The EU-Russia Technology Centre is a project, jointly funded by the European
Commission and the Russian Authorities. Its aim is to promote new and advanced
energy technologies and to facilitate the attraction of investment financing for priority projects involving new technologies in the energy sector in Russia. The Centre
is operated by a consortium of EU and Russian companies in the framework of the
ongoing EU-Russia Energy Dialogue.
This publication is produced by the consortium member INTERSOLARCENTER
with the support of the EUROPEAN COMMISSION, Directorate-General for Energy

The EU-Russia Summit held in Brussels in October 2001 established important guidelines for the practical implementation of the strategic partnership between the Union and Russia by, amongst others,
stepping up the Energy dialogue. The dialogue moved in early 2003 into a cooperation implementation
phase with the preparation of projects that have been identified as being of strong mutual interest.
For the success of the energy dialogue, it is essential to establish the necessary conditions to encourage
investment and technology transfer in Russias energy sector. To promote energy technology cooperation an EU-Russia Technology Centre was inaugurated in Moscow on 05.11.2002. The Centre will also
contribute towards the mutual recognition of technical norms and standards in the energy field.
Energy Globe Award . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . 4
As in the previous two years, Energy Globe Award attracted public attention to the importance of sustainable energy production and use. Energy Globe Award is organized by the O.Oe.Energirsparverband,
a regional energy body from Austria. The winners were selected from over 1300 entries from different
countries. The 2002 Energy Globe Awards were made in four categories: companies, transport, and
communities, private and public initiatives, building and housing. In addition this year saw a special
award, The Water Globe 2002.
Tradable Renewable Energy Certificate Know-how and Initiatives Network (TRECKIN). . . . . . . . . . . . . . 8
The TRECKIN (Tradable Renewable Energy Certificates Know-how and Initiatives Network) project,
partly financed by the European Commission under the Fifth Framework Programme, aims to facilitate
and stimulate initiatives in the field of Tradable Renewable Certificates (TRECs). TRECKIN will collect,
analyse and disseminate knowhow being gained from TREC initiatives in the EU and around the world,
in order to inform governments about how best to design TREC systems and to inform the private sector about trading opportunities. Several key players in Russia, including government departments, electricity producers and potential demand side purchasers have expressed their will to support the creation
of certificate system within the country.
European Green Electricity Network (EUGENE) New Energy Certificate System . . . . . . . . . . . . . . . . . . 12
Liberalization of electricity markets in Europe has given many consumers the opportunity to choose their
supplier. Over 1.5 million consumers across Europe have signed up to green electricity tariffs. But consumers need to be assured that a decision to purchase green power really does benefit the environment.
EUGENE (European Green Electricity Network), an international standard for green electricity, aims to
guarantee this.
Using of Renewable Energy Sources in Siberia and Far East of Russia
for Improvement of the Environment . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . 14
Russia has huge potential of renewable energy sources. Using of these ecologically friendly sources
could improve the environment. It is economically viable to use this potential in remote areas of Siberia
and Far East. Tradable Renewable Energy Certificate Know-how and Initiatives Network could help in
promotion of RESs in Russia.

prices and in an environmentally compatible way. European Commission DG for Energy and Transport initiates, coordinates and manages energy policy actions at transnational level in the fields of solid fuels, oil & gas, electricity, nuclear
energy, renewable energy sources and the efficient use of energy. The most important actions concern maintaining and
enhancing security of energy supply and international cooperation, strengthening the integrity of energy markets and
promoting sustainable development in the energy field.
A central policy instrument is its support and promotion of energy research, technological development and demonstration (RTD), principally through the ENERGIE sub-programme (jointly managed with DG Research) within the
theme Energy, Environment & Sustainable Development under the European Unions Fifth Framework Programme
for RTD. This contributes to sustainable development by focusing on key activities crucial for social well-being and economic competitiveness in Europe.
Other DG for Energy and Transport managed programmes such as SAVE, ALTENER and SYNERGY focus on accelerating the market uptake of cleaner and more efficient energy systems through legal, administrative, promotional and
structural change measures on a trans-regional basis. As part of the wider Energy Framework Programme, they logically complement and reinforce the impacts of ENERGIE.
