Democracy and Regional Disparity.

complex of prolems related to the functioning of democratic procedures in large

states is analyzed in the article. Pointing to the fact that such states are inevitaly
characterized, to greater or lesser degree, regional disparity, the author demon
strates direct relationship between the size of country and its aptitude for quick
economic development under the conditions of democracy, since in situation of
regional disparity, democratic procedures tend to hamper innovatiory activity. As the
author stresses, it is in countries with transitory economy that this tendency proves
particularly apparent, forming threat to their unity.

Revealing Democracy Anew (1).

ln his article that we are presenting in Russian translation, J .J.Stuhr, US scholar,

analyzes the essence and meaning of democracy, as well as the challenges it faces
nowadays. I n the first part pulished in this issue, the author, way of developing
the ideas of J. Dewey, well-known American philosopher, substantiates broad inter
pretation of democracy, discussing not so much its capacity as form of government,
as its meaning as way of life. Following Dewey, he points out that democratic gov
ernment is but means to realize democratic purposes in the life of individuals and
in social relations, and it is therefore not of absolute, but of instrumental value.
Hence his conclusion to inadmissibllity of lindly imitating once efficient institutions
and practices which, as he stresses, are to each time estimated anew, in pre
paredness to tackle, if necessary, their reorganization. Furthermore, the author notes
that democracy as way of life is an ethical concept, an ideal ; he views idealization
as the first step towards the realization of democracy.

"New World Order": the Methodology of Analysis.

The author rates as characteristic feature of most of the modern conceptions of

new world order, eschatological element whose appearance, he holds, is attributale
to specific tinge of world outlook, which usually emerges in "on-the brink" or "on
the-eve" situations. 1 n his appraisal of availale models of new world order, he stress
es that many of them are based on ideas and theses which are not theoretical y
founded and politically relevant. Among these he rates the postulates of pole-domi
nated structure of the forthcoming world order, of its capitalist foundation, and of
the U nited States' global leadership. ln the major part of the article, the author thor
oughly investigates the terminological chain: "order" - "social order" - "poli tical

order" - "world political order" , and, in the Conclusion, describes the most IIkely
parameters of world arrangement that might take shape in the time to come. With
resort to the apophatic method, he describes such arrangement as "poleless" , resti ng

on foundations not identical to post-classical capitalism, and poorly connected w1th
liberal ideas. ln the author's opinion, new world order will characterized
heightened dynamism of changes, which wi\1 require equally dynamic change of the
algorithms of regulating them.

Environment and Development, held in 1 992 in Rio de Janeiro. The author's fi d
ing is that the policy of the \eading world powers, primarily of the U SA, - po\Jcy
subord inated to tl1e interests of free market - is at variance with the declared tasks

of bettering the quality of Jife for \1 mankind. The purposes of stale development
are, nevertheless, achievale, A.B.Veber argues, but their realization requires con
centrated joint efforts to made govemments, business, and civil society organ
izations. I n t his context, the idea of Global social contract, which was put forward

The lnternet- Space: Pre-Modernity Condition?

The author offers new conception of investigating the political in the Intemet as
anticipation of future society. Postmodemism, in the author's opinion, is the only
trend in political philosophy, which adequately describes both modem political real
ity and political virtuality of the I ntemet. As for pre-modemity condition in this con
text, it means priority of the present as related to the past and of the future as relat
ed to the present, i.e., in sense, negation of history or reversa1 of the time arrow.
In the Modemity society of our age, of which the main and constant characteristic
is change, the task of studying the past (i.e., in fact, the main task of political sci
ence) is substituted for ana1ysis of the future in its manifestations in the present.
The vector of the deve1opments, the author holds, is unamblguously definite, it is
being verbalized intellectua1s, promoted business, and is verified govem
ments, it implies rep1acement of ideology, raising of the efficiency of socio-political
processes and approximation of the world to the " idea1 of M odemity" - the
Internet. Such process, in point of fact, is the project of second Modemity.

of the Power's Socia1 Address) .

The author deems it pressing necessity that new mode1 of socia1 stratification
e1aborated, apt to reflect specific features of sociums which have been deve1oping
under economic, ideologica1 and politica1 conditions other than those in the West.
formu1ates his own hypothesis supposed to exp1ain specificity of the Russian sys
tem of the power socia1 support organization. According to this hypothesis, the
power in Russia has for its base certain part of the population, which has no clear
