Следует также отметить, что общеразговорные грамматические
сокращения, типа don’t, can’t, it’ll и т.д. в деловой переписке не употребляются.
3. Лексические особенности.
Как видим, штамп / шапка (1) письма находится в середине, дата (2)
сдвинута вправо, а все остальные части (3-7) должны начинаться от одной
вертикальной линии, каждая новая строчка под первой, т.е. не нужно соблюдать
никаких «красных строк». Подобная графика объясняется компьютерным
исполнением большинства писем. Абзацы текста письма принято отделять
клавишей – «ввод» (пробелом) для удобства восприятия при чтении.
5.2. В письмах, адресуемых к официальным лицам и представителям, а также деловым
фирмам, компаниям и агентствам, приняты следующие формы вступительных
обращений (1) и заключительных приветствий (2):

was based on the soundings of the water-boat’s tanks and not on those of your ship.
According to our records the water-boat was fully loaded with 220 tons of fresh water.
When the pumping was completed her tanks were empty. Thus the ship received 220
tons of fresh water.

We do not understand what prompted the Master to refuse acceptance of the bunker

When the barge arrived alongside he stated that before taking the fuel he had to have the

As the barge was sent to supply the vessel with the fuel ordered by the Master we do not
see any grounds to contest the account for 420 dollars drawn by the barge-owners.

had been found to be in proper condition and in intact packing, suspicions arose against

Put the verbs in brackets into the correct tense. Mind that in if-clauses only the Present
Indefinite is used:

V. SUBJUNCTIVE FORMS
Translate into Russian the following sentences typical of business English. Note the use
of the Subjunctive Mood (should + base) 1 in object / that-clauses2 after the verbs: to

Find in the text of the business letters and memorize the English equivalents to the
following:
SUPPLEMENT
1. CARGO DOCUMENTS
1. The Charter Party states the conditions, terms and exceptions to the Contract of
Carriage.
2. The Contract of Carriage is a written agreement between two parties concerning
conveying of goods, intended to be enforceable by law.
3. Bill of Lading is a receipt for the goods taken on board signed by the shipmaster after
completion of loading. It is in fact the most important cargo document both as regards
quantity and conditions of the loaded cargo and the terms of the Contract of Carriage.
4. Clean Bill of Lading. A B/L is said to be “clean” when it bears no superimposed
clauses expressly declaring defective condition of the goods or their packing.
5. Notice of Ship’s Readiness to load advises the shipper of the fact that the vessel is in
every respect ready to commence loading.
6. Cargo Plan is a document in accordance with which the cargo is taken on board. It is
made out by the cargo officer or the agent and should always be approved by the
shipmaster prior to loading.
7. Mate’s Receipt is a document drawn up for each shipment of cargo actually received
on board. In case of shortshipment or damaged condition of goods or defects in their
packing, the cargo officer should add appropriate remarks or clauses on the mate’s
receipt to protect the vessel against claims for loss or damage.
8. The Stowage Plan and Manifest of Cargo are made up and air-mailed to the port of
discharge to facilitate discharging operations (to obtain necessary labour and cargo-
handling facilities such as shore cranes, lift-trucks, barges, railing cars, etc.)
9. Letter of Credit. Sellers often stipulate in contracts that payment should be made by
Buyers by means of credit open by the Buyers with a bank in favour of Sellers. This
means that the Buyers must go to their bank and arrange that the bank should open a
credit under which the bills of exchange (payable at sight or at a stated time – according
to the contract) accompanied by shipping documents will be drawn by the Sellers on the
bank, and not on the Buyers.
10. Order – 1. written direction to a manufacturer, tradesman, waiter, etc. to supply
some-thing; 2. the quantity of goods supplied.
11. Register – an official list e.g. of births, marriages, and deaths, of shipping, of
professionally qualified persons, or of qualified voters in a constituency.
12. Statement of Facts is a document stating items of verified information/ pieces of

