List the sources and books about the tribes on the territory of Kazakhstan in
antiquity, the Middle Ages.
English version: To learn about events in a certain period of time, we study the
“traces” left by ancient ancestors.
And studying history, events that occurred on the territory of Kazakhstan, researchers
read many ancient books in order to find information about the past steppes of
modern Kazakhstan. I will talk about the results of these research.
A lot of important information is contained in Chinese dynastic chronicles. For
example, information about the ancient period of the history of Kazakhstan is
available in the information of Zhang Qian, in “Shi Ji” (“Historical Notes”) and
SIMA Qian, in “Qian Hanshu”.
You can also say about the works of the ancient Greek historian Herodotus
("History") and the geographer Strabo ("Geography"). Their works contain
information about the Saka and Turkic tribes living in the steppes of Kazakhstan in
ancient times.
In the history of Kazakhstan, the main information is given by the Turkic inscriptions
- Bilge and Kultegin Kagans -8 in A.D. (A.D. – Latin designation of Our era).
In addition, we can say about the works of the Arab Historian Ibn al-Fakih. Also the
history of the formation of the Kazakh Khanate - is represented in the works of
Muhammad Haidar Dulati "Tarikh-i-Rashidi", in the “Notes of the Bukhara guest"
Ibn Ruzbikhan, in the "Collection of chronicles" Kadyrgali Jalairi.

There are material and written sources for the study of history. Material sources are
associated with the study of monuments: human settlements, tools. Written sources
appeared much later. Persian, Greek, Latin, Arab, Chinese, and Turkic-speaking
authors wrote about the inhabitants of the settlements on proto-Kazakh territory
(ancient history).
- “Avesta” - the earliest written source of the period of Zoroaster,
dates from the end of II- beginning of I thousand B.C. (B.C. – before Christ)
- “Behustin inscription” of Darius 1 (552-486 B.C.) is Persian cuneiform writing.
- “History” of Herodotus As a the father of historical science dated by 430-424 B.C.
- “Geography” of Strabo appeared of in 64 B.C.-24 B.C.
- A lot of information was given by Syya Qiang- a Chinese historian of chronology
145-86 B.C, who wrote “Shi ji” (Historical records).
In the history of Kazakhstan, the main information is given by the Turkic inscriptions
- Bilge and Kultegin Kagans -8 in A.D. (A.D. – Latin designation of Our era).
Information on medieval history can be obtained by:
-Arab historian Ibn al-Fakih - 10th century
-Plano Carpini - traveler, Marco Polo, William Rubruk.
The main information on the period of the formation of the Kazakh Khanate was
written by Muhammad Khaidar Dulati (1500-1551) in “Tarikh-i-rashidi”, Ibn
Ruzbihan “Notes of the Bukhara guest” (16 c.), “Collection of annals” of Kadyrgali
Jalair (17c).
A great contribution to the history of Kazakhstan was made by Russian scientists-
researchers: P.S. Pallas, N.I. Bichugin, Veliaminov-Zernov, etc.
A number of historical works are presented by representatives of the Kazakh
intelligentsia: A. Bokeikhanov, S. Kudaymendy-uly, Tynyshpayev. Asfendiyarov, the
first professor - Kazakh - the author of “History of Kazakhstan since ancient times”,
the work was published in 1935.
The historian Bekmakhanov presented the “History of the Kazakh Soviet Socialist
Republic” in 1943 (with Pankratova A., Vyatkin M., Druzhinin I., who were
evacuated to Kazakhstan during the Great Patriotic War). In 1952, Bekmakhanov was
arrested for the monograph “Kazakhstan in the 20-40s of the XIX century”, dedicated
to the uprising of K. Kasymov.

