As part of the income tax, firms that develop innovative technologies will be
able to benefit from accelerated depreciation of fixed assets. It is also planned to
extend the list of scientific funds, the receipt of targeted funds from which is not
subject to income tax. The government will determine the list of such funds.
In addition, which will be especially relevant for small companies is that the
bill extends the list of expenses by the amount of which enterprises applying the
simplified tax regime can reduce the tax base. It is proposed to add the costs of
patenting and NIOKR.
According to Deputy Finance Minister Sergei Shatalov, the amended bill will
be come allow if it proved who was appointed the official representative of the
government, when considering the draft law in the state Duma and the Federation
Council, the introduction of additional tax incentives in the field of innovation means
that businesses will receive additional tax preferences of almost 3 billion rubles.
According to the proposal of the Ministry of Finance, if the amendments are
successfully passed through the upper and lower chambers, they can enter into force
as early as January 1, 2008. However, entrepreneurs are quite skeptical about the