supervising every stage of the said operations and preparing a number of cargo
documents which are to be drawn up both before and during the loading.
9. Shipowner is a person owning a ship or ships or shares in ships.
10. Carrier is a person or company undertaking to convey goods or passengers for
payment.
11. Charterer hires a ship from the Shipowner.
12. Shipper is a person or company that sends or receives goods by ship.
13. Receiver/ Consignee is a person or company that receives goods.
14. Stevedores are ordinary workmen.
15. Chief Stevedore/ Foreman or labour coordinator is responsible for all work on board the
ship.
16. Foremen are responsible for the work and safety of groups of stevedores called
gangs.
17. Stevedoring Company effects and coordinates work on board ship and dispatches a
number of people to do that.
18. Superintendent is responsible for handling of all ships in the dock and is the head of the
cargo handling complex.
19. Surveyor – 1. an official inspector, esp. for measurement and valuation; 2. a person who
carries out surveys.
20. Marine Pollution Officer is an official checking up the ship’s papers to comply with
MARPOL convention.

Данное пособие является продолжением работы «Письменный деловой
этикет». Часть I. Формат подачи материала и система упражнений остаются
прежними.
Во главу угла предлагаемой системы была положена установка на развитие
лингвистической компетенции, реализуемой общей языковой грамотностью и
осмыслением наиболее типичной и частотной грамматики по каждой конкретной
теме.
Вторым важным моментом является вычленение из текста специфически
обусловленный лексики, ее трансформация из речевой формы в языковую, и
наоборот, а также отбор клише, трафаретов, штампов и идиоматических
выражений. В этом плане значимой является также работа с контрольным
списком речевых единиц, предполагающим многократный просмотр текстов
писем. На выходе предполагается ответ по памяти, как заключительный активный
компонент языкового навыка.

ACCIDENTS, COLLISIONS
1. Letter to a ship involved in collision inviting representative of the country to the court
Dear Sirs,
As you know your ship was involved in a collision in the strait of Dover.
The cause of the collision was non-compliance with the rules of the traffic separation
scheme in the strait and violation of the International Regulations for Preventing
Collisions at Sea.
According to preliminary investigation the major blame for the collision lies with the
on-coming vessel, however your ship is not fully relieved of the blame.
As soon as we receive the investigation report we shall send it to you immediately.
We think that the presence of a representative of your company is extremely necessary
at the time.
Please, await our further information.

2. Letter to the agent requesting the Harbour Master to detain the ship guilty in
collision
Dear Sirs,
This is to inform you that a tanker under the Liberian flag collided with my ship in the
area of … on April 23, 19… at 15.20 hours local time. When the watch officer of my
ship noticed the approaching tanker the latter was at a distance of 6 miles from us
bearing 10-12 degrees abaft the beam. The tanker came closer and closer. The bearing
drew slowly abeam.
The watch officer of my ship kept the tanker under close observation. When the tanker
was 40-50 meters away “Full speed astern” was ordered from the bridge. If the
approaching tanker had turned to port at that time, the collision could have been
avoided. During the collision the Liberian tanker struck the port side of the bow on the
forecastle of my ship causing considerable damage.
In accordance with law I request the Harbour Master of your port to detain that ship
unless her owners are willing to give the respective Bank’s Letter of Guaranty in favour
of the “Green Reefer” Kaliningrad, for the amounts sufficient to cover the damage
caused and expenses incurred.

The shipowners hold the shippers responsible for the accident on the ground that the
damage to the container was caused due to improper stowage of ingots in the container.
The ingots were loaded without being secured within the container. This was the cause
of the damage to the container stowed on deck and its eventual falling overboard.
The accident occurred when the vessel encountered a heavy storm in the North Pacific.
As the shippers refuse responsibility the case will be referred to Court.

This is to inform you that a small fire broke out on the ship as a result of a short circuit
in the electrical wiring. We managed to bring the fire under control almost immediately
however some cargo was damaged by the fire. We have calculated that our loss amounts
to 1500 dollars as per enclosed list. As the eventual loss by fire has been included in the
Insurance Policy please arrange for insurers to visit our ship as soon as possible to avoid
delaying departure of the vessel.

while making fast to my starboard side to take off a cargo of frozen fish, fouled my
vessel causing a dent in my starboard bow.

fairly good, wind southeasterly force two to three, sea moderate.
In light of the circumstances I attribute the incident to the negligence of the lighter’s
skipper and have to hold him and his owners responsible for the incident.
I hereby demand prompt repairs to my vessel and an indemnity from the owners of the
above lighter to compensate for my ship’s inactivity during the repairs.
I also request you to arrange for a surveyor to come on board my ship to assess the
damage and estimate the cost of the repairs to be made. The exact sum will be specified
upon completion of the repairs.