3. What do you know about the socio-economic situation in Kazakhstan in the early
20th century and migration of Russian and other peasants to the Kazakh lands from
central Russia.
English version: The beginning of the XX century was marked by the aggravation of
social contradictions in the Russian Empire, the strengthening of colonial policy in
Kazakhstan, especially agrarian. The migration movement has become much more
active. The territory of Kazakhstan was divided into resettlement areas: Turgay, Ural,
Semipalatinsk, Syrdarya, Semirechensk, Akmolipsky. Resettlement agencies were
created, which were supposed to identify "surplus" land for the creation of
a"resettlement Fund". Each Kazakh family had the right to use 15 tithes of land, and
the rest of the land was transferred to the public land Fund. Of course, this was
destructive for the nomadic economy. Also on the territory of Kazakhstan were
Cossack troops: Orenburg, Ural, Siberian, Semirechensk, by the beginning of the
twentieth century, their number was one milyun eleven thousand people, and they
occupied 15.6 million hectares of land.
The migration movement increased, if from 1895 to 1905 294,296 people moved to
the steppe regions of Kazakhstan, then from 1906 to 1910 more than 770 thousand
people. As a result, if in 1893-1905 4 million desyatins of land were withdrawn from
the Kazakhs, in 1906-1912 - more than 17 million desyatins, and in total by 1917
more than 45 million desyatins were withdrawn.
4. Tell about the features of the development of industry in the Kazakh land and its
colonial character. Transport. Trade. European capital penetration.
English version: Having diversified the industry, the Republic then began to
implement measures to transfer the national economy to peaceful tracks and
significantly increase the production of civilian products. The volume of capital
investment in the national economy in just one year of the fourth five-year plan
almost doubled the costs in 1941-1945, including 1.2 times for industry. There was a
restructuring of technological processes, equipment adjustment, major repairs of
machines and entire production units. New forms of industrial relations between
enterprises were established. Many of them switched to a new specialty or returned to
the previous one. Heavy industry enterprises were built. The range of consumer
goods, food production expanded, and their quality improved. Realizing this,
Kazakhstan has managed to take the first steps to restore and fully strengthen trade
and economic ties. Today, Kazakhstan has a connection-using all types of modern
transport (rail, road, air) - with China and can practically transport goods from Europe
and Asia to any point in China and the countries of Southeast Asia. Open sea
communication with Iran, mixed (rail) - with Turkey. Russian entrepreneurs bought
up the richest deposits from the local Kazakh population for a song. So, in the 40s of
the XIX century, merchants N. Ushakov and A. Ryazanov bought the Karaganda coal
deposits from the local population. They also bought the Uspenskoye copper Deposit,
the districts of Zhezkazgan and the Spassko-Voskresensk copper mine. By the
beginning of the XX century, most of the mining enterprises were in the hands of
foreign entrepreneurs. The tsarist government gave free access to foreign
entrepreneurs to develop deposits. Russian merchants did not have enough experience
and modern technical means to work. They have had difficulties in the
implementation of the finished product. Russian officials often sided with foreign
entrepreneurs, as they received a certain amount of money for their patronage. As a
rule, foreigners were random people. They were teachers, butchers, small traders, and
translators. Without their own capital, they received loans from Western banks.
Having bought up local mines and mines for a song, they very quickly paid off with
banks due to the sale of cheap Kazakh raw materials. As a result, due to predatory
exploitation, the mines and mines fell into disrepair. The equipment was practically
not updated. Raw materials went beyond the borders of Kazakhstan. In 1904, the rich
deposits of non-ferrous ores of Ridder and Zyrya-novsk were acquired by the
Austrians. In 1906, the joint-stock company Atbasar copper mines" was established in
London, which actively bought up the Zhezkazgan mines. This company also bought
iron mines, lime quarries, and coal deposits in the Baikonur region.
5. Formation of the Kazakh intellectual elite: social composition, education,
activity. Qarqaraly petition
English version: Qarqaraly petition. One of the most meaningful petitions filed by the
colonial authorities was QQarkaralinsk petition. The petition was drawn up in 1905 at
the Congress of Kazakh nobility near Qarkaralinsk on Koyandy-Botov fair. It was
signed by 42 influential Kazakh of the Qarkarala district of Semipalatinsk region. It
was composed in Omsk, then forwarded to Qarkaralinsk, and June 22, 1905 sent to
the Tsar. In drawing up the petition actively conducted by A.Bukeyhanov,
A.Baytursynov, Zh.Akbaev, T.Nurekenov and others. The main content of the
petition consisted in the requirement to allow Kazakhs to the State Duma.
Karkaralinsk petition had several options, and the best reflects the Kazakhs problems
early XX century. Petition, addressed to the Minister of Internal Affairs, translated
into Russian by T.Nurekenov. It consisted of 47 items. Copies of Karkaralinsk
petition to the Tsar were sent to editors of Russian newspapers. The petition asked to
solve religious issues, education and justice, land issues.
Kazakhs, who since ancient times respected education and science. Now they
willingly sent their children to study in secular schools, without ceasing at the same
time to give attention and support to the mektebs and madrassas. Enlightenment has
become the leading direction of socio-political thought of the Kazakh society in the
second half of the 19th century. As a result, we can say that the formation of the
intelligentsia of Kazakhstan in the period from the 19th to the present. The 20th
century was ambiguous, it was a complex phenomenon. The national intelligentsia
woke up the great steppe like Call of M. Dulatov: “Oyan, Kazakh!” (Wake up,
Kazakh!)
6. Tell about the influence of Jadidism educational ideas. The interaction of the
intellectual elite of the Turkic-Muslim peoples and the Russian Empire.
English version: Modern researchers of the history of Kazakhstan often assess
jadidism as an Islamic phenomenon, a religious-renewal reform movement that
emerged at the turn of the XIX-early XX centuries. It is based on the introduction of a
number of secular subjects in Muslim schools and a new method of teaching reading.
The jadids also advocated teaching in schools in the national language, for the reform
of Islam and its adaptation to the bourgeois development of the region, for limiting
the influence of the clergy on education, for the development of national art and
literature, and for equal rights for women.
There are several reasons for the emergence of jadidism. As you know, the General
crisis of the Islamic world began in the XVIII century. At this time, there was a
phenomenon of the rebirth of Sufism as the spiritual basis of human self-actualization.
The widespread spread of the ideology of jadidism in Kazakhstan contributed to the
strengthening of contacts between various representatives of the intelligentsia of the
Turkic peoples of Russia and their active inclusion in the civilizational processes of
society at the turn of two centuries. The end of the XIX - beginning of the XX
centuries is a time of increasing cultural interaction of the Turkic-speaking peoples,
especially the Volga Ural region and Western Kazakhstan. This was reflected in the
development of the national movement among the Turkic-speaking peoples. The
reform of Muslim education, religion and everyday life put forward by the jadids and
the demand to develop national culture served, in the end, as a means of spiritual
affirmation and ideological justification of the Turkic peoples.
Polish uprising in 1863, strengthening the process of "leave" the Tatars from
Christianity religion, the emergence of new trends in contemporary Muslim
community led to the fact that during this period, Islam is seen by the government as a
dangerous force for the most autocratic power. In this regard, it intensified missionary
activities. The actions of the authorities manifested the desire to crush the Orenburg
muftiat with the aim of weakening its impact on the Muslims, spread the influence of
the Tatar mullahs in the eastern regions of the Empire, to make the Muslim clergy
more dependent on the imperial administration by introducing educational and other
qualifications.
To the orbit of the ideological struggle involved a school. The state attempts to put the
educational system of the Muslim peoples. Traditionally schools were under the
control of the Muslim communities. Empire decided to keep educational centers
under the control of the Ministry of Education. Also representatives of the Tatar
bourgeoisie ban to do business and to own real estate in the Central Asian regions, the
establishment of restrictions for the Muslims to teach in state schools and the
occupation of posts in local government explaining by Religious motives
Islam was in this position till the beginning of XX century. When aggravation of The
revolutionary situation at that time forced the government to make some liberalization
of domestic policy. In 1904 it was signed the Tsar’s decree "On improvement of the
designs to the state order ...", according to them changed views to "to the non-
Orthodox and heterodox confessions."
In 1905 were adopted 2 documents. Regulation of 17 April 1905 became the
significant document for Muslims. It declared the principle of religious tolerance.
According to this document is not allowed forcible retention in the faith, as well as
the transition to Islam should not have been prosecuted. The next was Manifesto of
October 17, 1905, which declared the basic civil liberties, including freedom of
conscience. These and other legal acts, starring many of the existing restrictions for
the Muslims, reflecting a process of gradual reorientation of Russian society and the
state of the legal system on the principles of bourgeois right-centered individual
freedom. However, the process by 1917 has not been completed.
In the early XIX century religious and political reaction of Muslims of Russia took
two main forms: religious revivalism and reformism. And the Muslim community
needs in the social and economic renewal not so much religious and moral rebirth.
Dzhadidizm as one of the main tendencies of the Muslim reformist served this
purpose in the second half of XIX- beginning of the XX century . Emerged as the
reform of the religious education system, it was originally designed to perform
broader tasks that go far beyond the system: Russian Muslim community was in need
of new value orientations. The old Muslim school gave knowledge, consisting of
religious and moral values, which are considered to be eternal and self-sufficient. The
old madrassa paid little attention to other forms of knowledgein.
Dzhadidist’s schools were designed to make great efforts to connect modern
(including Western) knowledge and Islamic culture, to introduce modern science in
Islamic knowledge. This meant the introduction of elements of the secular model of
perception of the world based on the principles of rationality.
The formation of the ideology of the national liberation movement began with a
reference to the national culture and the revival of interest in the national language, to
fostering a sense of patriotism and formation of national consciousness, which were
put forward as the main factor in the formation of the nation.
In the second half of the XIX century culture and education of Muslims of Russia
developed under the dominant influence of Islam, but gradually acquire and secular
components.
7. The Kazakh steppe during the First World War. The national liberation uprising
in 1916.
English version: The first world war began in the summer of 1914. In Russia, the war
that began was considered by many to be just, liberating, and Patriotic. However, the
ongoing war increased tension in society and contributed to the deepening of its
confrontation with the authorities. The events of the summer and autumn of 1915: the
heavy defeat at the front, the withdrawal from Galicia and Poland, the surrender of
parts of the Baltic States and Belarus led to a clear internal political crisis. The
mobilization of the national economy, carried out by the efforts of the government
and the entire society, created the prerequisites for further successful conduct of the
war. However, failures at the front required new resources, both human and material.
The shortage of labor has created a crisis in many sectors of the economy.
The economy of Kazakhstan also suffered heavily during the war years. Taxes have
increased by 3-4 times, in some cases by 15 times. A special war tax was introduced.
The Kazakh population was charged with "voluntary fees", compulsory subscription
to the state loan, only about 10 different types of fees and duties. The seizure of land
from the Kazakh population continued, clothing, livestock and food products were
requisitioned for the needs of the war, and transport was forcibly mobilized to
transport military goods (mainly bread) to railway stations. During the three years of
the war, 70 thousand horses, 12.7 thousand camels, and more than 13 thousand yurts
were exported from the Turkestan region alone. Under the guise of helping the
families of the mobilized, labor conscription was introduced, i.e. Kazakhs as labor
had to plow, sow and harvest in the resettlement village. The Kazakh economy
suffered huge damage, estimated in millions of rubles. The area of cultivated land,
both Kazakh and migrant, was reduced, resulting in a sharp increase in the price of
bread. The tsarist administration artificially incited interethnic strife, putting forward
chauvinistic slogans, and armed the tops of the displaced population.
Stubbornly fighting against eviction from their lands, the Kazakh sharua did not fulfill
the requirements of either tsarist officials or volost administrators and aul elders,
refusing to pay taxes, taxes , and collect funds for the needs of the war. During the
war, the actions of displaced peasants against officials, taxes and duties also
increased. During the war, the situation of workers in cities and industrial enterprises
deteriorated sharply. In the first days of the war, the tsarist government imposed "a
state of emergency in all regions of Kazakhstan, according to which meetings, strikes,
strikes were prohibited, and correspondence was censored. Discontent grew in all
segments of the population.
In 1914, Russia entered the First world war. The war has led to a crisis in all spheres
of the economy and worsened the already difficult situation of the people. Cattle were
taken from the Steppe in large numbers at forced prices. Taxes increased, and a
military tax was introduced. Colonial oppression pushed the masses to revolt.
The reason for the uprising was the recruitment of Kazakhs for rear work. According
to the Tsar's decree of June 25, 1916, all male able-bodied population aged 19 to 43
years was subject to recruitment for work on the construction of defensive structures
in the front line. The tsarist government wanted to free some of the Russian soldiers
and workers from the rear work, replacing them with "requisitioned foreigners" as a
more submissive and cheap labor force. In total, according to preliminary estimates,
500 thousand people were to be mobilized in Turkestan and the Steppe region.
101 years ago, in 1917, the First All-Kazakhstan Congress was held in Orenburg,
which brought together representatives of the Kazakh intelligentsia from Turgai,
Uralsk, Semey, Akmola, Fergana, Zhetysu, Syrdarya regions and the Bukey Horde.
At that meeting, it was decided to establish the "Alash" party, which was the herald of
freedom.
At the time of the fall of the tsarist government and the split in the country, the
Alashors did not want to waste time. Thus, in July-August 1917, the First All-
Kazakhstan Kurultai was convened and the party "Alash" appeared on the stage of
history. The national position of the Alash party is based on five different
conclusions. Tursyn Zhurtbay describes the Kazakh issues raised at the congress as
follows: The first principle: land, land and land. There is no homeland without land.
According to Alikhan Bukeikhanov, “Land will not be given to private owners or
settlers until the Kazakhs have fully mastered the ancient Kazakh land on the basis of
science and technology! The second principle: all the wealth under the earth, above
and in the sky should serve the Kazakh state! The third principle: according to the
project of A. Bokeikhanov, "a handful of wool produced on Kazakh land should be
worn as a textile on the citizens of that country", that is, to strive for full economic
independence and unity! The fourth goal: in the Kazakh state, the state-building
nation must have the dominance of language, religion, mentality, that is, according to
H. Dosmukhamedov, "the dominance of national culture must be preserved"! Fifth,
the ultimate goal was to create a national-democratic state on the model of Japan,
based on an independent science, law based on national customs and traditions. The
first All-Kazakhstan Congress, which brought the Alash party to the stage of history,
can be considered as an important step taken by the Kazakh intelligentsia on the way
to becoming a state.
The party program: - the doors of educational institutions are open to anyone, free of
charge;
- general education; primary schools are taught in the native language;
- to open a secondary school, university in the Kazakh language;
- the educational path should be in the form of autonomy;
- government interference in education;
- mutual election of teachers and professors;
- It is said about the opening of libraries in the country.
- freedom to publish newspapers and books
болуы;
- жұртқа жалпы оқу жайлы; бастауыш мектептер ана тілінде оқылады;
- қазақ өз тілінде орта мектеп, университет ашуға;
- оқу жолы өз алдына автономия түрінде болуы;
- үкімет оқу ісіне кіріспеуі;
- мұғалімдер-профессорлар өзара сайлаумен қойылуы;
10. What do you know about The October overturn and the establishment of Soviet
power in Kazakhstan . The All-Kazakh Congress in December 1917.
October Revolution - 1917 A major socio-political and historical event took place on
October 25 (November 7) in Petrograd. Uprising И. It was carried out under the
leadership of the Bolshevik Party led by Lenin. It was attended by workers of
Petrograd, soldiers of the city garrison and sailors of the Baltic Fleet. On the evening
of the victory of the uprising, the Second All-Russian Congress of Soviets, which
opened in Petrograd, announced the overthrow of the Provisional Government and the
transfer of power throughout the country to the Soviets. In early November, the
Soviets won in Moscow, in the industrial center of the country, and soon spread to
other parts of the country, including Kazakhstan. The establishment of Soviet power
in Kazakhstan took a long time. At that time, Soviet power was mainly concentrated
in cities and other large settlements of the region. In most villages, Soviet rule lasted
until the outbreak of the civil war and even beyond.
Leaders of the Alash movement rejected the ideas of the October Revolution and the
Soviet government. The military governments of the Ural, Semirechye, Western
Siberia, and Orenburg Cossack armies in Kazakhstan opposed the establishment of
Soviet power. The victory of the Soviet government in Kazakhstan was largely due to
the soldiers of the local garrison, which united mainly representatives of the Slavic
peoples (primarily Russians and Ukrainians), and representatives of the impoverished
members of society, united in workers' and peasants' and peasants' councils.
In mid-November 1917, the Soviets won in Chernyaev (Shymkent). In November-
December, the Soviet government established a bloodless year of peace in Aulieata
(Taraz), Turkestan, Kazaly, Aral and other large settlements of the Syrdarya region.
The new government was established in Petropavlovsk on November 10.
From December 1917 to March 1918, Soviet power was established in the center of
the Turgai region and in the cities of Kostanay, Aktobe and other large settlements.
In Semipalatinsk, power passed to the local Soviet in mid-February 1918.
15. Muslim Bureau and Turk commission: the struggle for political power. The
Basmach movement.
The Musburo ("MUSLIM BUREAU") was the first local communist organization in
the Soviet Republic of Turkestan (1919-1920). It was established at the 1st Regional
Conference of Uzbek, Kazakh, Kyrgyz, Turkmen, Tajik and Karakalpak Communists
of the Turkestan SSR (Tashkent, 1919, May 24-30). Its organizer and chairman was
Turar Ryskulov. As an organization that protects the rights of the indigenous peoples
of Turkestan, the Musburo is committed to overcoming colonial oppression,
achieving national self-government, and building a Soviet state. was engaged in the
implementation of the tasks of participation in the management system.
Military Rev. of the Turkestan SSR. A Muslim political department was established
under the council. The Bureau has nominated its staff to senior positions in the
Republic of Turkestan. D. Nysanbayev, A. Zhankin, Zh. Batyrbekov , O. Zhandosov,
A. Rozybakiev, Zh. Baribayev actively involved. Fearing the Musburo's rise to
power, the Bolsheviks united all the communist organizations in the region. The peak
of T. Riskulov's political activity falls on the beginning of 1920. Like a candle that
burns brightly before dying out, the Muslim Bureau also held its last conference.
Here decisions were made that were supposed to radically change the new history of
Turkestan. It is a pity that after some time these decisions were ignored by the Turkic
Commission and the national communists were persecuted. The bureau's members
have been falsely accused of being members of the anti-communist opposition,
known as Pan-Turkism and "Ryskulovism.
Basmachism (from the Turkic Basmak - attack, attack), an armed counter-
revolutionary nationalist movement in Central Asia in 1917-26. It was a form of the
class struggle of the feudal lords, beys, kulaks, mullahs, the national bourgeoisie
against the Soviet regime. They were supported and directed by the British and
American interventionists, the reactionary circles of Turkey, China, Afghanistan, as
well as the Russian White Guards. Pan-Islamism, Pan-Turkism, and bourgeois
nationalism were the ideological basis of Byelorussia. The immediate leaders of
Byelorussia are the counter-revolutionary organizations Shura-i-Islam, Ulema, Alash,
and others. Having created in 1917 the counter-revolutionary “Kokand Autonomous
Government” (see “Kokand Autonomy”), these organizations formed bands of
Basmachi and began an armed struggle against the Soviet authorities with the aim of
separating Turkestan from Soviet Russia
16. The formation of the Bolshevik regime in Kazakhstan. Land and water reforms
in Kazakhstan. New Economic Policy (NEP) in Kazakhstan.
As a result of the civil war, industrial production fell to 20% of its 1914 level, and
agricultural production fell by half. The bulk of the population of Kazakhstan - 4
million 359 817 people out of 4 781 263 of the total population lived in rural areas.
The devastation, the gratuitous confiscation of grain and livestock from the
population, led to a series of uprisings against Soviet power in the Kustanai,
Petropavlovsk, and Zaisan districts. Such a policy could not fail to cause protest
among the population.
In 1920-1922, a wave of protests against Soviet power swept across the republic. At
the 10th Congress of the RCP (B), held in 1921, a decision was made to switch to the
New Economic Policy or NEP. The essence of the NEP was to replace the surplus
appropriation tax in kind, which would help raise agriculture.
Since 1923, the situation in the economy began to level out. This was also facilitated
by the fact that from 1922 in industry the lease of means of production began to be
allowed, foreign capital was attracted, and concessions arose. The NEP led to the
complete legalization of private trade and the rapid recovery of the domestic market.
A major role in the revival of agriculture was played by the land and water reform
carried out in the early 1920s. The purpose of these reforms was to eliminate the
consequences of the colonial policy of tsarism in the agrarian sphere.
On February 2, 1921, a decree was adopted on the return of the plots to the Kazakhs
that had not been occupied by immigrants by 1917. On April 19, 1921, according to a
new decree, the Kazakhs were returned to the lands on the left bank of the Urals and
along the Irtysh. In general, the NEP achieved its main tasks in Kazakhstan -
overcoming the economic crisis, restoring communication between industrial cities
and aul and the countryside, preserving the social base of Soviet power.

