Precizări metodologice
Indicele preţurilor de consum este un indicator de
evaluare, care caracterizează şi furnizează o estimare a
evoluţiei de ansamblu a preţurilor la mărfurile cumpă-
rate şi a tarifelor la serviciile utilizate de către populaţie
pentru satisfacerea necesităţilor de trai într-o anumită
perioadă (denumită perioadă curentă) faţă de o perioa-
dă fixă (denumită perioadă de bază).
Calculul indicelui se efectuează în baza structurii
cheltuielilor gospodăriilor şi a preţurilor înregistrate la
1200 mărfuri şi servicii reprezentative în toate formele
de comerţ şi prestări de servicii, în 900 de puncte
amplasate în 8 oraşe ale ţării.
În calculul acestui indice se iau în considerare numai
elementele care intră în consumul populaţiei (exclu-
zând autoconsumul de bunuri şi servicii din producţia
proprie a gospodăriei familiale; cheltuielile în formă de
impozite, taxe, amenzi, dobînzi plătite la credite, rate de
asigurare şi altele).
Nomenclatorul produselor alimentare, nealimenta-
re şi al serviciilor, pentru care se înregistrează preţurile
şi tarifele, include mărfurile şi serviciile cu cea mai mare
pondere în cheltuielile de consum ale populaţiei, astfel
încât schimbarea preţurilor acestora să reflecte evoluţia
preţurilor grupei din care ele fac parte.
Indicele preţurilor producţiei industriale de-
termină evoluţia preţurilor la produsele industriale la
primul nivel de comercializare (fără taxa pe valoarea
adăugată şi accize). Indicele se calculează lunar, în baza
observărilor statistice ale preţurilor la produsele-sorti-
ment reprezentative prezentate de către întreprinderi
industriale incluse în eșantion.
Cercetarea preţurilor produselor este bazată pe
Nomenclatorul produselor industriale PRODMOLD-
(lista 2013), armonizat la standardul european
PRODCOM, lista 2013.
Indicele preţurilor la producţia agricolă vândută
de gospodăriile agricole se calculează în baza preţu-
rilor medii efective, stabilite la producţia vândută în
anul de raport, în procente faţă de anul precedent.
Indicele preţurilor în construcţii se calculează
prin agregarea indicilor preţurilor la lucrările de con-
strucţii-montaj şi indicilor preţurilor la maşini şi utilaje.
Indicii valorii unitare ai comerţului exterior ca-
racterizează variaţia valorii exporturilor şi importurilor
în baza schimbării preţurilor, în timp ce volumele fizice
rămân neschimbate. Calcularea indicilor valorii unita-
re se efectuează în baza datelor obţinute din decla-
raţiile vamale atât pe total exporturi şi importuri, cât
şi separat, pentru fiecare marfă şi grup de mărfuri. În
mărfurile alese pentru calcul (mărfuri reprezentative)
se includ toate mărfurile omogene din Nomenclatura
Combinată a Mărfurilor, codificate la nivel de 9 simbo-
luri, cu informaţii disponibile asupra cantităţii şi costu-
lui, prezente atât în perioada de raport, cât şi în peri-
oada de bază. Drept bază pentru calcularea indicilor
valorii unitare se ia anul precedent.

Методологические пояснения
Индекс потpебительских цен является оце-
ночным показателем, хаpактеpизующим измене-
ния общего уpовня цен на товаpы и услуги, пpиоб-
pетаемые, используемые или оплачиваемые насе-
лением для удовлетвоpения своих потpебностей
за указанный пеpиод (называемый текущим) по
сpавнению с установленным пеpиодом (называе-
мым базисным).
Расчет индексов пpоизводится на базе стpук-
туpы pасходов домашних хозяйств и регистрации
цен на 1200 товаров (услуг)-представителей во
всех формах торговли и сферы услуг, в 900 пунктах
8 городов страны.
При расчете данного индекса берутся во вни-
мание только элементы, входящие в потребление
населением (исключая потребление продуктов
питания и услуг, производимых в семье; расходы на
налоги, штрафы, страховые взносы и т.д.).
Список пpодовольственных и непpодоволь-
ственных товаpов и услуг, на котоpые pегистpиpу-
ются цены и таpифы, включает товары и услуги с
наибольшим удельным весом в потpебительских
расходах населения, т.о. изменение этих цен вли-
яет на изменение цен группы товаров, в которую
они входят.
Индекс цен промышленной пpодукции опpеде-
ляет динамику цен на пpомышленную пpодукцию
на пеpвом этапе продаж (без налога на добавочную
стоимость и акцизов). Индекс рассчитывается
ежемесячно на основе статистических наблюде-
ний цен репрезентативного ассортимента про-
дуктов для промышленных предприятий включен-

