'art est une impression visuelle, impressions de
couleurs, de formes, de lumires et d'ombres travers nos
cinq sens physiques. Les impressions arranges par l'artiste
dans un ordre, une composition des faon simple, d'autre
extrmement sophistiqus (je n'arrive pas comprendre ta
phrase)
Vous vous souvenez , on c'est trouv chez vous il y a un
an, autour de lectures des vos pomes et de ceux de Natalia
Vorobyeva , C'est galement de l'art, donc nous avons tous ses
impressions sensorielles travers l'oreille, lil.
La crativit est un des moyens de s'amliorer. Que vous
enseigne la crativit? Que vous apporte-t-elle dans votre dveloppement personnel?
Oui , je vais au bout des choses, est-ce que c'est le perfectionnisme dans mes crations, je ne sais pas. L'association de
matires diffrentes, l'articulation entre papiers, tapisseries et
sculptures, c'est un parallle, un rapprochement dides sur
des sujets diffrents. J'essaye de coordonner.
Qu'entrevoyez-vous dans votre mission entant qu'ambassadrice de bonne volont de l'ONU?
De plus en plus les enfants sont enrls de force comme
soldats, travailleurs ou serviteurs, d'autre sont prostitus, en
plus de subir des violences physiques et sexuelles et d'tre exploits. La protection des enfants est indispensable! Chaque
l'enfantes a le droit d'avoir une enfance. LUNICEF est l'organisation internationale fonction humanitaire avec pour
mission principale de dfendre les droits des enfants, d'aider
rpondre leurs besoins essentiels et protger leur droits .
Je travaille depuis 20 ans avec les enfants c'est ma deuxime passion.
Qu'est -ce que vous apprciez le plus chez les gens?
L'amiti...C'est un oasis de paix et de srnit, car elle
nous procure cette merveille use sensation de nous savoir
compris. La vritable amiti ne s'achte pas, ne se trafique pas,
elle est le rsultat d'une combinaison de facteurs heureux.
Vous avez de la chance d'interagir troitement avec les enfants dans diffrents pays. Pensez- vous qu'il y a une diffrence
significative entre les enfants de diffrents pays et de diffrents
continents, ou pensez-vous que tous les enfants dans le monde
sont pareils? On croit que tous les enfants ont du talent, car
dans l'enfance nous dessinons tous, mais on ne sait pas pourquoi
tous nous ne devenons pas des artistes. Pourquoi, qu'en pensezvous?

Tous les es enfantes de la terre appartiennent la


mme famille biologique: l'espce
humaine. Donc tous pareils, mais chacun entre eux
est unique, avec des cultures diffrentes, des cheveux diffrent, de la peau, forme du visage, faons de vivre...
Beaucoup denfants dessinent, ils dessinent avant
d'apprendre l'criture. Aprs, les enfants les plus motivs et les plus talentueux continuent dessiner. J'ai eu des
leves, aujourdhui diplms de lacadmie des Beaux Arts
qui ont commenc l'age de 7 ans suivre les cours chez
moi. Les enfants dous pour l'art, on les reconnait tout
de suite.
Avez-vous un rve trs cher, aim, secret, que vous ne
pouvez pas raliser pour l'instant, mais que vous esprez
un jour?..
Oui , il y a beaucoup de choses que je n'ai pas encore
pu raliser. Je passe beaucoup d'heures dans mon atelier
et souvent la nuit, mais ce n'est pas suffisan . Les journes
sont trop courtes pour faire tout ce que je voudrai et tout
de suite.
Le printemps, c'est le temps des espoirs, des plans nouveaux et des ides. Quelles cordes de votre me commencentelles sonner le plus fortement ce moment de l'anne?
Quels sont les projets pour vous-mme pour l'anne 2012?
C'est la saison que je prfre, mais le travail est mon
quotidien et n'est pas li avec les saisons. Au cours des
deux dernires annes j'ai eu plusieurs grandes expositions personnelles, dont une au Muse d'art contemporain Astana en 2O1O, au muse d'art moderne de Sofia
en Bulgarie en 2011, au muse d'Etat Kasteev Almaty

Paris la Galerie du Montparnasse dans le 14me.

Quel est votre credo de vie?
Ma devise est: "Rester droit dans mes convictions".
Ce n'est pas la premire anne que vous vivez au
Kazakhstan, aussi vous avez pu dja faire la connaissance de nos coutumes et de mieux connatre notre
peuple. Quelles sont parmi nos traditions celles qui suscitent chez vous un intrt particulier?
Oui, vous avez de belles traditions. Je respecte la
culture nationale des pays.
Les jeux et les ftes, ils font souvet rfrence
l'histoire. Par exemple, le Nouvel an-"Naouriz" avec
l'arrive du printemps. Le plat que vous mangez pendant ces ftes comprend 7 lments essentiels: l'eau,
la viande, le sel, l'huile, le bl et l'ail qui symbolise le
bonheur, la chance, la sant, la sagesse, la richesse, la
croissance, la protection du ciel.
P.S. Quel est le parcours final de Mme ToucanVaillant? Est-ce-que Yassenka peut vraiment cesser
sa course vitale? Probablement pas. Je pense qu'elle
offrira toujours gnreusement et gracieusement ses
productions artistiques inpuisables de l'me divine
tous ceux qui sont touchs par le contact avec elle
et avec sa crativit car elle produit partout la vie o
le sort l'a jete.

n April 22-25 in Astana, on the basis of Miras


International School the 6th annual International
Conference of International Baccalaureate Schools
Association of CIS countries The Strategy of Future took
place. The conference was attended by more than 130 delegates
of schools of this Association, by leading experts in the sphere
of education by representatives of Ministry of Education
and Science of the RK, by International Baccalaureate (IB)
organizations, and by various educational organizations and
schools of our capital.
The purpose of annual conferences of the Association is advancement of International Baccalaureate programs, sharing the
experience in the frames of integration of local and international education for improvement and modernization of educational systems of
CIS countries.
Selecting Kazakhstan for holding this conference of Association
was not accidental. Indeed, Kazakhstan namely became the first state
of post-soviet area, officially legalizing the status of an international
school, and schools of Nursultan Nazarbayev Educational Foundation became the first ones that acquired this status.
During three days heads of schools, program coordinators and
teachers from Moscow, Perm, Samara, Toliyatti, Baku, Vladivostok,
Yerevan, Kogalym, Krasnoyarsk, Ulyanovsk, Almaty and Astana were
discussing problems of continuity of programs of elementary, basic,
and senior degrees of education, development of multilingual education and intercultural understanding and interaction, assessment of
performance of school by international organizations and many other
issues. In the frames of the conference the participants considered

issues of interrelation and development of International Baccalaureate programs for elementary, basic and senior levels of education as
well as the professional development of international school teachers.
Miras schools shared with their colleagues their work experience on forming the system of development of academic programs
and on monitoring their efficiency, on organizing the research activity of students and assessment of the level of their achievements.
School teachers presented for discussion principles of constructing
the system of educational work at all levels of education, issues of
theory and practice of preparation of school to the inspection visits
on the international programs being implemented.
During the conference delegates had a chance to attend an
exhibition which depicted equipment, textbooks, and manuals for
schools implementing international programs, as well as developments and achievements of schools of Association.
Adopting the strategy of development for AIBS for the years
2012-2016 became an important outcome of the conference.