18. Stalin repressions and their consequences. Political distrust and the forced
deportation of peoples to Kazakhstan.
Political repression began immediately after the October Revolution of 1917. The
victims of repression were not only active political opponents of the Bolsheviks, but
also those who simply did not agree with their policies. Stalinism has always tried to
deprive the peoples of our country of their historical past. Wonderful monuments of
antiquity, unique buildings were destroyed, temples and churches were blown up, and
warehouses, garages, prisons were set up in other churches. The views of ardent
atheists were forcibly imposed on the people. Many cities have lost their originality,
there was a massive renaming of streets, squares, cities. All this cut off the roots of
the past, deprived the country of history, and therefore individuality. At the climax of
the Stalinist repressions, the "Great Terror" of 1937-38, 2.5 million arrests were made
in the USSR, and in the period from 1921 to 1953, 800 thousand people were shot for
political reasons. This figure is so impressive that it no longer matters much that until
now there have been talks about 20 million arrested and 7 million shot.
In total, more than 3 million people were deported to the USSR during the years of
mass repressions. The places of their special settlements were the regions of the
North, Siberia, the Urals, Central Asia and Kazakhstan. But the territory of
Kazakhstan turned out to be the most populated by special settlers, and in this case it
was comparable only with Siberia. The report of the President of the Republic of
Kazakhstan N. Nazarbayev at the IV session of the Assembly of the Peoples of
Kazakhstan named the figure of 1 million 200 thousand deported. Thus, 38% of
Germans, 83% of Chechens and Ingush, 59% of Koreans, 58% of Karachais, 55% of
Balkars, 76% of Greeks, 62% of Kurds, etc. were forcibly resettled and placed in
Kazakhstan. The deportees were resettled in almost all regions of Kazakhstan, with
this was followed by the following setting.
19. Positions of the Kazakh public figures on the issue of industrialization.
Features of industrialization in Kazakhstan.
Philip Isaevich Goloshchekin argued that the village “did not feel the breath of
October”, “what happened in our country before the fall of 1925 could be called the
prehistory of Kazakhstan and its party organization.” Goloschekin's course met with
serious resistance in Kazakhstan. Then he decided to write a letter to J.V. Stalin,
where he outlined the essence of the line of the Bureau of the Regional Committee of
the Party. JV Stalin gave a short but very definite answer: Goloshchekin's policy is
"the only correct policy."
Reasonable voices of local party, Soviet, economic cadres about the need to revise the
colonial structure of the region's economy in the course of industrialization, primarily
in industry (S. Sadvakasov, Zh.Mynbaev, etc.), were qualified by F. Goloschekin, I.
Kuramysov and their associates as a manifestation of local nationalism. Appeals of
some economists from planning bodies about the rate of industrialization
corresponding to the level of development of productive forces, the availability of
labor resources, were considered a manifestation of great power chauvinism.
The restoration of industry in the republic in 1926 was not completed and lagged
behind the all-Union level. This process dragged on here until 1927. However, it
should be remembered that the pre-war, albeit extremely low, level was reached. The
industry of Kazakhstan was very poorly developed, the leading place in it belonged to
the production of consumer goods. The centers of large and heavy industry still had
to be created. The development of underground resources required a comprehensive
arrangement of these places: the construction of new railways and highways, workers'
settlements, new cities, the search for water supply sources, etc.
In search of funds for industrialization, the state imposed an unequal exchange on the
peasant, offering to sell agricultural products at prices almost half below the market
rate. It is clear that under such directively specified conditions, the peasants who had
stocks of grain lost all incentives to sell it. Faced with the reluctance of the peasantry
to donate agricultural products for nothing, the state put it in conditions: either
delivery of products in established volumes and prices, or repression. As a result, for
the period from October 1928 to December 1929, 56,498 people were brought to
administrative and criminal responsibility, 277 people were sentenced to death.
20. The policy of Sovietization as a destruction of the traditional Kazakh society.
Confiscation of Bay farms and its political and economic consequences. The forced
transition of nomadic and semi-nomadic Kazakh farms to sedentary.
Goloshchekin, becoming the head of the regional party organization, chose the course
of "Sovietization of the aul" National leaders (T. Ryskulov) were recalled to the
Central Committee of the CPSU (b). S. Sadvakasov, S. Seifullin, S. Khodzhanov, J.
Mynbaev were accused of nationalism. Respect for the representatives of the old
national intelligentsia was interpreted as approval of the anti-Soviet course of Alash
Orda, undermining the Soviet nationality policy.
Redistribution of hayfields and arable lands even more polarized the situation in the
aul. By order of I. Stalin, it was allowed to use emergency measures in the course of
grain procurement. F.I. Goloshchekin sent 4,800 representatives to the villages, 31
thousand peasants were subjected to repression, 277 peasants were shot.
In 1928, the decree of the Central Executive Committee and the Council of People's
Commissars of Kazakhstan "On the confiscation and eviction of the largest Bai
households and semi-feudal lords" determined the escalation of force pressure. It was
allowed to carry out confiscation, eviction from the areas of residence, because they
"by their property and social influence prevent the Sovietization of the aul." 657 bays
were evicted, 145 thousand heads of cattle were seized, agricultural equipment was
transferred to 877 collective farms.
The confiscation was just a dress rehearsal for the massive collectivization of
agriculture, which finally destroyed traditional economic relations in Kazakhstan.
During the years of the revolution "from above" the number of farms decreased by
490 thousand, and the number of aul-rural population - by 2.6 million. 27 But it is
impossible to determine the moral and material losses suffered by the Kazakh people
in the 20-30s
As part of the settlement, cattle-breeding townships were created, into which auls
were driven from a large territory. This led to the fact that the cattle, collected in one
place, began to perish from lack of fodder, as well as the disorder of the economy of
the vast majority of the Kazakh peasantry.
The chairman of the Council of People's Commissars of the republic U. Isaev
informed Stalin about the plight of the Kazakh population in his letter, in which he
pointed out that mass migrations to other regions and republics were increasing, the
situation of the Kazakh people was very difficult, people were dying of hunger and
epidemics, representatives of local authorities were silent about shortcomings,
embellish the actual position of the Kazakh population. Letters to Stalin and to
government bodies were written not only by individual officials, representatives of
the Kazakh intellectual elite, but also by ordinary people. The so-called "letter of
five" prominent Kazakhstani cultural figures occupies a special place in the history of
Kazakhstan. In the summer of 1932, G. Musrepov, M. Gataulin, M. Davletgaliev, E.
Altynbekov, K. Kuanyshev wrote a letter to Stalin about the plight in the Kazakh
steppe, in which Goloshchekin was accused of distorting the general line of the party
to carry out collectivization, of destroying the population's incentives for the
development of animal husbandry, which gave rise to an unwillingness to engage in
livestock raising.
But most of the overt proponents of this view have been victims of persecution.
Goloshchekin's power was growing, and in his speeches and reports he in every
possible way "exposed" those who had a different point of view. Moreover, innocent
members of their families were persecuted - wives, sisters, brothers, children
21. Methods and rates of collectivization. Violation of the principles of
voluntariness. The liquidation of kulak farms. "Letter of Five".
In December 1927, the 15th Congress of the All-Union Communist Party
(Bolsheviks), known as the Congress of Collectivization, took place. According to
his decisions, in a short time, by the spring of 1932, the country's agriculture was to
turn from individual to collective farm.
Collectivization was carried out by violent methods, forced rates without taking into
account the peculiarities of the life of the indigenous population. The plenum of the
Central Committee of the Communist Party of Kazakhstan in December 1929
discussed ways of implementing the decisions of the Plenum of the Central
Committee of the All-Union Communist Party of Bolsheviks and decided that a
necessary condition for carrying out the general line on collectivization is the
transition of nomads to a sedentary lifestyle.
Directly collectivization in Kazakhstan began in 1929. If in 1928 2% of all farms
were collectivized in Kazakhstan, then already on April 1, 1930 - 50.5%, and by
October 1931 - about 65%. A number of areas have blocked even these “shock”
rates; for example, in the Urals and Petropavlovsk districts, 7% of farms were
collectivized. By the beginning of autumn 1931, there were 78 districts (out of 122)
in the republic, where 70-100% of households were covered by collectivization.
Dekulakization.
In the countryside, two interrelated violent processes took place: the creation of
collective farms and dispossession of kulaks. The liquidation of kulak farms was
aimed primarily at providing the collective farms with a material base. Violation of
the principle of voluntariness and elementary legality in general from the very
beginning took on a widespread character. In the directives communicated to local
authorities, it was indicated that the proportion of liquidated kulak households in
relation to the total mass of farms should not exceed 3-5%. But in many areas, the
plan was often carried out so diligently that it actually exceeded two, or even three
times more than the established norm.
The forcible settling of pastoralists - nomads and semi-nomads, carried out during the
years of collectivization, became tragic for the Kazakhs. In 1930, 87,136 farms were
settled, in 1933 - 242,208. The mechanism of subsidence was understood in a very
simplified way: hundreds of farms were pulled together in one place, and then
stationary settlements were organized according to the type of villages. All this was
accompanied by violent collectivization, that is, the settled nomads and semi-nomads
were immediately registered in collective farms. At the same time, giant collective
farms were created, uniting hundreds of farms within a radius of 200 kilometers or
more. Collective farm farms, into which socialized cattle were driven, often
represented areas of the steppe, fenced with lassos, in which animals began to die.
The catastrophe struck in animal husbandry. On the eve of collectivization, there
were 40.5 million head of cattle in Kazakhstan, and as of January 1, 1933, there were
only about 4.5 million head.
In December 2012, in the Address of the Head of State to the people of the country,
the Development Strategy of the Republic of Kazakhstan until 2050 was presented. Its
main goal is to create a welfare society based on a strong state, developed economy
and opportunities for universal labor, Kazakhstan's entry into the thirty most
developed countries in the world.
To achieve this goal, the "Strategy" Kazakhstan-2050 "provides for the
implementation of seven long-term priorities:
1. The economic policy of the new course is an overarching economic pragmatism
based on the principles of profitability, return on investment and competitiveness.
2. Comprehensive support for entrepreneurship - the leading force of the national
economy.
3. New principles of social policy - social guarantees and personal responsibility.
4. Knowledge and professional skills are the key guidelines of the modern education
system, training and retraining of personnel.
5. Further strengthening of statehood and development of Kazakhstani democracy.
6. Consistent and predictable foreign policy - promoting national interests and
strengthening regional and global security.
7. New Kazakhstani patriotism is the basis for the success of our multinational and
multi-confessional society.
54. Tell about the December events of 1986 in Almaty and in other cities of the
republic and their true causes.
December events in Alma-Ata - performances of Kazakh youth that took place on
December 17-18, 1986 in Alma-Ata. According to the official version, the unrest
began because of the decision of the General Secretary of the CPSU Central
Committee M.S.Gorbachev to dismiss the first secretary of the Communist Party of
Kazakhstan Dinmukhamed Kunayev and replace him with Gennady Kolbin, who had
never worked in Kazakhstan before. Participants of the rally, which turned into mass
riots and carnage, demanded to appoint a representative of the indigenous population
to the post of head of the republic. Later, the unrest of Kazakh youth took place in
other cities and regions of Kazakhstan. The December events in Kazakhstan became
one of the first mass rallies in the USSR against the dictatorship of the center; later,
similar events took place in other national republics of the Soviet Union.
In modern Kazakhstan, events are viewed as an act of the Kazakh people's struggle
for independence, despite the fact that the protesters did not advocate the sovereignty
and independence of Kazakhstan, as well as for real democratization, it was only
about ensuring the Kazakhization of the leading personnel in the republic.
The deep reason for the conflict was the growing economic difficulties of the Soviet
system in the context of different ethno-demographic trends in the development of the
two main ethnic groups of the Kazakh SSR - Russians and Kazakhs - which led to an
increase in social and interethnic tensions. The birth rate of Kazakhs, especially in the
rural regions of the south of the country, continued to remain at a very high level,
while the infant mortality rate dropped significantly. The high natural growth of
Kazakhs led to the fact that representatives of the indigenous population left for cities
where competition for housing and jobs increased.
At the same time, in large cities, where there was a Russian majority, including Alma-
Ata, despite the announced process of indigenization, the implementation of the
Russification policy continued. Both Kazakhs and Russians were appointed to the
highest leadership positions, however, in addition to personal qualities, knowledge of
the Russian language was a mandatory requirement. At the same time, the
appointment of an ethnic Russian to leadership positions in Kazakhstan did not
require knowledge of the Kazakh language, even if it was appointed in a region
dominated by the Kazakh population. Discontent grew among the population.
Students S. A. Zhumadilov, A. I. Dzhumashev, K. R. Baibekov, R. A. Tokusheva
walked around a number of rooms and excited the students with their disagreement
with the decisions of the V Plenum. During the discussion, a proposal was made to
express their protest by going to Brezhnev Square. At the same time, their fellow
students A.D. Kanetov, B. Zh. Seytinbekov carried out inflammatory work in the
hostel No. 1 of the Institute of Foreign Languages, where they were actively
supported. On December 17, N.A.Nazarbayev, along with other officials of the
republic, spoke to a raging crowd, urging young people to return to their educational
and workplaces. However, the further development of the history of Kazakhstan, as
well as the later memoirs written during his presidency, force many political scientists
to put forward hypotheses about Nazarbayev's own participation in organizing the
riots. According to the data published in Kazakhstan, 8,500 people were detained by
law enforcement forces, more than 1,700 people were seriously injured, 5324 were
interrogated at the prosecutor's office, and 850 people were interrogated by the KGB.
900 people were subjected to administrative punishment, 1400 people were warned,
319 were dismissed from their jobs, 309 students were expelled from educational
institutions. 99 people were convicted in a criminal order (2 were sentenced to death),
among them 20-year-old K. Ryskulbekov, who later died in prison.
55. Explain the collapse of the Soviet Union: define the causes and consequences
on Kazakhstan. The formation of the Commonwealth of Independent States
(CIS).
I. Reasons for the collapse of the USSR
There is no common point of view among historians and politicians on what was the
main reason for the collapse of the USSR and on whether it was possible to prevent or
at least stop the process of the collapse of the USSR. There were, of course, several
reasons:
1. the authoritarian nature of the Soviet regime, persecution of the church, persecution
of dissidents by the KGB, forced collectivism, the rule of one ideology, a ban on
communication with abroad, censorship, the lack of free discussion of alternatives,
etc.
2. a crisis of confidence in the authorities, the growing discontent of the population