Dear Sirs,
I regret to inform you that the trawler “Las Andres” owned by your Company, collided
with my vessel, the “G. Ruven”, March 23 off Elemish Cape in a position Lat. 43ºN,
Long. 72ºW.
Proceeding in fog with trawls behind, our vessels were approaching each other on
opposite courses. Under the conditions of poor visibility my ship was sounding fog
signals prescribed by the Rules of the Road and steered 30º to starboard to avoid
collision. The trawler “Las Andres”, however, steered to port and found herself crossing
our course. Apprehending collision we had taken all way off our ship, expecting the
“Las Andres” to do the same. The latter vessel, however, was proceeding at about 5
knots and did not slow down until too late.
Under the circumstances I have to hold the trawler “Las Andres” and your Company
responsible for the collision and must claim damages from your Company.

8. Letter to the Owners of the ship claiming their responsibility for the collision
Dear Sir(s),
On the 6th inst., while proceeding to Hamburg under Pilot’s direction we entered the
area of dense fog and dropped anchor on position 53º51’N, 9º00’E at 11.00 hours GMT,
waiting for the visibility to improve. Immediately on anchoring we started to give
prescribed fog signals and set proper lookout.
At 12.34 GMT fog signals of a vessel under way were heard from apparently forward of
the beam. To attract attention of the oncoming ship we started to give signals prescribed
by the Regulations and showed flare-up light.
Notwithstanding those signals, the approaching vessel which proved to be your ship, the
“Hercules”, as it was found later, continued to progress and at 12.39 hours GMT struck
the starboard side of my tanker in way of tank No. 3, causing a big hole and other
damage described in detail in the enclosed Surveyor Report.
Under the circumstances I have to hold you and your Owners responsible for the
damage caused and the consequences which may arise therefrom, of which please take
due note.

I wish to inform you that on March 17, 19… at 22.00 HRS GMT at 7 miles Westward
of Graadyb the Pilot boarded my vessel waiting for the icebreaker “Grand” which was
busy at that time taking out another ship.
On the 18th March 19… at 05.30 GMT we sailed to your port progressing in the
following order:
1. The icebreaker “Grand”
2. The m/v “Leningrad”
3. The m/v “Bornholm”
Me vessel, the m/v “Leningrad”, was proceeding under Pilot’s direction, shifting on
different and various speeds and steaming ahead heavily through the ice.
At 06.30 hrs GMT, while the icebreaker was about 500 metres ahead of us and we were
proceeding with the engine at full speed ahead, the motor vessel “Bornholm”, which
was at a very short distance from our aft, suddenly struck against my ship causing a big
hole on our aft (poop) starboard side.
The visibility was very good, my ship, the m/v “Leningrad”, was moving at that time
with the engine at full speed ahead, but proceeding very slowly owing to heavy ice.
The m/v “Bornholm” at the same time had much easier manoeuvring facilities either to
stop or to go astern or, definitely much better, to keep herself away from the m/v
“Leningrad” at a safe distance.
Therefore, the responsibility for the collision must be charged on the m/v “Bornholm”
the Master whereof has been duly notified by me.
Enclosed herewith please find four copies of the extracts from the Log-Book and four
copies of the extracts from the Engine-Book.

