The article presents the study of particular features inherent in the process administrative detention of
juvenile offenders, viewing the latter as special subjects of administrative liability. The practice of
administrative detention conducted by law-enforcement bodies is also given special analysis. On the basis of
given analysis the author suggests different ways of improvement of the legal regulation.

Attention is drawn to the law and confirmed by law enforcement practices should limit the right to freedom of
expression and media, the abuse of that right. Concludes on the need for objective criteria for qualification of a
person as an abuse of the right to freedom of speech.

The article clarified the reasons for growth in Russia the number of lawsuits regarding the recognition of
citizens as incapable. Concluded that it is caused by an increase in the number of illegal judgments. Explains
why the illegality of the judgments is largely due to the imperfection of the Russian Civil Code. Suggests
measures to improve the Art. 29 and Art. 30 of the Russian Civil Code.