with the quality of life, interruptions in the supply of food, especially in the era of
Stagnation and Perestroika, shortages of the most essential goods, all kinds of bans
and restrictions, a constant lag in the standard of living from the developed countries
of the West;
3. growth of man-made disasters (air crashes, Chernobyl accident, crash of "Admiral
Nakhimov", gas explosions, etc.) and concealment of information about them;
4. unsuccessful attempts to reform the Soviet system, which led to stagnation and then
the collapse of the economy and political system;
5. Afghan war, cold war, continuous financial aid to the countries of the socialist
camp, development of the military-industrial complex to the detriment of other
spheres of the economy;
6. monocentrism of decision-making (Moscow), which led to ineffective
management, strengthening of centrifugal nationalist tendencies inherent in a
multinational country and manifested in the desire of individual peoples to
independently develop their culture and economy;
7. The decline in world oil prices, initiated by the American government, finally
shook the economy of the USSR.
Kazakhstan has a relatively large territory and at the same time has significant
reserves of natural resources, various mineral raw materials. Located between Russia
and China, the country has to pursue a balanced and balanced foreign policy. With the
collapse of the USSR, Kazakhstan inherited a large nuclear potential - the fourth most
powerful in the world. However, for the sake of peace, the country renounced nuclear
weapons. The United States became the first country to open an embassy in
Kazakhstan. After the proclamation of independence, Kazakhstan, among the 11
former republics of the USSR, signed a joint Declaration on the goals and principles
of the CIS, and then with five more - in Tashkent on May 15, 1992, the Collective
Security Treaty. On July 5, 1998, in Akmola, President Nazarbayev and Russian
President Boris Yeltsin signed an Agreement on Eternal Friendship and Cooperation
between Kazakhstan and Russia.
56. Analyze the Adoption of the “Law on Language” and its meaning.
The state language in the country is the Kazakh language. At the same time, Russian
language can be officially used in state organizations and local self-government
bodies on an equal basis with it. Knowledge of the Kazakh language is the duty of
every citizen, and the language itself is an important factor in the consolidation of
Kazakhstanis.
In the Law on Languages in the Kazakh SSR adopted on September 22, 1989, the
concept of "state language" was introduced, and the Kazakh language was given the
status of the state language, the status of the "language of interethnic communication"
was de jure assigned to the Russian language. Later, by amendments to the
Constitution of the Republic of Kazakhstan, it was determined that "along with the
state language, the Russian language is officially used."
On July 11, 1997, the Law of the Republic of Kazakhstan "On languages in the
Republic of Kazakhstan" was adopted, which says:
"It is the duty of every citizen of the Republic of Kazakhstan to master the state
language, which is the most important factor in the consolidation of the people of
Kazakhstan."
The policy pursued by the leadership of the Soviet Union to build a state in
accordance with the proclaimed rights, equality and sovereignty of peoples led to a
campaign of indigenization in the 20s and 30s of the XX century. The office work in
the country was translated into the Kazakh language, the number of representatives of
the Kazakh people in power increased, the translation was carried out into Latin, and
then into the Cyrillic script, party and economic workers were taught the Kazakh
language, and numerous propaganda and propaganda events were held.
Indigenousization faced strong resistance. Institutional leaders opposed the opening of
Kazakh language courses for European workers, and training for Kazakh workers was
not well done.
In 2007, Kazakhstan adopted at the state level the "cultural project" Trinity of
languages "- Kazakh, Russian and English. However, this idea had both supporters
and opponents.
On November 26, 2009, well-known figures of culture, literature, as well as chief
editors of newspapers and magazines published in the republic, representatives of the
intelligentsia, heads of public organizations - signed by 124 people, with the support
of more than 5 thousand citizens, declared that thanks to the policy of "trinity of
languages" the Kazakh language will gradually die out, and the Russian and English
languages will occupy a dominant and progressive role.
57 Strategy “Kazakhstan-2050”; a new political course of the established state.
Kazakhstan President’s Address of December 14, 2012 “Strategy” Kazakhstan-2050”.
As already noted, Nursultan Nazarbayev has set the main priorities for Kazakhstan in
his Strategy “Kazakhstan-2050” – to enter the top 30 developed countries of the
world. The objectivities defined in the Strategy are relevant to the development of the
country and affecting all areas, including social. The level of education and science is
one of the major signs of the country’s competitiveness. In this regard, a particular
attention was paid to raising the level and quality of the secondary schools and
collages in the country.
Where are we going? Goals of the New political course. By 2050 Kazakhstan must
enter the top 30 club of most developed states in the world. The competition among
developing countries for a place in that club will be intense. The nation must be ready
to face changes in the global economic climate, realizing clearly that the desired spot
is guaranteed only to those with the strongest economies. We must work with
dedication and inspiration, not losing sight of our primary objectives:
• Further developing and strengthening statehood.
• Transitioning to new principles of economic policy.
• Comprehensive support for entrepreneurship will be a leading force for the national
economy.
• Forming the new social model.
• Creating modern and efficient education and healthcare systems.
• Increasing accountability, efficiency and functionality of the state apparatus.
• Setting adequate international and military policy that is responsive to new
challenges
58.The impact of Nazarbayev on establishment of the Peace in the World.
The historical contribution of the first President of the Republic of Kazakhstan,
Nursultan Nazarbayev, to the saving process of nuclear disarmament for humanity is
recognized all over the world. Nazarbayev was awarded the high status of "champion
for a world free of nuclear tests", this was solemnly announced at a special session of
the UN General Assembly. On October 19, 1989, the last explosion occurred at the
famous Semipalatinsk nuclear test site in Kazakhstan. With the help of the United
States and Russia, the last nuclear charge was destroyed at the former Semipalatinsk
test site on may 7, 1995, and on July 29, 2000, the last tunnel for conducting nuclear
tests was blown up at the same site.
In December 2009, the UN General Assembly adopted a resolution declaring August
29 as the International day against nuclear testing. From now on, on this day, actions
are held in different parts of the world, the purpose of which is to warn people from
the highest stands about the grim consequences of nuclear weapons tests. The fact that
the date of international actions is timed to the day of the official closure of the
Semipalatinsk test site gives the decision of the Kazakh authorities a historical and
global significance. The international day was first held in 2010. After that, on August
29, symposiums, conferences, exhibitions, and lectures are held all over the world,
which serve as an informational occasion to remind countries and peoples of the
inadmissibility of nuclear tests. On August 27-29, 2012, Astana, Semey and
Kurchatov hosted the international conference "From the ban on nuclear tests to a
world free of nuclear weapons". The forum was attended by members of parliaments
of 46 countries, representatives of international organizations, political leaders, and
scientists. From the rostrum of the conference, President of Kazakhstan Nursultan
Nazarbayev announced a new international initiative of the country - the launch of the
ATOM project (AbolishTesting: OurMission–). The head of the Republic once again
called for the early development and adoption of the universal Declaration of a
nuclear-free world. The ATOM project provided every citizen of the Earth with the
opportunity to sign a sub-virtual appeal to the governments of the world to put an end
to nuclear experiments, achieve the entry into force of the comprehensive nuclear-
test-ban Treaty and, through these steps, ultimately rid the planet of the nuclear threat.
Presentations of the ATOM project were held at the Organization for the prohibition
of chemical weapons in the Hague, the headquarters of the UN European office in
Geneva, the us Senate, the headquarters of the Treaty Organization in Vienna, the
Konrad Adenauer Foundation in Berlin, as well as on the sidelines of the special
session of the UN General Assembly in new York and international conferences on
the humanitarian consequences of nuclear tests in Norway, Mexico and the United
Kingdom.
59.Tell about the Definition of a state development strategy for an independent
Kazakhstan.
The Strategy for development of the Republic of Kazakhstan until the year 2030
In October 1997 the President of the Republic of Kazakhstan in his Address to the
people of the country «Prosperity, security and ever growing welfare of all the
Kazakhstanis» presented the Strategy for development of the Republic of Kazakhstan
until the year 2030. The "Kazakhstan-2030" Strategy outlined a long-term way of
development of the sovereign republic, directed at transforming the country into one
of the safest, most stable, ecologically sustained states of the world with a
dynamically developing economy. The "Kazakhstan-2030" Strategy for development
provides implementation of seven long-term priorities:
*National security.
*Domestic political stability and consolidation of the society.
*Economic growth based on an open market economy with high level of foreign
investments and internal savings.
*Health, education and well-being of kazakhstani citizens.
*Power resources.
*Infrastructure, more particularly transport and communication.
*Professional state.
These priorities served as a basis for building country’s development plans for
medium-term and long-term periods. The Strategic plan for development of the
Republic of Kazakhstan until the year 2010, approved by the Decree of the President
of the Republic of Kazakhstan in December, 2001 became the first long-term stage of
implementation of the "Kazakhstan-2030" Strategy. The next stage of implementation
of the "Kazakhstan-2030" Strategy is the Strategic plan for development of the
Republic of Kazakhstan until the year 2020.
The strategic plan for development of the Republic of Kazakhstan until the year 2020.
The strategic plan for development of the Republic of Kazakhstan until the year 2020,
has been approved by the Decree of the President of the Republic of Kazakhstan No.
922 dated February 1, 2010. The period of developing the Strategic plan 2020
concurred with the beginning of the most serious global financial and economic crisis
in the history of the mankind for the last seventy years. As a result the emphasis of the
Strategic plan 2020 was made on implementation of measures, directed at increase of
the national economy’s stability in relation to negative consequences of world or
regional crises.
The State program of forced industrial and innovative development. The State
program of forced industrial and innovative development has been approved by the
Decree of the President of the Republic of Kazakhstan No.958 dated March 19, 2010.
The goal of the program is to guarantee the stable and well-balanced economic
growth by means of diversification and improvement of its competitiveness.
The State program of education development in the Republic of Kazakhstan. The
State program of education development in the Republic of Kazakhstan for 2011-
2020 has been adopted by the Decree of the President of the Republic of Kazakhstan
No.1118 dated December 7, 2010. The goal of the program is to increase
competitiveness of education and development of human capital through ensuring
access to quality education for sustainable economic growth.
60.Analyze the relationships Kazakhstan and the European Union (1991-2019).
Kazakhstan and the European Union. Cooperation with the European Union is one of
the priority directions in the foreign policy of the Republic of Kazakhstan. The
prospects and necessity of developing these relations for Kazakhstan are determined
by the international role of the European Union in the modern world. At the same
time, the EU is an important trade and economic partner of Kazakhstan and a major
investor in the Kazakh economy. Kazakhstan is also interested in the rich experience
of legislative, legal, scientific and technical development of Western European States.
The chronicle of relations between Kazakhstan and the European Union highlights
several stages of bilateral cooperation. The initial stage (1992-1995) is characterized
as a period of establishing official political contacts, forming the legal and
institutional framework of interstate relations between the parties. Significant events
and important moments of bilateral cooperation of this time include a number of
signed agreements and the exchange of delegations of authorized representatives of
the Republic of Kazakhstan and the European Union. A natural consequence of
cooperation between Kazakhstan and the EU during this period was the signing of the
partnership and cooperation Agreement (PCA) on January 23, 1995 in Brussels
during the regular meeting of the Council of foreign Ministers of the EU. On the part
of Kazakhstan, the document was signed By President of Kazakhstan N. Nazarbayev,
on the part of the EU-President of the EU Council A. Juppe.
Since 2002, the EU has become the largest trading partner of Kazakhstan, reaching
40% of all exports to the country. First of all, according to 2007 data, 80% of these
exports were oil and gas supplies. In General, during that year, imports of goods from
Kazakhstan to the EU amounted to 13.35 billion euros and services to 1.52 billion
euros. EU exports to Kazakhstan amounted to €6.04 billion in goods and €1.92 billion
in services. Half of the $7.3 billion in foreign direct investment in Kazakhstan in 2006
came from EU countries. As a major energy supplier to the EU, the EU supports
Kazakhstan's accession to the world trade organization.
The EU is Kazakhstan's largest trading partner. In 2014, more than half of
Kazakhstan's total foreign trade fell to the EU—about $53.4 billion in 2013 and $28.4
billion in the first half of 2014. More than half of gross foreign direct investment in
Kazakhstan, or almost $100 billion, comes from EU countries.
Kazakhstan exports mainly energy resources to the EU, while the EU exports
machinery, transport equipment, and chemical products. The partnership and
cooperation agreement (PCA) with Kazakhstan became the legal basis for bilateral
relations between the EU and Kazakhstan, entering into force in 1999. A
Memorandum of understanding on energy cooperation between the EU and
Kazakhstan was also signed in November 2006, creating the basis for expanding
cooperation. Kazakhstan recognizes the strengthening of economic and political
integration as the key to modernization and development of the country.
61.Tell about the creation of the armed forces of the Republic of Kazakhstan.
Creating a national army.
On May 7, 1992, the President of Kazakhstan took a number of actions regarding
defence. He signed a decree on the 'establishment of the Armed Forces of the
Republic of Kazakhstan', the transformation of the State Committee of Defence of the
Republic of Kazakhstan into the Ministry of Defence, on the attribution of Sagadat
Nurmagambetov the military rank of Colonel General, and the appointment of
General-Colonel Sagadat Nurmagambetov as Defence Minister of Kazakhstan.
Mukhtar Altynbayev served as the Minister of Defence twice, most recently from
December 2001 to 10 January 2007. On June 30, 1992, the Soviet Armed Forces'
Turkestan Military District disbanded, following the collapse of the Soviet Union.
The most powerful grouping of forces from the Turkestan Military District then
became the core of Kazakhstan's new military. Kazakhstan acquired all the units of
the 40th Army (the former 32nd Army) and part of the 17th Army Corps, including 6
land force divisions, storage bases, the 14th and 35th air-landing brigades, 2 rocket
brigades, 2 artillery regiments and a large amount of equipment which had been
withdrawn from over the Urals after the signing of the Treaty on Conventional Armed
Forces in Europe. On July 6, 2000, a Presidential Decree "On the structure of the
Armed Forces of the Republic of Kazakhstan" changed the structure: The Armed
Forces returned to a dual structure (general-purpose forces and air defense forces).
The Airmobile Forces were created, the transition to the new military-territorial
structure, established military districts, harmonized structure and deployment of
troops. On August 7, Lieutenant-General A. B. Dzharbulov was appointed
commander of the Southern Military District and Lieutenant-General E. Ertaev
became commander of the Eastern Military District.