Уважаемые господа,
5 июня 19… года во время следования в Гамбург, имея лоцмана на борту, мы
попали в зону густого тумана и встали на якорь, ожидая улучшения видимости.
Судно подавало установленные правилами туманные сигналы и установило
надлежащее наблюдение за обстановкой.
Через 2 часа после постановки на якорь впереди траверза мы услышали туманные
сигналы судна, находящегося на ходу.
Чтобы привлечь внимание приближающегося судна, нами были даны сигналы,
предписываемые МППСС.
Несмотря на сигналы, судно «Хансен», как было установлено позднее,
продолжало следовать полным ходом и только, находясь в непосредственной
близости от моего судна, убавило ход, дало задний ход, но уже было поздно.
В 12.35 судно «Хансен» ударило в правый борт моего судна, нанеся пробоину и
причинив другой ущерб.
Я заявил морской протест (to note a Sea Protest) и считаю Ваше судно «Хансен»
ответственным за столкновение и нанесенный ущерб.
При сем прилагаю арбитражное соглашение МАК и прошу его подписать.

Уважаемые господа,
Сегодня в 06.30 СГВ ураган сорвал мое судно с кормовых швартовых, и судно,
которое тащило якорь, ударилось кормой о нефтяной причал, несмотря на все
меры, предпринятые, чтобы избежать удара (impact).
В результате этого удара был поврежден причал и судно.
В связи с этой аварией (accident) прошу Вас пригласить инспектора на мое судно
завтра в 11.00, чтобы произвести соответствующий осмотр и оценить размеры
повреждений.
В сложившихся обстоятельствах, я рассматриваю эту аварию как результат
непредвиденных обстоятельств (force majeure) и намереваюсь заявить морской

Note of Protest
On the 3d of December, 20… personally appeared before me, H.Phillips, British Consul
at Portown, A.Wells, Master of the British vessel the “Sea-gull” of Liverpool, official
number 103721 and 5,321 Tons Register, which sailed from Liverpool on the 20th of
October with a cargo of general merchandise bound for Freemantle and arrived at
Portown on the 3d of December. Fearing damage owing to inadequate ventilation
during the voyage he hereby notes protest against all damages, reserving the right to
extend this protest at a convenient time and place.

I, Sergey Levchenko, Master of the m/v Apollo Fox under the flag of Antigua & Barbuda, Gross
Tonnage 2825, Net Tonnage 1604, registered at the port of Emden, International Call Letters V20J9,
sailed from the port of Bayonne, France on October 29, 20… 14:35lt bound for Larnaka, Cyprus with
2733 mt cargo of chipboards in bundles. The vessel at the time of sailing was considered seaworthy in
all respects and fit for its intended voyage.
At 16.00 CET on October 29, 20…, in position Latitude 43º 34,2' N Longitude 001º 43,7' West the
ship encountered a violent storm with wind of Force 8/9 from WNW and a heavy swell of up to 4
metres. As a result of this, the vessel suffered heavy pitching and rolling of up to 30 degrees to either
side. As a result of the above the ship’s speed was reduced to 6 knots to try and control the pitching
and rolling and hence eliminate the possibility of damage to both cargo and ship.
The ship followed the optimal course and speed during 2.5 days.
At 18:00 CET on October 31, 20…, in position Latitude 43º 39,2' N Longitude 008º 45,6'W wind
changed direction to NW and increased up to force 9 with severe gusts and a heavy swell increasing up
to 6-8 metres in height. At 21:30 CET in position Latitude 43º 32,4' N Longitude 009º 22,4' W due to
heavy rolling up to 30 degrees and pitching, the ship altered course to 270 degrees and proceeded at
reduced speed.
At 22:00 CET due to the shifting of the cargo in the hold the vessel sustained permanent list of about 8
degrees to port and had to proceed to the port of refuge Gibraltar.
At 10:00 CET on November 03, 20…, the vessel was moored at Extension Jetty in the port of
Gibraltar.
The crew had taken all necessary precautions to save the vessel and the cargo from damage due to the
heavy weather, and also from the losses connected with calling at a port of refuge and the resultant
delay of the vessel. I declare this Sea Protest, reserving the right to extend this protest at time and place
convenient.

