The Versailles Peace Treaty forbade Germany to have military aviation, and in May 1920 it was 2

Naval organizations were secretly incorporated into civilian ministries. Contrary to the provisions of
the peace treaty, the army coastal fortifications were not destroyed, and German
naval artillery soon took possession of them. The Germans illegally built submarines and trained
their future commanders and sailors in other countries.Serious progress has also been made in
another crucial area. In 1919, as Minister of Reconstruction, Rathenau initiated a thorough
reconstruction of the German military industry. "They destroyed your weapons," he told the
generals. "But these weapons would have been obsolete anyway before the next war. A completely
new weapon will be used in this war."