казахстанского оборудования все еще была позднесоветской эпохи;

Of course, the very first and most significant achievement should be considered, in
fact, the Declaration and the actual acquisition of independence. On December 16, the
countdown of a new stage in the history of Kazakhstan-the "Era of Independence", as
the First President-Elbasy Nursultan Nazarbayev called it in the book of the same
name. Fundamental documents were adopted, Kazakhstan appeared on the world map
as a country with clearly defined borders, found its army, created the necessary
governance structures for an independent state and approved all state symbols.
Kazakhstan has created a new political system based on the basic principles of
democracy, formed the relevant legislation, created and continues to improve the
effective apparatus of public administration.
In 2012, the country ahead of schedule implemented all the tasks that were laid down
in the Strategy "Kazakhstan-2030". Kazakhstan is among the 50 most competitive
countries in the world and in the group of countries with an average level of
development. At the same time, a new Strategy "Kazakhstan - 2050" was adopted,
which set the task to become one of the 30 most advanced countries in the world.
Thanks to economic success, it was possible to ensure a real increase in the welfare of
the population. In 1996, 35 percent of the population of Kazakhstan was below the
poverty line, now this figure is much lower.
The success of Kazakhstan's diplomacy, supported by the highest authority of the
Head of state among the leaders of the leading countries of the world gave
Kazakhstan the opportunity to conduct great peacekeeping work. Units Of the armed

