Telus and Bell Network: Introduction

In 2007 Telus and Bell decided individually to investigate their respective wireless network
evolution

Telus and Bell decided to cooperate on technology and vendor selection with a clear
migration path towards LTE in future

In Q2 2008 the technology selection resulted in UMTS/HSPA and vendor selection resulted in
Huawei deploying about 70% of the UTRAN while vendor N deploying the rest of the UTRAN.

From Executive level at Bell and Telus the decision about using RAN sharing was made
Huawei promoted the MORAN capability deployed in Vodafone Spain

Eventually the decision to use MOCN was made


Probably because MOCN is a 3GPP feature and the fact that MOCN has a higher spectrum
efficiency than the MORAN feature

Huawei enables a best-in-class solution to deploy multi-carrier solutions with the DBS3900
product line

The HSPA technology shall evolve into HSPA+ Phase 1 and Phase 2 and finally towards LTE

Both Telus and Bell planned to deploy private cells co- exisited with MOCN cells

Multiple PLMN List
A concern is to display the other operator network name in the display of their own UE
Example: Bell UE displaying Telus Network name or vice versa
Telus addressed the risk of Non-Supporting UEs not able to decode the Master Information Block (MIB) properly when the Multiple
PLMN List IE is included
Both Telus and Bell will test in their respective lab with a number of existing UEs built on different platforms
Telus initiated usage of a Non-Specific PLMN as a Common PLMN for the entire MOCN macro network
Due to the risk for problems with Non-Supporting UEs then Telus pushed for only using the Non-Specific Common PLMN
But Bell disagree on the subject

Network Name in the UE display
Both Telus and Bell have agreed to use Bell proposal.
Using a Non-Specific Common PLMN will move the responsibility of operator selection from the
Non-Supporting UE to the RNC
Important for roaming UEs seen from a business perspective (assumption is that majority of UEs
will be Non-Supporting UEs)
For Telus UEs, the USIM card will show Telus network for both the Telus PLMN and the Nonspecific Common PLMN
For Bell UEs, the USIM card will show Bell network for both the Bell PLMN and the Nonspecific Common PLMN
For roaming UEs the NITZ function (TS22.042) is used for transfer of network name to the
UE for display
If the UE supports NITZ then the display will show correct name
If not then the UE decides what to display

Operator Selection Function

Telus and Bell requested a Proportional Operator Selection Function which could be reconfigured during regular network operation
Initial weights should be 50/50

Huawei originally implemented a Round-Robin Operator Selection Function


Which was rejected by both Telus and Bell

Huawei R&D suggested the Default PLMN Operator Selection Function


Eventually accepted by both Telus and Bell

Major portion of feedback and questions were related to understanding Cell and PLMN selection in the UE
Due to disagreement between Telus and Bell on Cell Broadcast Information both operators conducted deep investigations
of Operator Selection Function behavior
A major concern was to include the Redirect Flag properly to avoid any roaming UEs to leave
the MOCN network in favor of competitor network (Rogers)
Clarification of Emergency Calls
Clarification of any possible handling of faulty UEs selecting wrong PLMN or faulty indication
of selected PLMN