I, Alexander Nikonenko, Master of the m/v “Frost-1” under the flag of Liberia, GRT 12363, NRT
4065 arrived at Lorient with some cargo loaded at Brest (2555.3)
On completion loading at Lorient on 08 of March in hold No. 2A an accident occurred at about 17.15
LT. All loading operations were effected by port stevedores and a shore crane. One port gang was
working in the hatch square of hold No. 2 (two men plus a fork-lift man and on the main deck there
was a Foreman and his assistant). Another gang was working in hold No. 4A. My crew was not in
charge of the loading and stowage in the holds.
The vessel did not have any list. The Chief Officer was keeping watch at that time and the stevedores
did not inform him of any loading problem whatsoever. I am not aware why one upper pallet fell down
and injured dead a docker named Mr. Lefe.
In my opinion the accident happened owing to some insufficient stowage. In the hatch square they had
to start with the first tier and only after that to stow the second one. The watch officer warned the
Foreman that some pallets could have fallen down as all of them were of different sizes in breadth,
length and height. Some pallets were badly secured with plastic tape which could have been the reason
of the cartons crashing.
Taking into consideration all the circumstances I think that the accident occurred through the improper
condition of the cargo and should be referred to the stevedoring company responsibility. In any case,
the injured man should have been wearing a protective helmet all the time during his work on board
the ship.
I declare that I, my vessel and my crew are not responsible for that accident. I hereby note my protest
against any claims by all persons or person whom it shall or may concern, and declare that all and
every damage and loss sustained by the said ship and/or cargo, or some other property on board in
consequence of the accident aforesaid, are and shall be borne by those who, according to the laws and
customs of the sea, shall bear the consequences thereof, the same having occurred as above stated not
by or through the want of care of myself or my crew.
I reserve the right to extend the same at time and place convenient.

I, the undersigned, Sergey Moiseenko, Master of the m/v John N., sailing under Cyprus flag owned by
Oliveyard Shipping Company Ltd., operated by Nikolakis Shipping S.A. Piraeus, Greece, registered at
the port of Limassol, 25907.33 GRT, sailed from the port of La-Pallice, France, August 14, with wheat
39600 MTS in bulk, bound for Toamasina, Madagascar, arrived there November 25, at 16 hrs 00 min
local time, and declare herewith the following.
On the way from the port of La-Pallice to the port of Toamasina the vessel ran into a heavy storm and
swell lasting for 10 days in the Atlantic Ocean (September 13, October 8, 9, 11, 12, 14 ,15, 16, 17, 18)
and 14 days in the Indian Ocean (October 19, 20, 21, 22, 23, 24, 25, 26, 27, 29, 31, November 1, 2, 3).
The wind force reached about 11 Beaufort and the heavy swell was sweeping the main deck and
hatches for 24 days permanently. There used to be not one but a few swell systems coming from
various directions. Frequently high waves swamped deck and hatches and crashed on the hull, bulwark
and hatch coamings. The vessel was exposed to violent pitching and heavy rolling with the list of to 32
deg. starboard and 25 deg. port. She was scudding and straining because of the aforementioned
weather conditions. Then on the 19th of October, the bulwark between frames 34-42 on the starboard
side had been broken by wave sheets and on the 29 th of October the deck electric main cable between
frames 35-58, portside, had been torn off.
I, the Master, and the crew have applied all possible means of safeguarding the vessel and the cargo,
but, in consequence of the above-mentioned weather conditions, I cannot absolutely exclude possible
damage to the vessel and the cargo.
I hereby declare this sea protest in the event of any damage to the vessel or to the cargo under the
stress of weather conditions during this voyage.
I reserve the right to amplify the present report.

During the voyage from the port of Rostock to the port of Psakhna the vessel ran into heavy storm and
swell: in the North sea, Biscay, Atlantic ocean – 5 days (April 22,23,24,26,27). The wind force
reached 7-9 BF and heavy swell was sweeping the main deck and hatches continuously. The vessel
was subjected to violent pitching and heavy rolling with list up to 20 deg. She was scudding and
straining.
I, the Master, and crew have applied all possible means of safeguarding the vessel and the cargo, but,
in consequence of the above-mentioned weather conditions, I cannot absolutely exclude possible
damage to the vessel and the cargo.
I reserve the right to extend the present protest.

We kindly ask you to inform the Harbour Master and all concerned that by the present I
positively protest against the detention of my ship in connection with collision
(accident) as my vessel is a state-owned ship and consequently has a privilege of
immunity being exempt from liens.