111. Analyze the significance of the celebration of the 550th anniversary of the
Kazakh Khanate.
According to the Kazakh public figure DOS Koshim, the idea of celebrating the
anniversary date appeared after the words were heard that the Kazakhs in the past had
no statehood and "Nazarbayev's image began to fall in the eyes of the Kazakh
society". According to the Director of the center "Alternative" Andrey Chebotarev,
the celebration of the 550th anniversary of the Kazakh khanate began in connection
with the claims of the opposition to the ambiguous words of Nazarbayev that "the
Kazakh state was born together with the independence of the country" and the
sensational statement of Vladimir Putin about the lack of Kazakh statehood. It is
characteristic that the celebration of the 550th anniversary of the Kazakh khanate
involved in its atmosphere a much wider circle of participants than was envisaged by
the government's plans. We have seen a surge of creative activity of the people – from
web designers (how many collages, logos, emblems, presentations on this topic
appeared, and not for competitions or to order, but "for the soul"!) to athletes (in
Astana, 550 people took part in the 550 meters race dedicated to this date) and bikers
(for example, the famous Kazakhstani motorcyclist and traveler Dmitry Petrukhin
initiated a motorcycle race around the country in honor of the significant date,
triumphantly completing it at the place of celebration).(Understanding that the
Kazakhs had their own statehood in the middle ages is extremely important for
understanding who we are as a people. I consider khans Kerey and Zhanibek as great
personalities in our history. They played a key role in their time. No wonder the
Leader of the nation Nursultan Nazarbayev noted their contribution to the formation
of our state. He is right when he says that in 1465 the Foundation of our statehood
was laid. We have a rich history, and, in my opinion, we need to do everything to
make our descendants proud of their country and their ancestors.)

112. Talk about the role of the Prime Minister in the political system of the
Republic of Kazakhstan.
One of the most important elements of the political system of the Republic of
Kazakhstan is the vertical of executive power, headed by the Government.
Government according to Art. 64 of the Constitution manages the system of
executive bodies of the state.
The Prime Minister of the Republic of Kazakhstan organizes and directs the activities
of the Government, is personally responsible for its work.
The independence of the executive power is evidenced by the fact that the Prime
Minister makes proposals to the President on the structure and composition of the
Government, in other words, it is about the formation of a system of public authorities
designed to ensure the actual and legal implementation of executive power throughout
Kazakhstan. The Prime Minister also makes proposals to the President on the
formation, reorganization and abolition of ministries, state committees and central
executive bodies that are not members of the Government, on candidatures for
appointment to the post of the Head of the Government Office and other leaders.

113. Tell about the history of the Constitution of the Republic of Kazakhstan
(Constitution of 1993, Constitution of 1995).
The first Constitution of the Republic of Kazakhstan was adopted on January 28,
1993, it consisted of 4 sections, 21 chapters. Kazakhstan was proclaimed an integral
part of the world community, the commitment of the Republic to international norms
and the course to create a democratic and legal state was confirmed. The Constitution
proclaimed interethnic harmony in the country under the supremacy of the Kazakh
nation, ensured equal rights and freedoms to all citizens, enshrined the rights and
equally the duties of man. According to the Constitution, the state language in the
Republic was Kazakh, and the Russian language received the status of the language of
international communication. Restrictions on the rights and freedoms of citizens on
the grounds of ignorance of the state language or the language of interethnic
communication were prohibited. The 1993 Constitution did not clearly define the
form of government. Kazakhstan was proclaimed a Republic, but it was not specified
which one. At this time, the country simultaneously had the characteristics of both a
presidential and a parliamentary Republic. The Constitution of 1993 did not define
such concepts as" social harmony "and" political stability"," economic development
for the benefit of the people"," Kazakhstan patriotism","voting at the Republican
referendum". Without their clear use, the policy of the state had no clear certainty. At
the insistence of the Head of state, these concepts were introduced into the current
Constitution (1995). Thus, the Kazakh model of the political system in its
development took place in the first half of the 1990s, three stages. The first stage
(March 1990 - November 1991) is the formation of a parliamentary Republic. At the
second stage (from December 1991 to January 1993), a semi-presidential Republic is
formed. At the third stage (from January 1993 to March 1995) the features of both
parliamentary and presidential (especially since December 1993) republics are
manifested. Strengthening state sovereignty and the institution of the presidency. The
Constitution of the Republic of Kazakhstan of 1995. On 30 August 1995, 212,773
citizens, or 81.14% of the electorate, took part in the national referendum. Only 9.9%
of the referendum participants expressed a negative opinion. As a result, 89% of the
referendum participants voted for the new Constitution of the Republic. According to
the Constitution, the Republic of Kazakhstan is a democratic, secular, unitary, social
and legal state. In essence, Kazakhstan has become a state with a presidential form of
government. The Constitution established the democratic principles of the division
of power in the Republic into the legislative, Executive and judicial branches, which
interact on the principles of restraint and balance. The principle was that the
institution of the presidency now became the personification of the unity of the state
and the people of Kazakhstan, and according to the Constitution of 1993, it was
within the Executive power. The current Constitution of the Republic of
Kazakhstan was adopted on August 30, 1995 at a national referendum. This day is a
public holiday-the day of the Constitution of the Republic of Kazakhstan. The
adoption of the basic law of the country was preceded by a wide discussion of the
draft Constitution by the population of the country. In total, about 33 thousand
collective discussions of the project took place, in which more than 3 million citizens
took part. During the discussions, almost 30 thousand suggestions and comments
were made. More than 1100 amendments and additions were made to 55 articles.
Since the adoption of the current Constitution, amendments and additions have been
made three times: in 1998, 2007, and 2011. In 1998, 19 articles of the basic law were
amended and supplemented. The changes affected the terms and powers of the
President, deputies of the Senate and the Majilis, the upper age limit for a civil servant
was removed. In addition, the 1998 amendments provided that 10 deputies of the
Majilis were elected on the basis of party lists under the system of proportional
representation. More substantial amendments to the Constitution were adopted in
2007. In the totality of their essence was the following: the transition to proportional
electoral system; strengthening the status of Parliament by introducing rules on the
approval of the Prime Minister by the parliamentary majority and the consultation
procedure of the President and party factions when appointing the head of the
government; the Assembly of people of Kazakhstan was given constitutional status
and won the right to delegate its representatives to the Majilis and the Senate of the
Parliament according to the established quota. In February 2011, the Constitution was
amended to establish the constitutional basis for the appointment and holding of early
presidential elections.