ных в выборку.
Наблюдение цен на товары основано на Номен-
клатуре промышленных товаров ПРОДМОЛД (спи-
сок 2013), гармонизированной с европейским стан-
дартом PRODCOM, список 2013 года.
Индекс цен на пpодукцию сельского хозяй-
ства, pеализуемую сельскохозяйственными пред-
приятиями, рассчитывается на основе сpедних
фактических цен, сложившихся на пpодукцию, пpо-
данную по различным каналам в отчетном году, в
процентах к предыдущему году.
Индекс цен в стpоительстве рассчитывается
путем агрегирования индексов цен на строитель-
но-монтажные работы и индексов цен на машины
и оборудование.
Methodological notes
Consumer Price Index is an estimative indicator,
which characterizes the general trends of the prices for
purchased goods and the tariffs for services used by the
population, in order to satisfy their needs over a certain
period of time (current period) in comparison to a fixed
period (base period).
The calculation of indices is based on the structure
of households expenditures and the prices recorded for
1200 goods and services, representative in all forms of
trade and services provided, in 900 centres of 8 cities of
the country.
For the calculation of the given index, there are taken
into consideration only the elements included in the po-
pulation consumption (excluding the own consumption
of goods and services; expenditures for taxes, fires, inte-
rest rates, securities and other).
The list of foodstuff and non-foodstuff products and
services, for which the prices and tariffs are registered,
includes the goods and services with the highest weight
in the consumption expenditures of the population, thus
the change of their prices would reflect the trend of the
group prices, to which they belong.
Price Index for industrial production determines
the trend of prices for industrial production at the first
stage of shipping (without value added tax and excises).
The index is calculated monthly, based on statistical re-
cords of prices for representative products-assortment

ней торговли характеризуют изменение сто-
имости экспорта и импорта за счет изменения
цен, при этом физические объемы остаются не-
изменными. Расчет индексов стоимости единицы
товара производится на основе данных таможен-
ных деклараций как в целом по экспорту и импор-
ту, так и по каждой товарной группе и товару в
отдельности. К товарам, отбираемым для рас-
чета (товарам-представителям), относятся все
однородные товары с девятизначными кодами
Комбинированной Товарной Номенклатуры, имею-
щие данные о количестве и стоимости, присут-
ствующие как в отчетном, так и в базисном пери-
одах. Базой для расчета индексов стоимости еди-
ницы товара является предыдущий год.

The research of product prices is based on the

Price Index for agricultural production, sold by
agricultural enterprises, is calculated based on effective
average prices, set up for the production, sold during the
reporting year, in percentage to the previous year.
Price Index in construction is calculated by aggre-
gating the price indices for the construction-assembly
works and the price indices for machinery and equip-
ment.
Unit value Indices of external trade characterize
the changes in value of exports and imports based on the
changes of prices, while the volumes are the same. The cal-
culation of unit value indices is based on the data obtai-
ned from custom declarations for total exports and im-
ports, and separately for every good, group of goods. The
goods selected for the calculations (representative goods)
include all homogenous commodities codified according
to the Combined Nomenclature of Goods, at the 9-digit
level, with the information available on quantity and
cost, for the reporting and for the base period. The base
period for the calculation of unit value indices is conside-
red the previous year.