2) … During the voyage, on the 7th of October, 20…, the ship entered the area of thick
fog and while drifting got stranded on a bank. The ship refloated without any assistance
by pumping out the ballast water and proceeding on her voyage, no evident damage to
the hull or machinery and no leakage being found.

oil through leakage or contamination with salt water.

to be faired and painted, after removing the beams.
7) The roller of the roller fairlead on the after deck to be straightened up.
It is, of course, understood that all the work done under items 1, 2, 3, 4, 5 is to examined
by Lloyd’s Registry Surveyor.

present I positively protest against detention of my ship in connection with the slick of

I immediately brought the fact to the notice of your port officer Mr. Olafson, who
arrived on board my vessel soon afterward. In my conversation with him I stated the

related to the origin of the slick. Mr. Olafson, however, was doubtful and suggested that
the slick might have been caused by a discharge of bilge water from my ship.
I hereby beg to inform you that well in advance of entering your port all my ship’s
overside discharge valves had been closed and sealed up, and records to that effect
entered in both the ship’s and engine-room logs. When I inspected the valves this
morning accompanied by my chief engineer I found the valves still closed and the seals
intact. You may further want to know that there is a 30-ton capacity tank on board for
the express purpose of collecting oil-containing water, which is at present only one third
full.
Please take all the necessary measures to have my ship immediately released from
detainment.

discharge valves, as well as the oil record book and the bilge water separator certificate
are always available for inspection on board my vessel.

from 9.00 till 10.30 in the morning we were discharging bilge water from our tanks. The
hoses being used during the dispose in question were in good condition, pressure-tested
and certified. So no spillage whatever could have taken place due to bad hose condition.
Another reliable guarantee is employment of the device preventing an overflow of bilge
water. We have a level indicator in the tank and there is also an overflow pipe leading to
another tank. Besides we comply strictly with the regulation of replacing old separator
filters for new ones after each bilge water discharge.
As the matter turns out I am bound to decline your previously made claim against my
ship. I also suggest your pollution officer should visit my ship and take all the necessary
steps to the effect of an appropriate examination.

As you are well aware, oil is one of the world’s most valuable commodities,
playing a crucial role in international trade. 31.5 billion gallons of oil per day is
transported at sea via tankers and pipelines. Daily world consumption is 2.73 billion
gallons, and of this the United States alone consumes 710 million gallons a day. Given
the sheer volume of oil being transported, it is inevitable that oil spills occur, although
they are less frequent than many people think. It is estimated that for every million
gallons of oil that is shipped, one gallon is spilled. Contrary to popular opinion, tanker
accidents account for only 6 % of the total amount of oil which enters the sea.
When oil spills, it floats and spreads on the surface of the water, forming a slick
only 0.1 millimetre deep which continues to thin out to a light sheen. Approximately
30-40 % of oil evaporates in the first two days after being spilled. The oil is most toxic
at this stage so rapid action is required to prevent the contamination of marine life.
Clean-up methods vary depending on the size of the spill and the location. If there is a
real risk of oil coming ashore, it can be sprayed with chemical dispersants although the
chemicals used can, unfortunately, be very toxic. The option of burning spilled oil has
the highest success rate of all the techniques, being 95-98 % efficient. However, this has
its own environmental side effects as black smoke is produced when oil is burned. One
other option is to do nothing. If a spill affects a remote beach, the oil may be left to
degrade by itself although the process takes many years. At sea, the right combination
of weather conditions can sometimes help disperse the spill: with an offshore wind and
a rough sea, the wave action will help to break down small quantities of light oil. This
was the case in 1993 when the Braer spilled 680 000 barrels off the Shetland islands.
Fish farms and sea birds were inevitably affected but the potential for more widespread
damage was reduced by the prevailing weather conditions.