114. Analyze the value of the manifesto "Peace. XXI century".
The whole world knows that Kazakhstan was the first in the world to renounce
nuclear weapons, close the Semipalatinsk nuclear test site, and constantly calls on
states to abandon nuclear weapons. Moreover, Kazakhstan has a moral right to this. If
there is a new war, then there will be neither winners nor losers. These important
points are reflected in the Manifesto: Peace - 21st Century, which was positively
received by the international community.
In the manifesto “Peace. XXI Century”, the President outlined a strategic vision on
issues of war and peace. Already at the very beginning of the article it is indicated:
“To the XXI century, all mankind had placed hope as a new era of global
cooperation.” “A new era of global cooperation.”
The head of state concretizes the essence of his approach: “A world without war is,
above all, a fair paradigm of global competition in the field of international finance,
trade and development. ... It is important to build a new development trend based on
equal and equitable access of all nations to infrastructure, resources and markets. ” In
this direction, holistic algorithms for the actions of the international community are
proposed.
The manifest is understood by ordinary people around the world. The thesis is now
more important than ever. Confrontation between the USA and Russia, conflicts in
Syria, Southeast Asia and other regions that could lead to nuclear war, etc.

т. Д.
115. Tell about the state program “Rukhani Zhangyru”.
The program “Rukhani Zhagyru” was developed on the basis of the provisions of the
article of the Head of State “Looking into the future: modernization of public
consciousness”, which was published on April 12, 2017. It outlines the main goal of
the nation for a new historical period: to preserve and enhance spiritual and cultural
values, to enter 30 developed countries of the world. The program provides for
several projects aimed at achieving these goals.
The project of a phased transition of the Kazakh language to Latin script is designed
to give a new impetus to the development of the language and integrate it into the
world, to interest and motivate citizens to master the language. A full transition to
Latin script is planned for 2025: from now on, all written speech - from publications
in print media to office work - will be in Latin. Prior to this, a transitional period and
adaptation are provided, when the population can still use the Cyrillic alphabet.
The project "100 new textbooks in the Kazakh language" is aimed at transferring
knowledge and experience to the young generation, improving the quality of
education, developing the identity of the nation and the Kazakh language. According
to Nursultan Nazarbayev, "... our social and humanitarian knowledge has been
preserved for many years within the framework of one teaching and within the
framework of one view of the world." To fix this, it is proposed to select the 100 best
textbooks from those that already exist in the world: on history, political science,
sociology, philosophy, psychology, cultural studies, philology and translate them into
Kazakh. The effect of this program is expected in 5-6 years after the books become
available to students - graduates of domestic universities should become more
competitive in the international labor market.
The project “100 New Persons of Kazakhstan” will incorporate living stories of
Kazakhstanis from different parts of the country, of different ages and nationalities,
which will serve as a model for compatriots. These 100 (and more!) New faces will
become the personification of modern Kazakhstan.
The project “Sacred Geography of Kazakhstan” is based on the symbolic sacred and
cultural-historical foundations of our country. The objects of this project will become
places of attraction for the tourism industry. The article of the Head of State provides
for the development of mass sports. The special project “Tugan Zher” is aimed at
solving social problems, involving citizens in the development and ennobling of their
native land - the “small homeland”.
The project "Modern Kazakhstan culture in the global world" is aimed at building a
systematic work to popularize the culture of Kazakhstan abroad. Moreover, the stake
is placed on the promotion of modern culture both in form and in content. The launch
event was the presentation of the Rukhani Zhangyru Program, which took place on
October 17-19, 2017 at UNESCO Headquarters in Paris. As part of the presentation,
various events were held that demonstrated to a foreign audience the various areas of
Kazakhstani culture.
The Rukhani Zhagyru program, aimed at reviving the spiritual values of Kazakhstan
people, taking into account all the modern risks and challenges of globalization, is
designed to increase Kazakhstan's competitiveness in the world, preserve national
identity, popularize the cult of knowledge and openness of citizens' consciousness.
These qualities should become the main guidelines of the modern Kazakhstani.
The program of modernization of public consciousness allows to consolidate society,
unite the intelligentsia, youth, representatives of all walks of life around the ideas
proclaimed by the Head of State. The implementation of all areas of modernization is
taking into account the needs of society, with the active involvement of the scientific
and expert community, representatives of civil society, and youth.

116. Give description «Tenge» as the national currency of the independent
Kazakhstan.
Kazakhstan left the rouble zone one of the last of countries of the Former Soviet
Union. The national currency of Kazakhstan came into circulation on 15 November
1993 with exchange rate of 1 Tenge – 500 Roubles of USSR. The name ‘tenge’
comes from medieval Turkic silver coins ‘denge’ or ‘tanga’, from which the Russian
coin ‘denga’ comes from too and of course the current Russian word ‘dengi’ for
money. The modern tenge continued traditions of big cities of medieval Kazakhstan,
Otrar and Taraz, where money was coined already in 13th century.
The first money of the sovereign Kazakhstan were coined by an old English company
‘Harrison and sons’. National banknote printing factory was opened in the country in
1995. Today, tenge has 18 levels of protection, and is included in the list of the most
protected currencies of the world. Currently, there are the following banknotes to the
value of 200, 500, 1000, 2000, 5000 tenge and coins – 1, 2, 5, 10, 20, 50 tenge.
Along with the coins of currency circulation, there are a limited number of jubilee and
memory coins from nickel silver alloy in Kazakhstan. Cash desks of National Bank of
Kazakhstan sell investment coins from precious metals – gold and silver. From silver
coins with millesimal fineness of 925 of ‘Sport ‘ series weighing 31,1 gr and with
value of 100 tenge, coming to circulation on 29 November, 2006 up to the ‘Golden
bars’ coin out of gold with minimal millesimal fineness of 999,9 weighing 5 ounces
and valuing 500 tenge, circulated on 27 November 2009.
Kazakhstan has the most advanced banking system in Central Asia. Banks work
Monday to Friday, 9 a.m. till 5.30 p.m. US Dollars and Euros can be exchanged into
tenges in any bank or exchange offices.
In February 2014, the National Bank of Kazakhstan announced devaluation of the
national currency. The new exchange rate of tenge was 185 tenge to 1 US Dollar.
(Previously being 155,5 tenge to 1 US Dollar). Devaluation has been carried out in
order to increase foreign competitiveness and support commodity producers of
Kazakhstan in world market.
The day of introducing the national currency of Kazakhstan is announced the Day of
National Currency. 15 November is also a holiday for employees of the financial
system of the Republic of Kazakhstan.

118. Analyze the role and function of the Assembly of Kazakhstan People.

деятельность в ее составе;

119. Summarize the role of Kazakhstan’s Chairship in the OSCE in 2010.
120. Tell about the foreign policy of independent Kazakhstan. Name the social
development priorities according The Strategic Program “Kazakhstan-2050”
Н.А.Назарбаева на новом этапе развития страны;
соотечественников;
развития политического, экономического и духовного потенциала страны;
организациями, представляющими практический интерес для Казахстана;
консультаций и соглашений;
121. Explain the term “Kazakhstan is the successful experience of multiethnic
state”.
122. Summarize and determine the value of the work "The strategy of the
development of Kazakhstan as a sovereign state".
123.Describe the role of the Nur Otan party in the political system of the
Republic of Kazakhstan.

1) Main ideas books – “In the flow of history”
- In the book “In the Stream of History” the Head of State writes that there is nothing
in our history that the current generation could be ashamed of. The history of the
Kazakh people is written with the hooves of horses. That is, young people should
know our history. Another important point is that our ancestors fought for survival,
and we must fight to become a great nation. This, I think, is very important from a
methodological point of view. The President also stressed that the history of the
Kazakh people is the history of unification. This means that we become strong only
when we unite, and this has been proven many times in our history. You can turn at
least to examples from the era of the war with the Dzungars. There were periods when
our ancestors suffered defeats and were forced to leave their native lands. According
to Shakhkarim Kudaiberdiev's data, during that period four out of every ten Kazakhs
died. The rest were forced to move to the southern and western lands. Then it took
strong leaders. Kazakh khans and biys gathered in Ordabasy and discussed the
situation. This was the question of the further existence of the Kazakh people. And it
was decided that Khan Abylkayyr would lead the troops of all three zhuzes. The first
attacks on the Dzungars were made in the battles of Anirakai, Alakol, Bulanda. Thus,
our ancestors defended their land, cleared it of the Dzungars. This is the thought of
the President - only by uniting, the Kazakhs were able to survive as a people and a
country. And in the future, Kazakhs should not be divided into clans and zhuzes, they
should be a single nation, a developed nation, and our state should be a developed and
civilized state.
2) Main ideas books – “Kazakhstani way”
The Book of the Chapter tells about the most difficult and brightest moments in the
modern history of Kazakhstan. Each chapter reveals significant steps towards the
formation of a young independent state. This is work on the development strategy of
Kazakhstan until 2030, the process of adopting the Constitution of the country, the
beginning of the development of oil and gas resources, the introduction of the national
currency and the creation of a successful banking system. Separate chapters highlight
the processes of privatization and land reform, talk about the transfer of the capital to
Astana and the first flight of a Kazakhstani into space. The book is conceived as an
address by the President to the country's youth. Structurally, the book includes 9
chapters:
"Strategy of Independence" , "Constitution of 1995" , "Battle for the Caspian Sea
and the Oil Boom" , " Tenge - a symbol of our independence" , "From state
property to private" , "National financial system" , "Evolution of the land issue"
, " Kazakhstan - the road to the stars ” ,“ New capital of a new era ” . “I dedicate
this book to the younger generation, a special generation. You were born and grow up
in independent Kazakhstan. The time of your youth is the time of the rise and
prosperity of our country. And you have absorbed this spirit of achievement and drive
to succeed. It is your fates that will determine the fate of our country. My book,
describing the events of the past years, is directed to the future, not to the past.

