Are we well aware and familiar with the activity and the role of the former State Security
Services (SSS)? In the period 1990 - 2010 there can be pointed out hundreds of publications and a
variety of more detailed studies on the topic. Almost all of them, however, deal with various acts of
the SSS and mainly the involvement of SSS structures in separate repressions or crimes1. A number
of memoir books with authors, former SSS key officials or operative workers represent separate
interest2. There also exist publications containing individual State Security Service documents3 as
well as a limited number of researches offering a common understanding of the SSS4.
The main reason for the lack of a more systematic approach to investigating the work of the
18 SSS is the serious problem regarding access to the SSS archives during the transition period. In
view of the above the knowledge of its role during the totalitarian regime, as kept in the information
archives, has yet not been illuminated in its entirety and full depth.
It is necessary to mention the short period of access to the SSS archives (1997-2001), pre-
ceded and followed by periods of „frozen“ access (1990-1997 and 2001-2006). Existing restrictions

Both books, however, have made use of a limited volume of archive materials. The first study is based on archive
documents, selected not by the authors, but instead by the Ministry of the Interior’s Information and Archive Directorate.
Minister of the Interior at that time was Georgi Petkanov, known for imposing a restrictive regime on the access to the
SSS archive in the Ministry of the Interior, who subsequently lost a court battle over his refusal to grant access to the
archive at the Supreme Administrative Court in 2004. At the time the File Act was revoked by the majority of the NDSV
(National Movement Simeon II) and DPS (Movement for Rights and Freedoms) with the support of BSP (April
2002). In his preface Momchil Metodiev, the author of the second study, indicates that it is based on the
archive documents made accessible at that point of time, i.e. during that period there were still
restrictions being imposed on certain SSS archive funds.
were illustrated by the fact, that in the period 1990-2007 the former First Main Directorate of State
Security (the foreign intelligence) archives were completely closed for researchers and not a single
document was disclosed5. The archives of the former military counter-intelligence and the intelli-
gence services of the Bulgarian National Armed Forces (BNA) have not yet been subject to an in-
depth study as well.
The fact stands that during the transition period not a single researcher was granted access to
the vast volume of SSS archive materials, scattered around different state institutions after the year
1990. Restricted access to the SSS archives has in turn led to a limited perception of the SSS
activity in society. It was only days before Bulgaria’s accession to the European Union that a change 19
was brought to the conjunctural and inconsistent state policy regarding the SSS archive inheritance.
This happened with the adoption of the Access and Disclosure of the Documents and Announcing
Affiliation of Bulgarian Citizens to the State Security and the Intelligence Services of the Bulgarian
National Armed Forces Act, voted by the Bulgarian Parliament with an unprecedented political
consensus6.
One of the main objectives of the new act is the creation of a centralized SSS documents
archive, with the new Files Committee consolidating all archive materials, exercising direct moni-
toring as well as providing access to them7. The Committee for Disclosing of the Documents and
Announcing Affiliation of Bulgarian Citizens to the State Security and the Intelligence Services of
the Bulgarian National Army, selected in 2007, adopts and applies in practice the Files Act, thus
marking the beginning of transparency and more open access to the SSS documentary inheritance.
This independent state body has initiated another of its main activities, conferred by the new
act, i.e. „to engage in research work, publish documents, organize seminars, conferences and exhi-

Following the meeting of the Internal Committee with the civil advocates this philosophy has been
adopted and developed in the Files Act, voted by the parliament in December 2006.

of records.
The main objective of this collection is to lift the curtain on the organization, the internal SSS
operating mechanisms, and their evolution through the years of the totalitarian regime. The pub-
lished documents cover three major aspects: (1) general structure of the State Security Services; (2)
creation, expansion and control of the agent apparatus; and (3) operational reporting, introducing
the internal operational system governing the functioning of the State Security bodies. Whereas
some research works have covered the questions of the SSS structure, the two latter aspects have
20 not been subject to detailed studies. The documents published in this collection clearly demonstrate
the key importance of the agent apparatus and the operational report for the functioning of the SSS.
Following a systematic and thorough study of the former SSS main archive funds, there were
discovered and selected the key documents under the above listed three major aspects. The archive
materials reflect SSS activities in the period 1947-1989. They include top secret instructions, ordi-
nances of the Minister of the Interior and secret decisions of the Politburo of the CC of the BCP
(Political Bureau of the Central Committee of the Bulgarian Communist Party) and the Secretariat
of the Central Committee9. The „main guidelines“ adopted by these party decisions applied both to
the work of separate structures and the SSS as a whole. The party documents are kept at the Central
Archive Fund and for the first time collected in one publication. Their inclusion in the collection is
important, because it illustrates two key facts: (1) SSS dependence on the supreme party leadership;
and (2) its direct subordination to the General Secretary of the CC of the BCP. This is confirmed by
the published documents for the period 1950-1954, when Valko Chervenkov was the leader of the
party, and the Stalin model was imposed on the functioning of the special services in Bulgaria.
Even more distinctive was the SSS dependency under the first party leader Todor Zhivkov
(1956-1989)10. An example of his determination to exercise direct control over the SSS was the act
of separation of the SSS from the Ministry of the Interior and the creation of the Committee for
State Security under the Council of Ministers in 1965, following the attempt at a military coup led
by Ivan Todorov-Gorunya in the same year, when Zhivkov was also the Prime Minister.
Determination to use control as a means of ensuring power is also evident with the change in
the main guidelines for the activity of the Ministry of the Interior, which led to removing the prohi-
bition on opening operational files on party members by the SSS in 1965. The direct subordination
of the SSS to the party leader reached its height after the adoption of the Decree for the activity of
the SSS by the supreme party leadership in 1974. It established that „The State Security Services
carry out their activities under the leadership and control of the CC of the BCP, the Politburo and the

First Secretary of the CC of the BCP respectively.“11 To a large extend the key party documents
related to the SSS were products of copying the Soviet experience in the development of the repres-
sive apparatus12.
The materials, relevant to the agent apparatus, reflect the ambition of both the BCP’s su-
preme party leadership and the SSS to expand the agents’ network and improve its effectiveness
and control.
The documents on operational reporting disclose the main modus operandi, mechanisms and
methods, through which the SSS aimed at achieving an ever increasing control over society.

This phototype edition comprises archive materials published in a chronological order. In the
research process there were discovered a significant volume of documents, tracing the develop-
ment of the structure, the agents’ apparatus and the operational reporting of the SSS. Due to its
limited volume, the present collection does not include all of these documents. They will, however,
be included in an electronic edition of the collection, which will be realized by the Files Committee
at a later stage, and subsequently published online.