To navigate Columbus had a quadrant, a simplified form of astrolabe, and for his
longitude he was dependent upon dropping small chips of wood into the sea every hour
and timing how long it took to pass a known distance – in his case the ship – to work
out the distance and therefore how much longitude he had covered. In the second half of
the voyage I had to resort to a similar method as my log was constantly clogged by
Sargasso weed and ceased to be reliable. This weed, which floats about in the centre of
the southern North Atlantic, is not a danger to boats as it is thin and descends only a
foot or so below the surface. It proved an excellent log stopper though, but at least I did
not have the problem of trying to explain to a crew that it would not halt all progress
and hold the boat until everyone died of starvation as Columbus’s crew feared. Since
the weed circulates quietly over the same part of the ocean, this area is one where refuse
thrown from ships gathers, and there was a noticeable increase in the amount of rubbish
floating in the water when compared with my last transit twenty years before. Modern
plastic packaging does not sink or degrade as glass, wood or paper will, and it is
depressing to be sailing on a beautiful sea under a bright sun and come upon a trail of
liquid soap cartons. Articles such as cellophane wrappings are even more dangerous
they resemble jelly fish which are food for turtles.

METHODS OF FIGHTING OIL POLLUTION
SITUATION 1
A large oil tanker has gone aground on sand banks just off the coast of eastern Britain.
Oil is slowly seeping from the hull of the tanker but there is a danger that the tanker
could become tilted by the rough seas and winds and then the seepage would become a
flood. Action must be taken quickly.
SITUATION 2
A slick of oil several miles long is floating in the channel a few miles off the Channel
Islands. Sea currents could sweep the slick on to the islands. The islands economy
depends on tourism, they cannot risk the beaches becoming polluted. The authorities
haven’t got much money to spend on fighting pollution.
SITUATION 3
There has been a blow out at an oil rig and tons of oil have spouted into the sea. The
flow has been stopped, but the oil company concerned is now faced with a huge
mopping-up operation. They have plenty of money to spend and a lot of equipment.
SITUATION 4
An oil tanker has been sliced in half by another ship and tons of oil are being pumped
into the sea. The tanker is lying about one mile out from a bay. The villages depend on
fishing for their livelihood.
SITUATION 5
The captain of oil tanker is discharging oil at sea by washing out his tanks, when he is
spotted by the navy patrolling those waters. He is instructed to clear up the pollution. If
necessary he can get help from the country he is registered under.

the journey to New York to participate in Operation Sail 1992 has been a voyage of
adventure, borne out of love for sailing and the sea. The Board of Directors of
Operation Sail 1992 welcome the Grand Regatta Columbus and gives thanks and
welcome to all from all participating foreign nations and from the United States.

It is my honour to welcome the crews participating in the Cutty Sark Tall Ships Race
to Dublin for the first time. Cead Mile Failte – a hundred thousand welcomes to
Europe’s most popular capital city.
Dublin is a historic city. It is a cultural city. Above all, it is a developing city, and,
we believe, you will also find that it can be a fun city, a young person’s city. It is our
intention to ensure that you have a memorable stay. We have prepared for the arrival of
your fleet-in particular the arrival of the crews and trainees.
You are berthed close to many of our city’s most famous landmarks. Close by is the
General Post Office (GPO) headquarters, and main location of the 1916 Rebellion;
Trinity College, founded in the 16th century and one of the oldest Universities in the
world; the Custom House, designed by James Gandon, is located on the riverside; the
Bank of Ireland at College Green, formerly the Irish Parliament Building; the City Hall,
home of Dublin Corporation; Dublin Castle, once the administrative headquarters of
Ireland and this week the location of the prize giving ceremony at the end of the Cutty
Tall Ships Races.
Not too far from Dublin Castle you will find the Guinness Brewery, another famous
landmark. It was here in 1759 that Arthur Guinness (Uncle Arthur) first began brewing
his famous porter.
There are many attractions to Dublin – its galleries and museums, elegant Georgian
streets and of course, its pubs and clubs and especially the bustling entertainment areas.
We think in this context of Temple Bar. But one must also remember the old villages of
Dublin. Close to the Class A vessels is Ringsend (formerly Raytown). This area has its
own quaint appeal and has a long history and association with the sea and with the
River Liffey. Other former villages, not too distant from the Tall Ships precinct are
Ballsbidge, Donnybrook and Clontarf.
Again, welcome to Dublin, playing host for the first time to this prestigious maritime
event – The Cutty Sark Tall Ships Race.