The Rukhani Zhagyru program was developed on the basis of the provisions of the
article of the Head of State “Looking into the future: modernizing public
consciousness”, which was published on April 12, 2017 It outlines the main goal of
the nation for a new historical period: to preserve and increase spiritual and cultural
values, to enter the 30 developed states of the world. The program includes several
projects aimed at achieving these goals.
The project of the gradual transition of the Kazakh language to the Latin script is
designed to give a new impetus to the development of the language and integrate it
into the world space, to interest and motivate citizens to master the language. The full
transition to the Latin script is planned for 2025: from that time on, all written speech
- from publications in print media to paperwork - will be in Latin. Prior to this, a
transitional period and adaptation are envisaged, when the population will still be able
to use the Cyrillic alphabet.
The project "100 new textbooks in the Kazakh language" is aimed at transferring
knowledge and experience to the younger generation, improving the quality of
education, developing the identity of the nation and the Kazakh language. According
to Nursultan Nazarbayev, "... our social and humanitarian knowledge has been
preserved for many years within the framework of one teaching and within the
framework of one view of the world." To fix this, it is proposed to choose the 100 best
textbooks from those that already exist in the world: on history, political science,
sociology, philosophy, psychology, cultural studies, philology and translate them into
Kazakh. The effect of this program is expected within 5-6 years after the books
become available to students - graduates of domestic universities should become more
competitive in the international labor market. The project "100 new faces of
Kazakhstan" will incorporate the living stories of Kazakhstanis from different parts of
the country, different ages and nationalities, which will serve as a model for
compatriots. These 100 (and more!) New faces will become the personification of
modern Kazakhstan.

The Republic of Kazakhstan is entering a new stage of reforming its economy,
defining as its goal a significant increase in the efficiency of the national development
system. Message from the President of the Republic of Kazakhstan N.A. Nazarbayev
to the people of the country, announced by him on the eve of 2015, became a new
strategic project on the path of accelerated development of the national economy in
close interaction with the global global economy. Having presented in his Address a
deeply thought-out and detailed economic and social strategy for the further
successful movement of the Kazakh people towards prosperity, peace and
achievement of lofty goals, the President gave it the name "Nurly Zhol - Path to the
Future". This program is designed to become a locomotive for the growth of the
domestic economy in the coming years and to move the country forward on the way
to the number of 30 developed countries of the world, to improve the well-being and
quality of life of every Kazakhstani. Nurly Zhol provides for the creation of a
fundamentally new structure of productive forces, which should become a kind of
anti-crisis instrument in the hands of the government of Kazakhstan. Within the
framework of this program, the President of the country outlined the main areas of
activity. Seven priority areas of infrastructure development have been specifically
identified. And those of them that relate to industrial production, to engineering
science are becoming the main reference point in the activities of the National
Engineering Academy of the Republic of Kazakhstan for the coming years. Our main
mission is to promote the interests of the scientific and engineering corps at all levels
of society and the state, to train and improve engineering and research personnel, to
promote scientific and technological progress, absolutely coincides in vector with the
solution of the tasks that President Nursultan Nazarbayev set for the country. Once
again, looking at the program of the country's new economic policy voiced by
President N. Nazarbayev, you realize that all the years of the existence of the National
Engineering Academy of the Republic of Kazakhstan, its activities have been
subordinated to the development of innovative research, new technologies that have a
multiplier effect in the economy, to the organization of new jobs, creation of a
powerful modern infrastructure. In the end, it is the infrastructure that is most
important, it is what always remains our state property and investing in it is the most
effective method of spending forces and funds in times of crisis. In order for the new
economic policy to be able to bring the country to the forefront even in the crisis
conditions of the external environment, Nursultan Nazarbayev decided to use the
funds of the National Fund, where for many years surplus profits from raw material
exports have flowed and multiplied. In the period from 2015 to 2017, up to $ 3 billion
will be additionally allocated annually to transport, energy, social infrastructure, and
to the development of small and medium-sized businesses. The results of the recent
presidential elections in Kazakhstan clearly indicate the full support of the Kazakh
people for the political course of Nursultan Nazarbayev. People approve of his
proclaimed economic reform plans. And we, Kazakhstani engineers and scientists,
like all the people of our country, are concentrating all our efforts on making the new
economic policy "Nurly Zhol" announced by President N. Nazarbayev a powerful
engine of growth for our economy in the coming years.

The development strategy "Kazakhstan 2030" provides seven priority goals that
ensure: national security; internal political stability and consolidation of society; the
economic growth; health, education and well-being of citizens of Kazakhstan;
energetic resources; development of infrastructures, especially transport and
communications; professional government.
Economic growth based on an open market economy with a high level of foreign
investment and domestic savings was identified as one of the most important
priorities of the Strategy. The special role of this priority is due to the fact that without
a dynamically developing economy it is impossible to increase budget revenues,
reduce unemployment and eradicate corruption and crime.
Summing up the results of the past decade, it can be noted that due to the purposeful
implementation of economic reforms, the creation of a favorable investment climate,
ensuring stability in society, Kazakhstan has become one of the world leaders in terms
of economic growth. Since 1997, significant positive changes have taken place in the
economy of Kazakhstan. Thanks to the purposeful implementation of economic
reforms, the creation of a favorable investment climate, and the provision of stability
in society, Kazakhstan has become one of the world leaders in terms of economic
growth.
In terms of GDP per capita, according to the World Bank classification, Kazakhstan
entered the top group of countries with an average income level and moved to 88th
position in the list of 211 countries of the world, overtaking such countries as Serbia,
Bulgaria, and came close to such countries, like Turkey, Brazil, Malaysia. Thus, over
the period since 1997, Kazakhstan has made significant progress in implementing the
Strategy "Kazakhstan 2030" in general and, in particular, its third priority. The
economy of Kazakhstan is growing rapidly, the well-being of the population is
improving, and the level of domestic savings is growing. The Kazakhstani economy
has acquired a qualitatively new development model based on limited government
intervention in the economy with the active role of the private sector and the
promotion of competition.

"Mangilik El" - was born by all the thousand-year historical experience of the Kazakh
people, the Kazakh path, traversed during the years of independence. This is natural
and applicable to any state, especially during the period of its formation. Thus, in
Japan, a successful synthesis of neoliberal Western values with the values of national
religious ideology (Shintoism, Buddhism) was carried out. This synthesis has led to a
specific unity of values between Western individualism and Eastern collectivism. In
China, the Social Democratic path combines the values of Western Social
Democracy, Eastern Socialism, the planned market and the traditions of the
Confucian-Buddhist direction.
The ideology of Kazakhstan is based on the main values created over 25 years of
sovereign development that unite all Kazakhstanis and form the foundation of the
future of our country. Firstly, this is the Independence of Kazakhstan and Astana.
Secondly, national unity, peace and harmony in our society. Thirdly, it is a secular
society and high spirituality. Fourth, economic growth based on industrialization and
innovation. Fifthly, it is the Society of Universal Labor. Sixth, the commonality of
history, culture and language. Seventh, it is the national security and global
participation of our country in solving global and regional problems.
These state-forming, national values are the ideological basis of the New Kazakhstani
Patriotism. So, 2015 for Kazakhstan was marked by a number of significant events,
the historical nature of which emphasizes the advanced experience of the Kazakh
model of state building under the leadership of N.A. Nazarbayev. The scale of the
goals of the Head of State, outlined in the "Strategy-2050", the Message "Nurly Zhol -
The Way to the Future" and "Plan of the Nation - 100 Concrete Steps", act as a
nationwide factor of unity and consolidation of society.
These jubilee events implied the following ideological messages:
1) Тhe 70th anniversary of the Victory - the values of peace, stability, respect for the
heroic deed of the people, a sense of pride in the country;
2) 20th anniversary of the ANC - the formation of the unity of the people. Kazakhstan
has passed a difficult path - resettlement, mass repressions, virgin lands, war - all this
served as a factor of unification. And this process is going on. And we show the
whole world that this is an integral process of the development of society;
3) 20th anniversary of the Constitution - the value of the Rule of Law. The
Constitution is the basis of all the country's successes;
4) 550th anniversary of the Kazakh Khanate is an understanding that Kazakhstan has
centuries-old traditions of statehood, is a worthy successor not only to the first
Kazakh Khanate, but also to the Turkic Kaganate, formed in the 6th century.
But the main issue on the ideological agenda is the nation of a united future.
Its creation is the general essence of the five people's reforms put forward by the
President at the congress of the Nur Otan party and which became his election
program for the presidential elections.
“Strategy-2050”, new industrialization, “Nurly Zhol”, five popular reforms,
“Mangilik El” are generational mega-projects designed for many years to come. All
of these main initiatives of the President are the main programmatic ideological
documents of the country.
They can only be launched by a powerful national mechanism. This can be a nation of
a single future - a unique, still nowhere repeated model of the unity of the people,
which is united by a common love for a common home - Kazakhstan, public consent
in relation to the history of the country and the development of languages, deep faith
in the present and great future of our state and its citizens.
This is the foundation of our eternal homeland - "Mangilik el".

the UN Security Council began on January 1, 2017. Kazakhstan is the first Central

and the issue of Afghanistan, in particular such problems as the rise of terrorism, drug
production and human trafficking, as well as the presence of the Islamic State and Al-

“Cooperation with the UN remains a priority in our foreign policy. During 27 years of
